Ordinance No. 9,, is hereby repealed. Sec.. Section 9.00 of the Los Angeles Municipal Code is hereby amended by adding a new Subsection (h) to read: (h) Metal Bars, Grills, Grates and Similar Devices. The permit fee for the installation of 0 devices for which a permit is required by Section 9.0 shall be $0.00 for each affected dwelling unit, efficiency dwelling unit, light housekeeping room or guest room in a residential building. Sec.. Section 9.00 of the Los Angeles Municipal Code is hereby amended to read: --
SEC. 9.00. BASIC PROVISIONS. 9 0 Chapter of the U.B.C. is hereby auopted by reference for the purpose of providing basic building regulations relating to requirements for any Group R Occupancies, with the following exceptions; Sections 0, 0 and 0 of the U.B.C. are modified as provided herein, Sections 0 and of the U.B.C. are not adopted and in lieu thereof, Section 9.0 of the Los Angeles Municipal Code is included within Division as provided herein; Section 9. refers to the California Administrative Code, and Sections 9., 9., 9., 9., 9.9 and 9.0 of the Los Angeles Municipal Code are included within Division as provided herein. 0 Sec.. The Los Angeles Municipal Code is hereby amended by adding a new Section 9.0 to read: SEC. 9.0. EXIT FACILITIES. Stairs, exits and smokeproof enclosures shall be as specified in Chapter. Where windows are 0 provided as a means of escape or rescue they shall have a finished sill height not more than inches above the floor. Bars, grills, grates or similar devices may be installed on emergency escape or rescue windows or doors, provided:. A permit is obtained from the Building and Safety Department and a fee is paid as required in Section 9.00; and. These devices are equipped with approved release mechanisms which are openable from the inside without the use of a key or special knowledge or.--

URGENCY CLAUSE. The City Council finds and declares that this Ordinance is required for the immediate preservation of the public peace, health and safety for the following reasons. This Ordinance will help to prevent death and serious injury to people who might otherwise be trapped in sleeping rooms without emergency escape or rescue exits. Immediately providing for accessible emergency exits for people who live in buildings 0 where security bars have long been installed is essential to protect the safety of City residents in the event of fire or other catastrophe. Therefore, this ordinance shall become effective upon publication pursuant to Section of the Los Angeles City Charter. --
