Bois Blanc Township Regular Meeting May 11, 2016 Bois Blanc Township Hall Meeting was called to order by Supervisor Brent Sharpe at 7:00 PM. Pledge of Allegiance. Members present were: Brent Sharpe, Joan Schroka, Tom Wybranowski, Michael Harrington. Member absent: Cheryl Gahn Approval of the Minutes. Motion by M. Harrington, seconded by T. Wybranowski to approve the minutes of the April 13, 2016 Regular Meeting, as presented. Roll Call Vote: Ayes; B. Sharpe, J. Schroka, T. Wybranowski, M. Harrington. Nays; None. Absent; C. Gahn. Motion carried. Treasurer s Report: Accepted, as presented. No Budget Amendments. Approval of Bills. Motion by M. Harrington, seconded by T. Wybranowski to pay the bills presented. Roll Call Vote: Ayes; B. Sharpe, J. Schroka, T. Wybranowski, M. Harrington. Nays; None. Absent; C. Gahn. Motion carried Department Reports: Airport: QoE Invoice. Motion by J. Schroka, seconded by M. Harrington to authorize Supervisor Brent Sharpe to sign the approval of payment of QoE Invoice No. 0519 in the amount of $5,000. The Township share is $250. Roll Call Vote: Ayes; B. Sharpe, J. An inspection of the new Beacon and Tower will be tomorrow. st Fire: Mental health training will be on Saturday the 21 of May. We will receive a $4,000 grant from PIE&G. The doors in the fire barn will be worked on next week. Harbor: Motion by B. Sharpe, seconded by M. Harrington to authorize the Harbor Commission to hire UP Engineers to assess the damage to the Commercial Ramp and give us direction for a long term fix. Roll Call Vote: Ayes; B. Sharpe, J. Schroka, T. Wybranowski, M. Harrington. Nays; None. Absent; C. Gahn. Motion 2016-041 carried. New dock system and repair of finger piers. Price to repair old is $12,000 to $13,000. Price new is between $38,000 to $45,000. Motion by J. Schroka, seconded by T. Wybranowski authorize the Harbor Commission to spend up to $45,000 on finger piers and keep the old ones. Roll Call Vote: Ayes; B. Sharpe, J. Schroka, T. Wybranowski, M. Harrington. Nays; None. Absent; C. Gahn. Motion 2016-042 carried. Motion by M. Harrington, seconded by J. Schroka that we give the Harbor Commission permission to spend the $12,000 to $13,000 to recondition the old finger piers. Roll Call Vote: Ayes; B. Sharpe, J. Schroka, T. Wybranowski, M. Harrington. Discussion regarding changing meeting times to Monday. General discussion concerning potential areas of concern for the year. Transfer Station: Discussion concerning fence repair. Transfer Station hours were incorrectly reported. Transfer Station hours are: May, June, September, October, November Sunday and Monday 9:00AM to 5:00PM Thursday 7:30AM to 11:30AM July and August Tuesday through Saturday 7:30AM to 11:30AM Sunday and Monday 9:00AM to 5:00PM December, January, February, March, April Sunday 12:00Noon to 2:00PM The Township will post a sign to inform the public of the error. Zoning: No Report. Maintenance: No Report Clinic: No Report. Old Business: 1. Millage revision. Motion by J. Schroka, seconded by M. Harrington to revise the Fire millage (Motion 2016-035) term to be 2016 to 2021, 6 years and the Marina millage (Motion 2016-038) term to be 2016 to 2023, 8 years. Roll Call Vote: Ayes; B. Sharpe, J. Schroka, T. Wybranowski, M. Harrington. Nays; None. Absent; C. Gahn. Motion 2016-046 carried. See attached resolution. 2. Temporary Office Personnel. Motion by M. Harrington, seconded by J. Schroka that we create a temporary clerical position for the Township Hall for the months of July and August to be in the office on two days during the week and Saturday for 3 hours at the rate of $9.00 an hour. Discussion that before we hire we have to look at the budget. Roll Call Vote: Ayes; B. Sharpe, J. Schroka, M. Harrington. Nays; T. Wybranowski. Absent; C. Gahn. Motion 2016-047 carried. 3. Discussion concerning extending the Township Parking Lot and obtaining a Special Use Permit from the DNR. 4. Motion by M. Harrington to adopt the 2016 rates for seasonal and transient that have been published by the Waterways Commission. Second part of motion is that we charge by the length of the boat not the size of the slips. Motion died for lack of second. Motion by B. Sharpe, seconded by J. Schroka that we make a recommendation to the Harbor Commission to have their secretary handle the billing for the seasonal boat slips using the 2016 current Waterways posted rates. Discussion. Harrington to purchase two of the available foreclosed properties from the Mackinac County Treasurer. 