CITY COUNCIL MEETING A meeting of the Bridgeton City Council was held on Tuesday, March 19, 2013 at 6:30 p.m., City of Bridgeton Police and Municipal Court Complex, 330 Fayette Street, Bridgeton, New Jersey in Council Chambers. The meeting was called to order by Council President Gladys. The Statement of Meeting Notice was read by Municipal Clerk, Darlene J. Richmond, Adequate notice of this meeting pursuant to N.J.S.A. 10:4-6 giving the time, date, location and agenda to the extent known has been given in the following manner: 1. By posting notice of said meeting on the bulletin board at City Hall Annex, 181 East Commerce Street, Bridgeton, New Jersey on March 15, 2013, at 4:30 p.m. 2. By mailing such notice to the South Jersey Times and the Press on March 15, 2013, at 4:30 p.m. Invocation and flag salute was led by Councilman William Spence. The following answered to roll call: Mr. Spence Mr. Absent: Mr. Mr. Pres. At this time presentation of a proclamation was made by the Mayor Kelly to Cosmo Terrigno, recognizing fifty years of his bakery being in business in the City. Pres. presented the Work Session Minutes of December 18, 2012, January 15, 2013 and March 5, 2013, Public Session minutes from the Meeting of January 15, 2013 and March 5, 2013 and Executive Session, November 7, 2012, December 18, 2012 and January 8, 2013. It was moved by Mr. second by Mr. Spence to dispense with the reading of said minutes as all members having received copies and that said minutes be approved as received and Executive Session of January 8, 2013 approved as amended which motion was carried. Pres. announced one Ordinance for first reading. Council President read an ordinance entitled: ORDINANCE AMENDING CHAPTER 3-4F (6) OF THE GENERAL CODE OF THE CITY OF BRIDGETON REGARDING PLACE OF MEETING It was moved by Mr. Spence and second by Mr. that this ordinance is adopted on first reading and that second reading, public hearing and final consideration be held on April 9, 2013 which motion was carried by unanimous roll call vote.

Pres. informed those present that the meetings in April will be held a week later and that is the reason for second reading of the ordinance being scheduled for April 9, 2013. Council President announced 12 Ordinances for second reading. Pearl Street inquired if this would not change anything for him and he was assured it would not. Unidentified gentlemen living in that area also questioned if there would be any change for his property and was also assured there would be no change. No one else desiring to be heard, it was moved by Mr. and second by Mr. Spence to close the public hearing which motion was carried. Pres. closed the public hearing. It was moved by Mr. and seconded by Mr. Spence that this be considered the third and final reading of said ordinance and that the ordinance be taken ORDINANCE NO. 12-25 the original ordinance may be found in the Ordinance Book. Pres. announced this being the time and place set forth for BOND ORDINANCE PROVIDING FOR THE CONSTRUCTON OF A TEST WELL FOR THE WATER UTILITY IN AND BY THE CITY OF BRIDGETON IN THE COUNTY OF CUMBERLAND, NEW JERSEY

APPROPRIATING $100,000 THEREFORE AND AUTHORIZING THE ISSUANCE OF $100,000 BONDS OR NOTES OF THE CITY FOR THE FINANCING THE COST THEREOF. The Clerk at this time informed Council she had not received the Supplemental Debt Statement returned from the State therefore the Bond Ordinance would need to be rescheduled for public hearing and adoption at the next Council meeting. Pres. read an ordinance entitled: ORDINANCE AMENDING ORDINANCE CHAPTER 370 OF THE CITY CODE OF THE CITY OF BRIDGETON-LAND USE ORDINANCE (12-26) It was moved by Mr. and second by Mr. Spence that this ordinance be adopted on first reading and that second reading, public hearing and final consideration be held on April 9, 2013 which motion was carried by unanimous roll call vote. Pres. read an Ordinance entitled: ORDINANCE AMENDING ORDINANCE CHAPTER 370 OF THE CITY CODE OF THE CITY OF BRIDGETON-LAND USE ORDINANCE (12-32) It was moved by Mr. and second by Mr. Spence that this ordinance be adopted on first reading and that second reading public hearing and final consideration be held on April 9, 2013 which motion was carried by unanimous roll call vote. Pres. announced this is the time for comments on the consent agenda or any other matter of concern the public desires to address Council about. It was moved by Mr. second by Mr. Spence that the meeting be opened to the public for any one desiring to be heard, which motion was carried. Pres. opened the meeting to the public for anyone desiring to be heard. Mr. Mike Abbott, suggest advertisements regarding City be done in Spanish. Mr. Abbott also commented on bushes on the corner of East Avenue and East Commerce in need of trimming and reported out of state licensed cars parked at the house of Church and Cedar Street, he further stated that Ordinance 254 as not being clear as to who is to enforce it the Police or Code Enforcement. Mr. Carl Hemple, Penn Street, Little League President, informed Council that the Fairfield and Lawrence Township would be consolidated with Bridgeton League this year due to the lack of membership in their Townships and that we are also in the need of coaches. Mr. Hemple also commented on the lack of funding for some of the children to play and thanked Mr. who is looking into funding some of the players and mentioned the Start Smart Children sign up is this coming week.

No one else desiring to be heard, it was moved by Mr. and second by Mr. Spence to close the public portion of the meeting, which motion was carried. Pres. closed the public portion of the meeting. Pres. announced all matters listed under the consent agenda J-1 through J-20 are considered routine and will be acted upon by one motion with the exception of items J-11 and J-13 which will be enacted upon separately. It was moved by Mr. seconded by Mr. that the following Resolutions under the consent agenda be adopted, which motion was carried by roll call vote. RESOLUTION NO 210-12, authorizing Recycling Tonnage Grant Application. ESOLUTION NO 211-12, authorizing veteran tax exemption. RESOLUTION NO 212--12, authorizing senior citizen tax exemption. RESOLUTION NO 213-12, authorizing refund for overpayment. RESOLUTION NO. 214-12, award contract to Environmental Testing Consultants as lead based paint consultants. RESOLUTION NO. 223-12, authorizing shared services with Cumberland Empowerment Zone to establish land bank was adopted by roll call vote with Mr. Spence recluse himself. The original resolution may be found in the Resolution Book. Pres. presented the Schedule of Bills in the amount of $2,047,104.75 all members having received copies. It was moved by Mr. and second by Mr. that the Schedule of Bills is approved and warrants be drawn on their various accounts and appropriations, which motion was carried by unanimous roll call vote. Block off Street Laurel Street, May 5, 2013 for Cinco De Mayo Celebration by Main Street Association from 1pm to 7 pm. It was moved by Mr. Spence and second by Mr. to approve said application and permit be granted which motion was carried.
