Members present: Jason Aho, Janet Andrews, Brian Jacobsen, Cameron Larson, John Layman and Kim St. John. Absent: Dorene Lemme. City employees present: Roy Hauschildt, Delores Kangas, Dan Koistinen and Jimmy Murphy. Absent: None. All voted aye. Mayor Aho declared the Council convenes acting as a Planning and Zoning Commission and Zoning Board of Adjustments. Dallas Miller appeared to address in full or part the advertised Public Hearing for a conditional use/variance permit. The request, if granted, would permit the applicant to use the following property: Lot 9, Sunset Circle Addition in the City of Lake Norden, Hamlin County, South Dakota which street address 701 Sunset Circle, Lake Norden, SD in the following manner: Placement of a 12 foot by twenty (20) foot or two hundred forty (240) square foot storage building at the above-mentioned location. Motion made by Jacobsen and seconded by Larson to approve the abovementioned variance for Dallas Miller conditional upon Miller painting the storage building the same color as his house by May 15, 2018. All voted aye. Discussion held concerning an amendment to the Zoning Ordinance that would allow for an Overlay District. Motion made by Jacobsen and seconded by Layman to have First District Association of Local Governments draft an amendment for an Overlay District for consideration by the Zoning Board and the City of Lake Norden. All voted aye. Motion made by Andrews and seconded by Layman to adjourn as a Planning and Zoning Commission and Zoning Board of Adjustments. All voted aye. Mayor Aho declared the Council reconvenes as the Lake Norden City Council. Sealed bids were opened by Mayor Aho for a five (5) year contract for the collection and hauling of garbage and recyclable materials from within the City of Lake Norden. Sealed bids: 1. B& B Sanitation, $12.75 plus 6.5% sales tax per household with Lake Norden Finance Office receiving fifty cents (.50) per household for administration. 2. Cook s Wastepaper & Recycling, $9.70 per month for weekly garbage service and 2.05 per household with a 95 gallon cart for bimonthly curbside recycling with a 35 gallon cart, plus tax.

Motion made by Andrews and seconded by Layman to approve the bid from Cook s Wastepaper & Recycling. All voted aye. Tim Czmowski and Beau Hornig, representing Agropur, presented information regarding the possible expansion to Agropur s Lake Norden Cheese and Whey Production Plant. They also answered questions from the public. Nicholas Weeks addressed the Council regarding his thoughts and concerns about the Lake Norden Police Department activities in relation to himself and others. Motion made by Andrews and seconded by Lemme to approve the renewal of License # PL-4642 Package (Off-sale) Liquor-3rd Class for the year 2018 for The Bullpen Restaurant LLC said license location is 511 Main Avenue. Voting aye: Andrews, Jacobsen, Larson, St. John. Voting Naye: None. Absent: Lemme. Abstaining: Layman. Thus, motion carried. Motion made by St. John and seconded by Andrews to approve the renewal of License #RL-19977 Retail (On-sale) Liquor License with Sunday On-sale operation for the year 2018 for The Bullpen Restaurant LLC said license location is 520 Main Avenue. Voting aye: Andrews, Jacobsen, Larson, St. John. Voting Naye: None. Absent: Lemme. Abstaining: Layman. Thus, motion carried. Motion made by Jacobsen and seconded by Andrews to approve the renewal of License #RL-5694 Retail (On-sale) Liquor License with Sunday On-sale operation for the year 2018 for The Bullpen Restaurant LLC said license location is 511 Main Avenue. Voting aye: Andrews, Jacobsen, Larson, St. John. Voting Naye: None. Absent: Lemme. Abstaining: Layman. Thus, motion carried. Motion made by Larson and seconded by St. John to approve the EFT to SD Department of Labor for the third quarter unemployment tax payment for $74.81 (seventy four dollars and eighty one cents). All voted aye. Motion made by St. John and seconded by Larson to authorize Mayor Aho and President Jacobsen to sign an Underground Electric Line Easement in the City s behalf with Ottertail Power Company, as presented. All voted aye. Motion made by Jacobsen and seconded by Larson to hire Roy Hauschildt as a full time maintenance employee an hourly wage of fourteen dollars and fifty cents ($14.50) per hour retroactive to October 30, 2017. Furthermore, Hauschildt is eligible for the following benefits: In lieu of insurance 1/2 Employee Health insurance premium ($267.77 monthly) as wage compensation; Life Insurance ($41.40 quarterly); In lieu of insurance 1/2 Dental Insurance premium ($12.95 monthly)as wage compensation; 6% City contribution for SD Retirement/$50.00 phone reimbursement/$250.00 Christmas Bonus. All voted aye. Motion made by St. John and seconded by Jacobsen to approve the renewal of Employee Health insurance with Wellmark Blue Cross Blue Shield with no changes to the current plan coverage. All voted aye.

Discussion held concerning internet service at the Lake Norden Community Center. Motion made by Jacobsen and seconded by Layman to table action until the December 4, 2017 meeting. All voted aye. Motion made by St. John and seconded by Jacobsen to approve the First Reading of Ordinance #341 A SUPPLEMENTAL APPROPIRATIONS ORDINANCE FOR THE YEAR ENDING DECEMBER 31, 2017. All voted aye. Discussion held concerning a Winter Fun Day in lieu of Santa Day sponsored by the City of Lake Norden. Motions made by Jacobsen and seconded by Layman approve the Police Report, as presented. All voted aye. Motion made by Jacobsen and seconded by Lemme to declare the Council in Executive Session per SDCL 1-25-2 Section (1) at 8:32 PM. All voted aye. Mayor Aho declared the council out of executive session at 9:00 PM. Motion made by Jacobsen and seconded by Layman to adjourn at 9:00 PM. All voted aye.
