HIGHLIGHTS A wrkshp fr parliamentarians n Statelessness was rganized by UNHCR in partnership with the Ministry f Justice, in Bamak, t raise awareness amng Malian parliamentarians n Mali s accessin t bth Cnventins n Statelessness f 1954 and 1961. The new schl in Egaf Nanu/N tillit (03 classrms), including latrines and handwash basins, was finished at the beginning f the mnth. In Octber, 150 students and 03 teachers will be able t use the new facilities, in time fr the new yearly cycle. UPDATE ON ACHIEVEMENTS Operatinal Cntext Mali is slwly pulling ut f the intense plitical and military crisis which started in 2012, the nrthern part still being under the influence f varius armed grups. Thugh the armed cnflict has calmed dwn since late September, the insecurity remains high due t aggravated terrrist and criminal threats. Vilatins f basic human rights are still reprted, prices f basic necessities are high and lcal ppulatins are in dire need f access t public services and fd security. T date, mre than 137,000 Malian refugees in neighbring cuntries and nearly 62,000 displaced persns in Mali are waiting t see whether cnditins in their areas f rigin imprve t allw them t return in safety and dignity. Principles fr peace and recnciliatin were adpted by the parties during the 2015 spring and validated thrugh an Agreement signed n 15 May and 20 June 2015. Yet, n 17 August, vilent clashes between elements f the (prgvernment) Platfrm calitin and the dissenting Crdinatin f Azawad mvements (CMA), resumed and resulted in GATIA (pr-gvernment) taking cntrl f the CMA strnghld Anéfis (100 km suth-west f Kidal). On 5th September, the Platfrm annunced its withdrawal frm Anéfis, which tk effect n 14 September. But tensins between the Platfrm and the CMA persisted in the far nrth, up t the Algerian brder in the Inkhalil area. On 27 September the belligerents decided t engage in negtiatins and rganized t that purpse a cmplex rund f inter-cmmunity meetings. During the mnth f September, cnflict-related incidents have been scarcer. Regins were preparing fr the lcal and reginal electins, scheduled n 25 Octber. Yet, ppulatin and civil sciety remained skeptic in regards the scheduled date, given the security cnditins. The CMA declared that the electins culd nt be held as lng as insecurity remains and refugees have nt returned. Eventually the gvernment decided t pstpne the electins. Security incidents perpetrated by criminal and terrrist grups have been fllwing an increasing tendency since the signing f the Agreement; actually, they have increased in the nrth f the cuntry and expanded int central and suthern territries. This security situatin remains preccupying, and makes the use f escrts and armred vehicles mandatry, and access t persns f cncern increasingly difficult. The heavy seasnal rains have caused imprtant material damage and delays in UNHCR s implementatin f activities in the regins f Mpti, Kayes, Ga and Menaka. UNHCR and partners have develped strategies t cntinue activities. UNHCR fllwed clsely the events in neighbring cuntries, and namely the Cup d Etat led in Burkina Fas, and their impact n security f refugee ppulatins in Mali, and their intentins t return. UNHCR Mali is particularly cncerned by the fact that the event caused security frces t head t Ouagadugu, and leave the brders withut surveillance, which may facilitate in and ut mvements f terrrist and criminal grups. Achievements Prtectin Prtectin Cluster The Prtectin Cluster, led by UNHCR and c-facilitated by the Danish Refugee Cuncil, participated in the wrkshp rganized by OCHA, fr the 2016 humanitarian planning, gathering participants f the 09 cuntries f the Sahel regin, frm 30 August t 02 September, in Senegal. Thanks t the supprt f UNHCR and partners, all 36 Ivrian refugees in Faraguaran received identity cards frm the Malian authrities. 2

