Dunes West Property Owners Association Driver s License Required For Access Control POLICY It shall be the policy of the Dunes West Property Owners Association to require a valid driver s license when entering the gated section of the Dunes West community. The purpose of this policy is to reduce the risk of the DWPOA for those who are driving on an invalid driver s license while driving on the private roads in Dunes West. The policy will provide a higher level of access control by identifying those coming into Dunes West. The Dunes West contracted access control provider (AlliedBarton) will require a valid driver s license at each gate entering Dunes West. The on duty gate officer will allow access to anyone that has valid pass in the system (entered by an owner, POA or Declarant), shows a valid license and records the license plate of the vehicle entering the community. Valid Driver s Licenses A valid driver license is one in which meets the requirements of the South Carolina Department of Vehicles. The driver must present a license in the form of one of the following: SC and United States Issued License: A license issued by the State of South Carolina or one of the 50 U.S. Continental. The license must have a valid date and not be expired. FOREIGN VISITOR: Foreign visitors who become U.S. residents can only obtain a driver's license from the state in which they reside (which can take several months to obtain). Once they receive their U.S. Driver's License from a state DMV they will be permitted to drive in all of the U.S. s states. It is their responsibility to know and obey the laws of that state while driving. BEGINNER PERMITS FROM OTHER STATES: Beginner's permits issued in other states cannot be used to drive in South Carolina. To drive on South Carolina roads and highways, you must have a South Carolina beginner's permit. If they have had their out-of-state beginner's permit for at least 180 days, they may take the skills test to apply for their South Carolina Driver's License. COUNTRIES AND TERRITORIES THAT HAVE RECIPROCITY WITH SOUTH CAROLINA: South Carolina waives the requirements for knowledge and skills testing for first time applicants from those countries that have established a formal reciprocity agreement with South Carolina, as long as the applicant s out-of-country driving credential has not expired. At the present time, ONLY the following countries have formal reciprocity agreements with South Carolina. The following would be considered valid with a valid date. Commercial Vehicles and Non-Commercial Vehicles: Canada Non-Commercial Vehicles Only: American Samoa, France, Germany, Guam, Puerto Rico, Virgin Islands, Federated State of Micronesia, Republic of Marshall Islands, Republic of Palau, and Northern Mariana Islands Commercial Vehicles Only: Mexico with CDLIS connection 1
FOREIGN DRIVERS LICENSE or NATIONAL DRIVING LICENSE (SCDMV guidelines) 1.) License is issued from their home country (normally not printed in English). 2.) They have a grace period of 90 days from the date of entry into United States. 3.) Visa and/or Passport are required and MUST show dates authorized to be in country. *Note: There is no law requiring Foreigners to switch over to a state side License. VISA: A visa is an official government document issued by the government of the country that you are visiting that temporarily authorizes you to be in that country. PASSPORTS A passport is an official government document issued by the government of the country of citizenship that certifies one's identity and citizenship and permit's a citizen to travel abroad and enter back into the country of residence or citizenship. The elements of identity are name, date of birth, sex, and place of birth. A passport for anyone who is 16 years old or older, the passport is good for 10 years. For those who are under the age of 16, the passport is good for only 5 years. In order to legally operate a motor vehicle on the public highways, you must have a driver's license. A passport is not an acceptable document for driving. Passport Card can be used to enter the United States from Canada, Mexico, the Caribbean, and Bermuda at land border crossings or sea ports-of-entry and is more convenient and less expensive than a passport book. INTERNATIONAL CUSTOMERS WHO ARE NOT US CITIZENS: International customers are citizens of US protectorates, immigrants, refugees, and other non-immigrants who are granted temporary entry into United States. All persons authorized by the U.S. Department of Justice, the U.S. Immigration and Naturalization Service, or the U.S. Department of State to live, work, or study in the United States on a temporary or permanent basis will be eligible to apply for a beginner's permit, driver's license or identification card. The expiration date of the driver s license will be determined by the applicant's authorized period of stay in the United States or the expiration date of the applicant's employment authorization document, but will not exceed 5 years. INTERNATIONAL DRIVER DOCUMENT OR INTERNATIONAL DRIVER S LICESNSE The International Driver Document or International Driver s License (IDL) is an official translation of a national or domestic driver's license, which allows motorist to drive in different territories without experiencing difficulties with various language barriers. 1.) This International Driver s License (IDL), however, is valid only with the National Driver's License, which must be currently valid and not revoked, suspended or expired. 2.) The International Driver s License also indicates that you are a holder of a valid driver s license from your home country, fulfilling the right for a person to drive in another country when accompanied by a National Driver s License (must be valid). INTERNATIONAL DRIVING PERMIT (IDP) * No passport required The IDP translates your license into a standard format, and a host of languages, that allows foreign officials to better understand your driving privileges. It does not replace your license. The IDP, in and of itself, confers no driving privileges to you, although you must provide a valid license to obtain one. In the U.S., there is no national requirement for non-citizens to obtain an IDP. Same goes for the rest of the world, although many countries, especially in Europe, are more receptive to the IDP and more familiar with it than we are. There are countries that recognize the IDP, but not your original driver license, and there are also car rental agencies abroad that would much prefer to see an IDP (than a license from Wisconsin). 5
The IDP is about the same size as your passport book. It expires 1 year from the date requested to start. It lists your name with photo identification. It translates your driving privileges into 10 different languages, including French, German, Italian, Spanish, Russian, Chinese, Arabic, and the Scandinavian languages. It's recognized by more than 150 countries (United States of America is listed on the list). For a complete list, see this application form from AAA. (SCDMV ONLY recognize IDP issued by AAA) IDPs remain valid for one year from their date of issuance, and you must obtain them in your country of origin. Example-1: If someone visits the United States from a foreign country and discovers that they need an IDP, can they purchase one from AAA? An IDP must be issued in the same country as the driver s license of the traveler. Therefore, if someone from the United Kingdom has a U.K. driver s license, their IDP must also be issued in the United Kingdom. Example-2: If someone has a driver s license from a US territory such as Guam, Puerto Rico, or the US Virgin Islands, how would an IDP work for them? Since their driver s license was issued by a US possession, their IDP would also be issued in the United States. Contact an AAA office in the United States, and the IDP can be issued and mailed. If you establish residency abroad, the IDP will no longer suffice, and you'll need to take steps to obtain a local license. (Examples of AAA IDP) 6
