The Paediatric Section (hereinafter called CESP) of the European Union of Medical Specialists (hereinafter called UEMS) establishes the European Board of Paediatrics (hereinafter called EBP) to be governed by this Constitution. Membership of the Board will be composed of representatives of the national organisations representing their country on a professional, scientific and university basis. 1.2. EBP shall function in accordance with this Constitute and the Statutes and By- Laws of UEMS and CESP. 2- OBJECTIVES The objectives of EBP shall be: 2.1. To attain high standard of care in the field of paediatrics in the countries of the European Community (EC) and the European Free Trade Association (EFTA) full members of U.E.M.S. by ensuring that the training of paediatricians in theory, practice and research is at the highest possible level. These objectives shall be achieved by the following means 2.1.1. EBP shall recommend the standards for specialist training in paediatrics and the maintenance of such standards. 2.1.2. EBP shall make proposals for the quality of training and for the syllabus of specialisation in paediatrics. 2.1.3. EBP shall recommend procedures to improve the free movement of paediatricians throughout the EC. 2.1.4. EBP shall recommend "minimal standards to which the training centres of

paediatrics should conform. 2.1.5. EBP shall assess the content and quality of training in the countries of the EC and other countries who are full members of UEMS. 2.1.6. EBP shall facilitate the exchange of paediatric trainees between training Centres of the countries of the EC to ensure a better standardisation and quality of training. 2.1.7. EBP shall set up a system for recognition of individual quality in paediatrics called "European Board Quality Control". 2.1.8. Free movement of specialists. 2.1.8.1. The qualification is optional and shall not be a condition for migration to Countries having mutual recognition of training in paediatrics with the candidate s home country. 2.1.8.2. It is desirable that this qualification should be recognised as proof of the quality and relative equivalence of training. It should therefore be a factor in promoting free movement of paediatricians within the countries of the EC. 2.1.8.3. The Commission of the EC is invited to approve this initiative and consider it as a factor in achieving free movement of paediatricians. 3- FUNCTIONS 3.1. EBP shall be a working group of CESP. 3.1.1. EBP shall report to the Executive Board of UEMS through CESP. 3.1.2. The Executive Board of UEMS shall be entrusted with communicating all opinions issuing from CESP and EBP to the Standing Committee Commission of the EC and the Advisory Committee on Medical Training (ACMT). 3.1.3. The Executive Board of UEMS shall be the official channel of communication with CESP and EBP from EC bodies. 3.2. CESP shall submit this constitution to UEMS for ratification so as to ensure that the membership and functioning of the boards of different specialities are the same. 3.3. EBP shall recommend the content of training programmes in theory, practice and research as well as ways of evaluating the technical knowledge and practical skills of candidates to ensure good practice of modern paediatrics.

3.4. Full membership of EBP shall be confined to representatives from paediatric professional organisations and scientific societies in countries which are full members of UEMS. 3.5. Recognition of training is called the "European Board Quality Control". 3.5.1 EBP shall issue a certificate of quality. 3.5.2. Only paediatricians recognised by a country, which is a full member of UEMS, as having completed training may apply ABP for a certificate of qualification. Candidates may only apply after they have three further years of paediatric practice after training has been completed. 3.5.3. This recognition by the board gives the candidate the right to the title "Fellows of the European Board of Paediatrics". 4- COMPOSITION 4.1. EBP shall consist of two representatives from each country which is a full member of UEMS. These representatives must be mandated by the recognised national paediatric professional organisations and represent paediatric scientific societies, universities and practising professionals on an equal basis. They shall be confirmed as representatives by their country's national organisation recognised by UEMS. 4.2. One of the representatives of each country shall be a member of the national delegation to CESP. 4.3. There shall also be a member on the board to represent junior paediatricians from the permanent European Working Group of Junior Doctors (PEWGJD). This person shall be a full member of the board with voting rights. 4.4. Countries which are not full members of UEMS and CESP, but which have only observer status, may also send one representative to EBP. They shall only have the right of observer status. 4.5. EBP shall be administered by an elected Executive Committee : a president, a vice-president, a secretary and a treasurer. The secretary and treasurer of EBP must also be officers of CESP. 4.6. EBP may establish contacts with European Paediatric Societies through UNEPSA which may send an observer to EBP and vice versa. 4.7. EBP may form working parties.

5- MEMBERS OF THE BOARD 5.1.1. The national member of EBP who is also a delegate to CESP, shall be nominated for a four year term by his or her National Professional Organisation of Paediatrics in agreement with the Paediatrics National Scientific Society and the National Organisation which is a member of UEMS. 5.1.2. The other national member of EBP, who is not a delegate to CESP, shall be nominated for a four year term by the National Paediatrics Society. 5.1.3. These terms of office may only be renewed once, on condition the member continues his practice. The two delegates of each country appointed alternatively every second year. 5.2. To form the first EBP, CESP shall appoint one of its members for each country as a full member of EBP. This member shall be replaced after two years by a delegate from the National Professional Organisation of Paediatrics, as laid down in Article 5. 1. 1. 5.3. The other member of EBP shall be appointed from the beginning as prescribed in Article 5. 1.2. The term of office shall be four years. 5.4. EBP may call upon one or more experts to advise on relevant matters. 5.5. Voting rights. 5.5.1. Each national delegation shall have one vote. 5.5.2. Observers and experts have only an observer status and have not the right to vote. 5.6. The organisations described in Articles 5.1.1. and 5.1.2. may replace members of EBP at any time, but shall notify these changes to CESP and to the Executive Council of UEMS via Secretary General of CESP. 6- EXECUTIVE COMMITTEE 6.1. Election of the Executive Committee. 6.1.1. EBP shall elect the Executive Committee form among its members. 6.1.2. The Executive Committee shall establish by-laws to be communicated to the Secretary General of UEMS through CESP. It shall undertake the organisation of meetings and the execution of decisions.

6.2. Duration of office of the Executive Committee. 6.2.1. The President and Vice President shall remain in office for two years, the Secretary and the Treasurer for four years. Their immediate re-election is not allowed except that the Secretary and the Treasurer may remain for a second period of four years. 6.3. The Executive Committee shall communicate, through CESP, with the Secretary General of UEMS in order to provide information of the activities of EBP as prescribed in the Statutes of UEMS.
