JUNE MEETING REPORTS 6/20/2012 Officer and Committee Reports Meeting policy. Please provide text to Nancy, prior to the meeting, of any items on which you would like the Committee to vote. Re-established 1/18/2012. Chairman Peter Guadagni Executive Committee approved an over budget request of $2,500 for the annual meeting; annual meeting budget is now $10,000. They have the authority to take such an action providing it is reported at the next Board meeting. This message fulfills this requirement. Janet Evans will be the keynote speaker at the meeting which will take place on Sunday, November 11. Location will be Shadelands Art Center in Walnut Creek. This information will be announced in the next newsletter to allow members to follow Janet s progress at the Olympic trials. Cokie Lepinski has been appointed as Pacific Masters Coaches Chair. I received an email from Steve Hurko of Santa Clara Swim Club indicating they are planning to place a bid for the 2014 USMS Short Course National Championship Meet. I would like a motion to approve the following resolution: Pacific Masters Swimming supports Santa Clara Swim Club and their bid to host the 2014 USMS Short Course Championship Meet at the Santa Clara International Swim Center. I request Pacific Masters nominate Kildine Harms (WCM), Jim Clemmons (MAM), John Morales (SRM) and Pancho Wrangle (CRUZ) for this year s Dorothy Donnelly Award. Unless anyone else volunteers, I will write the nomination statements. Are there any other nomination requests? I have sent emails to almost everyone who nominated his/her coach for this year s Pacific Masters Coach of the Year encouraging him/her to nominate the coach for the Kerry O Brien award. I did not send the message if the coach had already received the award. Someone from USF should consider nominating Val Boyenko. I received a survey on our compliance with LMSC minimum standards from the USMS national office. I will be working with appropriate individuals to complete the survey and plan to distribute it to the Executive Committee prior to the July 1 due date. Last month I asked about modifying the convention reimbursement policy for individuals who choose to have a single room. I will postpone discussion until the next in person meeting. Convention - Mary Kahn and Craig Zahn of DAM have each requested to be Pacific Masters delegates at this year s USMS convention. Their statements are below. Request approval for them to be added to our delegation. Craig Zais I'm a current member of Pacific Masters Swimming and the Davis Aquatic Masters (DAM), and I'd like to submit my name as a delegate to the 2012 US Aquatic Sports Convention in North Carolina. I'm currently on the DAM Board of Directors, serving as Financial Director and am interested in learning more of the inner workings of the National and Local levels of finance. If selected, I plan on attending the entire convention. I also compete in scy, lcm and OW events. Mary Kahn I'm submitting my name as a delegate to the Convention in North Carolina. I'm an Asst Coach at DAM, where I coach 18 practices per week and work with an average of 24 swimmers per practice. Being involved with that many USMS members has given me a new interest in the administrative side of our sport. I'd like to begin giving back to the sport that has given me so much. I plan on attending the entire convention with my husband, Stu. Vice Chair Administration Michael Moore I received a grievance from a member. Since Peter Guadagni was named in the grievance as chair of Pacific Masters Swimming, it fell to the Administrative Vice-Chair. I appointed Barbara Byrnes to review the grievance. She dismissed the grievance. I sent an email to the person initiating the grievance how the Pacific Masters Swimming grievance procedure works. I expect the grievance to be appealed to the National Board of Review. Lake Del Valle, Sunday 2.5_3/4 Mile 7 Championship Suits The 2011 OW championship suits designed by Q swimwear have been a big hit. I have approached Q Swimwear to see if they would like to sponsor our points competition again. Lake Del Valle Open Water Festival This new two-day event was very successful. In the 10K, 82 swimmers signed up to participate; 65 finished. In the 5K, 85 swimmers signed up to participate, 66 finished. Next year, TVM will host the USMS 1 mile OW Championship. Limiting number of participants in an OW swim The OW Committee discussed whether all open water swims should be required to announce a maximum number of participants. The Committee felt that should be left to each individual event director. Meet Operations Barry Fasbender, no report Registration Nancy Ridout As of June 19 th, we have registered 9788 swimmers and 124 clubs. We have gained 586 swimmers since our last meeting. The office was maintained by my assistant, George Ridout, in my absence at the World Championships for FINA. Registrations were processed and cards mailed out during this time. I responded to email questions and comments. Top Ten and Records Nancy Ridout The 2012 short course top ten is finished and will be posted by Michael for comments and errors before I send it to USMS. The mail list was trimmed by about 500 email addresses as these addresses had multiple bounces. More than 3400 people open each email (it is impossible to know exactly how many open, but we do know the minimum number of people who open. The most popular link was the Wall Street Journal article on Missy Franklin s coach. I will be taking training by Constant Contact's Boot Camp Customer Training on Thursday. The website averages about 175MB of transfer each day. Besides the home page, the most popular pages are the results page, the schedule page and places to swim page. Task Force Guadagni (Moore, Burns), no report Marketing/Publications Rich Burns, no report Officials John King, no report Legislation/Rules TBD (Guadagni) Legislative proposal I would like the Board to approve one or both of the following proposals to be submitted for emergency consideration at this year s USMS Convention:... It is not a violation to restrict eligibility based on: A. 401.2.4 The individual's restriction from entering the event facility unless that restriction is based on the individual's gender, religion, national origin, sexual orientation, or disability. Or B. 401.2.4 The individual s restriction from entering the event facility due to previous behavior. Rationale: A strict and literal interpretation of Article 4 implies that a host facility must cede authority for who can enter to USMS. This is not reasonable and in some cases may not even be legal. I can't imagine any private or public facility agreeing to such a condition to host a USMS event. A facility may have any number of reasons for denying entry to a 3

specific individual. For example, a convicted child molester probably would not have been allowed to enter the host facility for this year's PacMasters short course yards championships since it was on school grounds. Suppose Oakwood banned a person from their facilities for a two year period because of the individual's behavior on their tennis courts. Don't we want to be in a position to encourage Oakwood to host a meet rather than forcing them to admit someone whose behavior they find abhorrent? It is important to remember that these restrictions would only affect a miniscule portion of our members but these are the individuals who will look for every loophole to get around these restrictions. Formulation A has the advantage that is does not open the opportunity to second guess a facility s decisions. Formulation B is shorter and avoids the double negative. Last month I distributed a list of policies that have been passed by the Board of the last few years that are not included in the Administrative Handbook, Meet Operations Guide or Open Water Operations guide. The list has been corrected and updated. Unless there is another proposal, I suggest the list be added as an appendix to the Administrative Handbook. Items on the list should be added to the appropriate Pacific Masters document when that document is updated and then removed from the standing policies list.
