Invitation for Bids 1. Sealed bids are invited from reputed courier agencies, for the delivery of Provisional Degree Certificates and Transcripts to students of Bundelkhand University, Jhansi at their residential address, initially for a period of one year and extendable for another one year on mutually consent basis. 2. Bids are invited under two bid system i.e. part I -Technical Bid and part II-Price Bid. The bid shall be accepted in the office of The Pro Vice Chancellor, Bundelkhand University, Jhansi-284128 as per the schedule given above. The envelope containing the tender documents should specify the details of the tender along with the opening date. 3. The approximately no. of students shall be around two lakhs. The maximum number of students are residing in the districts of Banda, Chitrakoot, Hamirpur, Jalaun, Jhansi, Lalitpur and Mahoba, however students may be residing in other parts of the country as well. 4. The Bids shall be accepted on the specified tender form only. All bids must be accompanied with Bid Security (BS). The BS may be in the form of demand draft/bank Guarantee in favour of Finance Officer, Bundelkhand University, payable at Jhansi, fixed deposit receipt or bank guarantee (BG) in favour of in favor of Finance Officer, BUNDELKHAND UNIVERSITY, Jhansi. The BS should be valid for six months from date of submission of tender. 5. In case if there is any difference in tender document uploaded on website and available in university records, the tender available in university records shall be final. 6. Bundelkhand University reserves the right to accept any or all tenders either in part or in full or to split the order without assigning any reasons. All disputes or differences arising between the parties out of or relating to meaning and operation of effect of this tender or breach thereof shall be settled by arbitration. The arbitrator shall be appointed by the Vice Chancellor and the whole decision of the arbitrator shall be binding on both the parties. In case of any legal dispute, the jurisdiction will be Jhansi only. Instructions to Bidders A) General Conditions 1. The technical bids and price bids should be submitted in individual separate sealed covers, which shall again be put in an envelope duly sealed and duly superscribing the envelope with the tender number & giving brief details of the tender. 2. Tenders downloaded from university website should be accompanied by DD of required tender fee. BS should be submitted along with the tender form with required details. 3. Only technical bids shall be opened at the time and date of opening of tender and the same shall be read out in public. 4. The time and date of opening of price bids shall be intimated to the technically qualified bidders only. 5. Tenders not complying with the above conditions are liable to be ignored/rejected without any further reference/correspondence. 6. Submission of Bank Guarantee: The successful tenderer shall be required to submit a Bank Guarantee from a nationalized bank valid for the entire contract period along with the contract acceptance letter. 2
B) Technical Bid 1. The bidder shall submit the detailed information of firm on Annexure I enclosing self attested copies of all documents. 2. A declaration certificate for acceptance of the terms and conditions of this tender on the enclosed proforma as per annexure-ii. 3. The firm shall submit an affidavit with the tender document, regarding safety of envelopes from water, fire and mishandling. It shall be binding on the agency to enter in agreement with the university regarding the safe custody and handover of the sealed packets to the candidates. 4. The firm shall be responsible for loss of any packet during transit. Suitable deductions shall be made for undelivered packets. The amount of such deductions may be equal to the fee charged for issuing duplicate certificates. 5. Deviations from items under schedule of requirements, clause-wise and commercial terms & conditions should be clearly mentioned. The tender form should be submitted with this bid duly signed by the bidder. 6. The approximate weight of the envelope shall be equal to 5-6 printed pages of A-4 xerox paper. 7. The concerned section the university shall handover the sealed window envelope to the courier agency in the university premises. 8. The courier agency is required to submit course wise, student wise, computerized delivery confirmation reports within 15 days of receipt of envelopes for dispatch from the university. The payments shall be made only after submission of the delivery confirmations reports. No payment shall be made for non delivered items. 9. The work may be given in phase manner and payment shall also be made in phase manner. 10. The firm should be registered under companies act. A copy of the valid registration certificate should be enclosed with the tender document along with the PAN and Service Tax Registration Certificate. 11. The agencies should indicate complete postal address of their office along with details of telephone & fax nos. mobile nos., e-mail address of all the offices. 12. The courier agency shall bear all expenses involved in this work. Any other anticipated expenditure apart from the work mentioned in the schedule of requirements should be mentioned clearly in the financial bid.
