The United Nations Conference on Environment and Development was held at Rio de Janeiro, Brazil, from 3 to 14 June 1992, in conformity with General Assembly resolution 45/211 of 21 December 1990 and its decision 46/468 of 13/April 1992. During that period the Conference held 19 plenary meetings. B. Pre-Conference consultations

2. Pre-Conference consultations open to all States invited to participate in the Conference were held at Rio de Janeiro on 1 and 2 June 1992 to consider a number of procedural and organizational matters. These and other informal consultations were conducted under the chairmanship of His/Excellency Professor Celso Lafer, Minister of External Relations of Brazil. The report on the consultations (A/CONF.151/L.1) was submitted to the Conference and its recommendations were accepted as the basis for the organization of the Conference's work. C. Attendance 3.
