Started January 18 th runs through March. There will be a kick-off event on Thursday January 29 th. Ann Theis from Dining spoke about the Commons 2 nd floor Dining Service Remodel. The cafeteria services will move to the Ballrooms in the MSC from March 6, 2009 March 15, 2009, with the last meal being service in the Common on March 5, 2009. Construction is set to start March 16, 2009 with with substantial completion by July 24, 2009. The services in the New Areas will be available August 11, 2009. The entire project will cost $4 million, with the funding source being Program Revenue (dining user fees). This is going to be a wonderful semester for IRHA. The new Co- Chairs for Stoutnic are starting to plan for the end of the year picnic that IRHA hosts. They will be starting to plan the event in the upcoming week. Also Amanda Sharp will be the committee chair for the end of the year banquet. Make sure to look for blocks and walls. Looking for team for Relay for Life Be expecting new and updated nametags next meeting! WURHA preparation is going great. Our alternates were accepted, so now we have 13 delegates going to WURHA next Friday! At next week's meeting, most of our delegates will be coming to our meeting and doing the roll call for you. Also, if you guys remember, I sent out a meeting to you all about pop-tabs. Collecting pop-tabs is the philanthropy for WURHA. The hall with the most pop-tabs will win a prize for their hall. Bring them to next Monday's meeting and we will decided the winner. Worked on website over break, the site isn t entirely up and working but it will be very soon. It will be shown at a future IRHA meeting. In addition, the conference staff is preparing for registration to open on February 6. We will be requesting volunteers within the next few weeks. Inter Residence Hall Association Proposal Form HEC Executive board structure and guidelines WHEREAS, IRHA is composed of hall governments known as Hall Events Committees WHEREAS, residents fund these organizations WHEREAS, to maintain consistency and efficiency we must establish appropriate guidelines WHEREAS, the creation of executive positions and guidelines would be beneficial to the individual hall governments and organization as a whole Therefore let it be resolved that, an article be added before the current Article III and read as follows: ARTICLE III: HALL EVENTS COMMITTEES EXECUTIVE BOARD Section 1: Executive Positions 1. The Residence Hall Events Committees shall be comprised of a Hall chair, Treasurer, Secretary, two IRHA representatives, and an advisor. Section 2: Executive Duties 1. Hall Chair a. Shall lead all hall meetings. b. Shall recruit representatives from each floor. c. Will be responsible for planning and implementation of H.E.C. events. d. Will meet weekly with the H.E.C. executives. 2. Treasurer a. Shall create a hall budget. b. Will balance the budget monthly. c. Shall give a monthly budget report at a hall meeting. d. Will meet weekly with the H.E.C. executives. e. Shall attend all hall meetings. f. Will be the only student with access to the checkbook and permitted to write checks. 3. Secretary a. Shall take minutes at each meeting. b. Shall distribute minutes to the Secretary and Hall Director. c. Will meet weekly with the H.E.C. executives.

d. Shall attend all hall meetings. 4. Two IRHA Representatives a. Shall attend weekly IRHA meetings. b. Shall work on one of the IRHA sub-committees. c. Will participate in the start of the year IRHA kickoff event. d. Will act as a voice between your hall and the IRHA. e. Shall meet weekly with the H.E.C. executives. f. Will attend all hall meetings. 5. Advisor a. Shall be the Hall Director. b. May appoint a Resident Advisor to also serve as an advisor. Section 3: Funding 1. A H.E.C. may fund its activities through the collection of voluntary hall dues not to exceed $15 per resident. Residents shall not be required to pay these dues, but consequently are not eligible to participate in H.E.C. sponsored events. Section 4: Voting Rights 1. A Hall Events Committee s goal is to encourage as much representation from all floors as possible. As such, participation varies within each hall. Because Hall Events Committees (H.E.C.s) plan events like a work-team, decisions tend to be made with group discussions. When moving the discussion to a vote, the hall may choose: a. To have building residents attending vote b. To have building residents attending vote except the chair as meeting leader c. To have building residents attending vote except the executive committee Section 5: Removal of Officers 1. A committee may remove an executive officer with a 2/3 majority vote of the committee. An officer can be removed for failing to meet their duties as outlined or valid concerns regarding their performance as a H.E.C. officer. A written notice of specific concerns must be presented to the executive board and discussed at a meeting at least one week prior to a vote by the committee. Voting rights will follow the hall specific standard established for previous business within the group. 2. If the Hall chair is removed from their position, it is the Treasurer s duty to appoint a new Hall Chair which has to pass with a 2/3 confidence vote to attain the position.

3. If any other position is removed then it is the duty of the Hall Chair to appoint a replacement as soon as possible. This must be voted on and pass with a 2/3 confidence vote of the committee. 4. A quorum shall be determined by each individual Hall(s) Committee. Section 2: Qualifications of Residence Hall Committee Members The members of all of the Residence Hall Committees shall be in good academic standing (cumulative 2.00 G.P.A) with the University by the second regularly scheduled meeting of the committee to which they serve and shall live in a Residence Hall at the time of election and during their term of office. Section 6: Duties of Inter-Residence Hall Council Hall Representatives 1. General Duties and Selection Procedures for IRHC Hall Representatives a. It shall be the duty of the IRHC Hall Representatives to report relevant information to the members of the IRHA and accurately represent hall residents at business meetings. b. It shall be the responsibility of each residence hall to elect IRHC Hall Representatives. Residence halls shall each decide upon their own election and selection procedures. Section 7: Vacancies 1. If a vacancy occurs in any executive position within a Hall, it shall be the responsibility of that Residence Hall to fill the vacancy.
