The 2014 Sea Arrivals Emergency During 2014 arrivals doubled (compared to 2013) Prefectures all over Italy were called to set new reception facilities to give assistance to the thousands landing in Southern Italy. Every Region had to receive a share on the basis of the total amount of its population.

The Emilia Romagna Case The Emilia Romagna Region share is 7% Asylum seekers were transported directly to the reception facilities all over the Region in the different cities. In Bologna 2 new reception centers opened: - Villa Aldini (70) February 2014 - Villa Angeli (50) April 2014

The Regional HUB Project 10 July 2014 State-Regions Conference for the institution of Regional HUBs all over Italy 19 July 2014 The Prefecture of Bologna transformed the former identification and expulsion center for irregular immigrants (CIE) of Bologna into the First Regional HUB in Italy

The HUB: actors involved The Bologna Prefecture (Coordinator) The Immigration Police Department The National Health Service, the Primary Care Department, the Public Health Department Cooperatives for the assistance to the people.

The HUB: objectives 275 places in one center for an easier arrival to the Region Emilia-Romagna Health screening site for all people arriving in the Region Identification procedure and international protection application Transfer to long-term reception facilities

The challange of the opening day The deadline: There were only 15 hours to prepare the place for the first arrival of 204 people. The place: - It used to be a prison with still all the barriers and the gates around. - It had been closed for two years and it was in a state of disrepair.

The challange of the opening day The doctor: - Doctors were not available due to the fear of Ebola The composition of the 200: - There were no infomation on the composition of the people arriving about gender, age or origin.

From July 2014 to the present 405 ARRIVALS 14.369 PEOPLE ARRIVED 4.600 (Summer 2015) Data at 31/05/2016

The neverending challenge: Summer 2015 the Great Peack April 2015: from the average of 500 arriving in a month to 700 in a week July August September: the tents (240 places) The role of the regional HUB in the arrivals from the Balcans

The Arrival procedure today Registration to the Center - first information collection (personal and helath details) First evaluation of helath care needs (doctor) The Emergency room of the Sant Orsola Hospital is always alerted in case of high number of arrivals Shower and health care protocol (anti-scabies and anti-lices) Legal information, identification and formalisation of the aslylum request

Post-arrival: the health screenings General visit (doctors everyday available in the center) TB screening - chest X-Ray (in the center) Specialistic visits in case of urgent need (ginecologic, gardiological, infectious desease, psychiatric problems) The transfert to other centers is authorised only after the results of the TB exams. The average stay period in the center is 2 weeks.

The TB screenings Chest x-ray (radiographic mobile unit in the center) Mantoux test (only for children and pregnant women) Further screenings (if needed): chest CT scan, bronchoscopy (Bellaria Hospital)

Exception to the TB screening at the HUB

Most frequent health problems recorded Scabie Chemical skin burns and ulcers Dehydratation - Dysentery Unmonitored pregnancies Rare TB HEPATITIS B Dental problems In general, these migrants are more healthy than the average in their country of origin.

Cases of quarantine In case of epidemic or infestation risk, the Department of Public Helath in agreement with the Prefecture can declare the quarantine of the center. Examples: In case of chickenpox (from one room to the entire center) In case of infestation of bedbugs (from one room to the entire center)

The importance of the information Health care information - STD (sexually transmitted desease) - Personal Hygiene - Contraception - Pregnancy - Safe abortion - Functioning of the National Health service