A wrkshp fr parliamentarians n Statelessness was rganized by UNHCR in partnership with the Ministry f Justice, n 16 September in Bamak. Presentatins and debates were an pprtunity t raise awareness amng Malian parliamentarians wh are abut t discuss and adpt bills n Mali s accessin t bth Cnventins n Statelessness f 1954 and 1961. UNHCR in Kayes cntinued t advcate fr the transcriptin f the remaining birth certificates n twn registers. By the end f September, 7,376 birth certificates were established in the regins f Kayes and Yelimane. Sexual and Gender-Based Vilence Timbuktu: A case f denial f rightful access t ecnmic resurces was identified in Timbuktu Regin and was prvided psychscial supprt by UNHCR s partner, Handicap Internatinal. 14 psychscial cunseling sessins were rganized fr survivrs in Timbuktu and Sbundu. 04 discussin grup sessins with survivrs were rganized in Timbuktu. 03 legal cunseling sessins were prvided t SGBV survivrs. 18 awareness sessins n preventin and respnse t SGBV were carried ut in Timbuktu, Sbundu, Rharus, and Alafia, and tuched nearly 500 peple (including 335 wmen). UNHCR Timbuktu and partners cntinued t hld the mnthly meetings with 20 cmmunity centres in Timbuktu, Sbundu, Rharus, and Alafia. 02 wrkshps were Awareness-raising activity n SGBV in Rharus Handicap Internatinal rganized fr lcal leaders n SGBV in Rharus and Sbundu gathering 31 participants (including 18 wmen). UNHCR and its partner, Handicap Internatinal, participated in the training f lcal media n SGBV. Mpti: 02 awareness-raising activities tuching arund 950 peple (630 wmen and 320 men) were cnducted n the issues f early marriage in Hmbri and Knna (Mpti regin). 03 awareness sessins were rganized with fcus grups in Kr, Kiri and Bih (Mpti regin) t discuss SGBV with 28 wmen and 23 men. Cmmunity fcal pints and centers in Kr (Mpti regin) were trained n SGBV preventin and rights f survivrs n 07-08 September. UNHCR and Partners cntinued t gather infrmatin n SGBV incidents. 07 new cases received psychscial cunseling and 04 discussin grup sessins were rganized in Duentza and Mpti. 01 new cmplaint was filed at the plice statin in Kr (Mpti Regin). The SGBV survivr received legal cunsel. Ga: an awareness sessin gathered in Ga city 150 peple (105 wmen and girls/45 men and bys) including 75 refugee returnees, 37 IDPs and 38 lcals. Handicap Internatinal als cnducted 20 ther awareness sessins in Ga city, Ansng, Burem and Gssi, tuching 596 peple amng which 441 wmen and girls. 04 wrkshps were rganized with fcal pints in Ga, Ansng, Burem and Gssi t discuss the use f image bxes during cmmunity sensitizatin. 24 new cases f SGBV were identified and all received psychscial supprt. 05 new cases were filed at the plice statins in Ga and Gssi. 02 Fcal pints were trained t draft cmplaints. Reinfrcing capacities and knwledge f survivrs n their rights is encuraging them t be mre cnfident and less reluctant abut the pssibilities t take their cases t the curts. 24 survivrs were referred t Mercy Crps fr sci-ecnmic supprt. 3

Kayes: Fllwing discussins between UNHCR and the Reginal Department fr the Prmtin f Wmen, Children and Families cnducted in August 2015, an actin plan n SGBV was drafted and includes refugee sites. Identified Needs and Remaining Gaps Within the regin f Timbuktu, 3 registratin pints are currently functinal (Sumpi, Gundam and Timbuktu). Tw additinal registratin pints (Dire and Lere) are planned. Educatin On 05 th September, a cmmunity activity fr the plantatin f mre than 80 trees in the curtyard f the schl in Guirwell was rganized with the supprt f UNHCR Mpti and Partner Stp Sahel. On the three equipped schls (including latrines and wash basins) being built in N tillit (regin f Ga), the schl in Egaf Nanu (03 classrms) was finished at the beginning f the mnth. In Octber, 150 students and 03 teachers will be able t use the new facilities. Identified Needs and Remaining Gaps The cnflict had serius impact n access t educatin in the nrth f Mali in general. Needs t rehabilitate r build classrms remain significant. Health Plantatin f trees in the curtyard f the schl f Guirwell, Mpti Regin UNHCR In the framewrk f the health insurance plans in the regin f Kayes, the cmmunity health centers, partners t the prject, have prvided healthcare t 20 Mauritanian refugees (including 13 wmen), at a lwer cst. Water and Sanitatin 02 water pints were rehabilitated in Hmbri and Haire (Duentza, Mpti Regin) where est. 5,844 peple live, amng which 415 refugee returnees. Such activity has an imprtant impact n the imprvement f scial chesin in the area. 12 awareness sessins, including 90 participants amng which 56 wmen, were carried ut in Barbé Pintala, Massaya Daga, Kmguel 2 and Sambaul (Mpti Regin), n themes such as Maintenance f cllective facilities, Paiement f maintenance fees, Scial chesin. Tw rural water systems were built in Sinkle and Hermankn, and will benefit at least 715 Mauritanian refugees in the regins f Kayes and Yelimane. They will have easy access t ptable water all year rund. Such achievement has a direct impact n reducing diseases and reinfrcing peaceful cexistence between lcal and refugee cmmunities. 4

Shelter and NFIs 80 lin clthes were dnated t wmen assciatins t supprt their effrts twards self-reliance and scial chesin. In rder t build capacities and share lessns learnt with the newly hired lcal staff frm the NGO Stp Sahel, a three days training n the NFI distributin prcess was held in Mpti frm 29 September t 01 st Octber. Identified Needs and Remaining Gaps UNHCR and partner ACTED are currently rehabilitating with the invlvement f the cmmunity 360 shelters in Ga (49), N tillit (71) and Anderambukane (120). Cmmunity Empwerment and Self-Reliance A wrkshp n cmmunity-based enterprise develpment was rganized fr cmmunity develpment staff frm 14-19 September in Kayes. 11 staff frm Stp Sahel were trained. Wrking in partnership Besides UNHCR s regular cperatin with the authrities, internatinal rganizatins, NGOs, and crdinatin mechanisms, ne may highlight the fllwing: In cperatin with Unicef, wmen and parent assciatins were identified in Menaka, with a view t supprting these wmen with incme generating activities. UNHCR cntinued t wrk in cperatin with partners and the Internatinal Organizatin fr Migratin in the framewrk f the prjects funded by the UN Peacebuilding fund. The UNHCR ffice in Kayes has been in clse cntact with gvernment cunterparts and lcal NGOs t discuss the insertin f Mauritanian refugees within nutritin and SGBV plans. 5
