INVITATION FOR BIDS Sealed bids for the Street Sweeping will be received by the City of Des Peres, City Clerk's Office, until 2:00 P.M., on Friday, February 26 th, 2016; The bids will then be publicly opened and read aloud at 2:05 PM in Council Chambers, City Hall, 12325 Manchester Rd, Des Peres MO 63131. Two copies of the bid must be submitted in a sealed envelope with the project name, date, and time of opening clearly written on the envelope. The Scope of Work includes the removal of dirt, debris, sand, gravel, and cinders, etc. frm the gutter lines (within four feet edge of pavement) of all curb-lined streets. Total length of streets to be swept is approximately thirty miles. Parking lots at City Hall, Public Safety Building, Street Department Garage, Sugar Creek Park Parking Lot, Pioneer Park Parking Lot, and the Des Peres Lodge shall also be completely swept. Work should take place in April, and again in November 2016. Bid packages will be available Monday, February 8 th, 2016 from the Des Peres City Clerk, 12325 Manchester Rd, Des Peres MO 63131; or they can be downloaded for free by visiting http://www.desperesmo.org/bids.aspx The City reserves the right to accept or reject any bid and to waive any irregularities in the best interest of the City.
PROJECT DESCRIPTION A. INTENT It is the intention of the City to sweep public streets and City owned parking lots twice during the 2016 calendar year. B. SCOPE OF WORK Furnish all labor equipment and traffic controls necessary to completely remove all dirt, debris, sand, gravel, and cinders, etc. from the gutter lines (within 4ft of the edge of pavement) of all curb-lined streets in accordance with the attached specifications. The total length of streets to be swept is approximately 30 miles. Parking lots at City Hall, Public Safety Building, and Street Department Garage, Two parking lots at Sugar Creek Park, Pioneer Park and the Des Peres Community Center (The Lodge) shall be completely swept. All work shall be done in April and again in November 2016. 1. UNIT COSTS: While it is the City s intent to purchase all the items provided in these specification, the unit cost provided on the bid document shall be utilized in the event it becomes necessary to reduce the quantity purchased. 2. PAYMENT: The City intends to make a single payment to the successful vendor on receipt of the services as outlined in the specifications. 3. RESERVATION OF RIGHTS: The City reserves the right to reject any or all bids, to waive any technicalities in the bid process, to award any bid or portion of a bid which is deemed to be the most advantageous to the City of Des Peres and to make such investigations as are deemed necessary to determine the ability of the vendor to perform the services requested.
GENERAL TERMS & PROVISIONS 1. PRICES: All prices are F.O.B. destination 12325 Manchester Road. No other costs will be permitted to the vendor beyond those stated in their bid. 2. WITHDRAWAL OF BIDS: Products and prices included in the bid may not be withdrawn for a period of thirty (30) days from the date of bid opening without consent of the City. 3. MADE IN AMERICA: City codes express a preference for products which are made in America. Vendors shall indicate for each product line what percentage of the item is made in America (if applicable) 4. COMMENCEMENT & COMPLETION OF WORK: The work shall be scheduled during the months of April and November when weather permits and shall be completed in no more than ten (10) consecutive working days each time. 5. WARRANTIES: The owner shall be provided with full manufacturer s warranty as a condition of the award. The warranty shall be stated on the bid form for each product specified. The successful bidder must provide the owner with any and all instructions, manuals and directions for proper cleaning and maintenance of all items bid. 6. INTERPRETATION OF CONTRACT DOCUMENTS PRIOR TO BIDDING: If any person contemplating submission of a bid for items contained in this bid is in doubt regarding the true meaning of any part of the contract documents, he/she may submit to Steve Meyer, Director of Public Works, 314-835-6130, email smeyer@desperesmo.org, a request for an interpretation or correction thereof not later than 2:00 pm Thursday, February 18 th, 2016. The person submitting the request will be responsible for its prompt delivery to the provider. Any interpretation or correction of the contract documents will be made by addendum and will be mailed or delivered to each bidder of record. 7. QUESTIONS REGARDING TECHNICAL SPECIFICATIONS: Any and all questions regarding the technical specifications shall be directed to Steve Meyer, Director of Public Works, 314-835-6130, email smeyer@desperesmo.org. Any material changes as a result of such questions shall be approved in writing and mailed or delivered to each bidder of record. 8. ERRORS & OMMISSIONS BY CITY: No vendor shall be permitted to use his/her advantage any error or omission in this solicitation or specifications. If vendor shall have any questions or desires a clarification or interpretation regarding any of the items specified, the vendor shall request such clarification in writing and any such clarifications shall be made available to all vendors. 9. EQUIPMENT: All equipment shall conform to existing occupations safety and health standards and shall be in good, complete working order. 10. INSURANCE: All companies must provide the city with a Certificate of Insurance for the trucks and drivers. A minimum liability of $1,000,000.00 must be provided. All drivers must be covered by workman s compensation insurance per state law. 11. SUBMISSION OF BIDS: Bids must be submitted prior to 2:00PM Thursday February 25 th, 2016 at which time they will be publicly opened and read aloud. SPECIFIC CONDITIONS A truck mounted, vacuum type sweeper or self-propelled mechanical sweeper, complete with brushes and sprinkling system in full working order with qualified driver, shall be employed to remove all dirt, debris, sand and gravel from the gutter lines of all curb-lined streets and parking lots indicated. The sweeper shall utilize a map indicating the streets to be swept and the swept debris be dumped at the City Maintenance Garage at 942 Des Peres Road. The City will remove these dumped materials. The City reserves the right to have certain streets re-swept at no additional cost if the initial sweeping does not satisfactorily pick up all debris. The sweeper shall work between the hours of 7:30am and 3:30pm, Monday through Friday, and may be parked over night at the City Maintenance Garage. The sweeper must be capable of sweeping the inside curb lines of small cul-de-sacs.

CONTRACT STREET AND PARKING LOT SWEEPING WHEREAS, for 2016 and, hereinafter called the Contractor, has submitted a bid dated For Street and Parking Lot Sweeping for the City of Des Peres WHEREAS, the City of Des Peres hereby accepts said bid per RESOLUTION NUMBER: DATED: NOW THEREFORE, the Contractor and City of Des Peres for mutual considerations stated herein agree as follows: ARTICLE 1. SCOPE OF WORK The Contractor agrees to furnish all the labor, tools, materials, equipment, and incidentals necessary to complete the sweeping as indicated in the attached specifications. ARTICLE 2. TIME OF COMPLETION The Contractor agrees to complete all work within 15 calendar days. Unless extensions are granted by the City for poor weather, a penalty of $100.00 per day shall be charged to the Contractor for each day beyond this period. ARTICLE 3. ACCEPTANCE AND PAYMENT Upon successful completion of said work, the City agrees to pay said Contractor the price as determined in the attached bid, less any penalties or damages incurred, or partial payments made. ARTICLE 4. GUARANTEE The Contractor hereby expressly guarantees the aforesaid work as to workmanship and quality removal used in connection therewith and agrees to re-sweep any areas that the City deems to be unsatisfactorily swept.