001-540-066-00, Lot 8, Block 68, Second Addition to Bob-Lo Gardens Sub and 001-800-022-20, Lot 38, Old Orchard Sub. Compatibility of Offices. School Board and Township Board. Motion by J. Schroka, seconded by T. Brent talked to the prospective owners of the property at the west end and they would like to go in jointly with the township and section off a part of the property for public use and keep the road open. BOIS BLANC TOWNSHIP MACKINAC COUNTY, MICHIGAN (Resolution No. 2016-046) At a regular meeting of the Township Board for Bois Blanc Township ( Township Board ) held at the Township offices at 898 Huron Drive, Pointe Aux Pins, Michigan 49775, on Wednesday, May 11, 2016, Township Board Member Joan Schroka made a motion to adopt this Resolution, which motion was seconded by Township Board Member Michael Harrington : A RESOLUTION TO SUBMIT A FIRE DEPARTMENT MILLAGE RENEWAL PROPOSAL TO TOWNSHIP ELECTORS AT A TOWNSHIP SPECIAL ELECIT ON TO BE HELD ON AUGUST 2, 2016 RECITALS WHEREAS, the Township Board desires to renew the Township s existing fire millage, as reduced by required Headlee rollbacks, and increase the millage to restore the original voted 2 mills; and WHEREAS, the fire millage will expire following the December 1, 2016 levy, and WHEREAS, the Township Board desires to submit the question of renewing the Township s fire millage and increasing the millage to restore the original voted 2 mills to the electors of the Township at a special Township election to be held in conjunction with the primary election on Tuesday, August 2, 2016. NOW, THEREFORE, BE IT RESOLVED that the Township Board calls a special Township election to be held on the regular election date of August 2, 2016 (the primary election). BE IT FURTHER RESOLVED THAT the Township Board approves and certifies the following proposal to the Mackinac County Clerk for submittal to the qualified electors of the Township at the August 2, 2016 special election of the Township: BOIS BLANC TOWNSHIP FIRE DEPARTMENT MILLAGE PROPOSAL-2 MILLS FOR 6 YEARS Shall the previously voted increase in the tax rate limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes in Bois Blanc Township of 1.7093 mills ($1.7903 per $1,000 of taxable value), be renewed and increased by 0.2097 mill ($0.2097 per $1,000 of taxable value) up to a total of mills ($2.00 per $1,000 of taxable value) annually for six (6) years, 2016 through 2021, inclusive, to provide funds for general operating and capital expenses of the Township Fire Department; and shall the Township annually levy such 2 mills ($2.00 per $1,000 of taxable value) on taxable property for said purposes, there by raising an estimated $65,000 in the first year of the levy? BE IT FURTHER RESOLVED that the Township Clerk is authorized and directed to submit a certified copy of this Resolution to the Mackinac County Clerk. BE IT FURTHER RESOLVED that the Township Clerk and Mackinac County Clerk are autho rized and directed to print the ballots, publish all notices for such election, and to take all other action as necessary or desirable in connection with such election. BOIS BLANC TOWNSHIP MACKINAC COUNTY, MICHIGAN (Resolution No. 2016-046) At a regular meeting of the Township Board for Bois Blanc Township ( Township Board ) held at the Township offices at 898 Huron Drive, Pointe Aux Pins, Michigan 49775, on Wednesday, May 11, 2016, Township Board Member Joan Schroka_ made a motion to adopt this Resolution, which motion was seconded by Township Board Member Michael Harrington_: A RESOLUTION TO SUBMIT A MARINA AND DOCKAGE MILLAGE PRO POSAL TO TOWNSHIP ELECTORS AT A TOWNSHIP SPECIAL ELECTION TO BE HELD ON AUGUST 2, 2016 RECITALS WHEREAS, the Township Board desires to submit the question of a new additional millage of 2.8219 mills for general and capital or operating expenses for a marina to the electors of the Township at a special Township election to be held in conjunction with the primary election on Tuesday, August 2, 2016. NOW, THEREFORE, BE IT RESOLVED that the Township Board calls a special Township election to be held on the regular election date of August 2, 2016 (the primary election). BE IT FURTHER RESOLVED THAT the Township Board approves and certifies the following proposal to the Mackinac County Clerk for submittal to the qualified electors of the Township at the August 2, 2016 special election of the Township: BOIS BLANC TOWNSHIP MARINA AND DOCKAGE MILLAGE PROPOSAL-2.8219 MILLS FOR 8 YEARS Shall the total tax rate limitation on the amount of general ad valorem taxes which may be imposed on taxable property within Bois Blanc Township under Article IX, Section 6 of the Michigan Constitution be increased by 2.8219 mills ($2.8219 per $1,000 of taxable value) annually for eight (8) years, 2016 through 2023, inclusive, to provide funds for general operating and capital expenses of a marina, public docks, and related facilities; and shall the Township annually levy such new additional millage on taxable property within the Township for said purposes, thereby raising an estimated $91,800 in the first year of the levy?
