WE PROMOTE FREEDOM, TRUTH AND COMMON SENSE IN PUBLIC DEBATE

The mission of the Civil Development Forum FOR) is to increase active support for a wide range of individual freedoms (especially economic freedom) and what is associated with it for the rule We want to strengthen civil society support for policies crucial for rapid and stable economic growth. Our activities are based on a vision of a system which creates favourable conditions for growth and productive activities, combining labour, entrepreneurship, innovation, saving, investment and obtaining knowledge. THE CIVIL DEVELOPMENT FORUM (FOR) WANTS TO MOBILIZE PUBLIC OPINION TO CONTROL AUTHORITIES. FOR aims to achieve these goals by three pillars of our work: fact-based research communication and education civil society mobilization To succeed in our mission we actively cooperate with Polish and foreign NGOs. FOR is transparent, non-partisan and non-profit organization which cares about high quality standards regulated by the Code of Ethics approved by FOR s Board in August 2007. FREEDOM IS NOT A PRIVILEGE HANDED OUT BY POLITICAL AUTHORITIES. FREEDOM IS THE RIGHT OF THE INDIVIDUAL. Prof. Leszek Balcerowicz FOR s Founder and Chairman of the Board

SELECTED PROJECTS NEXT 25 YEARS The report entitled: Next 25 years: what reforms do we need to implement to catch up with the West?. Comprehensive report about essential reforms to enable faster long-term economic growth in Poland. LEPSZEPODATKI.PL The purpose of the Better Tax System project is to develop a new and transparent Tax Code. Our aim is to cooperate with the authorities in the fields that were not covered by the governmental plans so far. We also monitor the government s activity in the area of tax legislation. Together with other organizations we would like to indentify good solutions and support their quick implementation. PUBLIC DEBT CLOCK The debt clock installed in 2010 shows the level of public debt in Poland. Since 2013 the clock has also displayed the implicit debt (liabilities of the pension system). The screen is located in the city centre of Warsaw and available online at: www.dlugpubliczny.org.pl SPRAWDZPODATKI.PL An innovative online Tax Calculator that allows users to check what part of their salary is given to the state in taxes and social contributions. The aim of this tool is to show that taxes and public expenditures are two sides of the same coin. MONITOR It is the system of monitoring the law. Citizens in particular entrepreneurs can submit information about bad legislation through the form on the page www.monitor.for.org.pl. On this basis, we prepare reports and proposals for improvement of the applicable law. The goal of the monitor is to alert of proposals for new, dangerous regulations. ECONOMIC COMIC BOOKS Contest for the best comics about economics. Comic books are published every year together with lesson scenarios and delivered to thousands of schools in Poland. We also organize conferences and training for teachers about innovative methods to teach economics. LESZEK BALCEROWICZ SCHOOLS The seminars for students full of lectures and workshops with the best economists, lawyers and journalists. We organize these events every year and the participants are selected in an essay contest. ANALYSES AND REPORTS Research on essential economic and legal issues. Our papers contain diagnosis and policy recommendations. We also show best practices from other countries. LAW ENFORCEMENT AND ECONOMY We study the efficiency of the Polish judicial system and recommend actions for improvement. The judiciary affects the growth of the economy first of all by its impact on productivity and the rate of investment. POLICY ALERTS POLICY ENDORSEMENTS Short comments by our experts about current economic, legal and political issues. All of our publications are delivered to authorities and the public through the media.

FOR RESEARCH ACTIVITY IN 2016 WE RELEASED 150 PUBLICATIONS: 87 42 22 4 BLOG POSTS FOR POLICY BRIEFS FOR ANALYSES FOR POLICY ALERTS AND ENDORSEMENTS FOR research areas: PUBLIC FINANCE: FOR offers advice how to limit public spending. Such limitation is the only responsible way, a way which will enable significant tax cuts, gradual repayment of debt and lasting acceleration of Polish economic growth. FOR IN NUMBERS: WE RELEASED: 386 publications 38 books with FOR recommendation 9 audiobooks WE ACCOMPLISHED: 15 editions of Leszek Balcerowicz Schools for students 8 editions of competition for economic comic books about 50 projects, with 20 currently in progress We have worked with more than 100 experts and around 500 volunteers from different places in Poland. In 2011 we were awarded the Templeton Freedom Award (Special Achievement by a Young Institute) for the public debt clock located in Warsaw city centre. THANK YOU FOR BEING WITH US: More than 5 000 followers on Twitter More than 19 000 fans on Facebook More than 3 000 times we were quoted in media (only in 2016) Additionally, we take part in important social campaigns, consult drafts of legal acts, conduct research projects and initiate legislative solutions. RULE OF LAW: Changes that damage rule of law and democratic institutions have a negative impact on citizens. We clearly expose such changes, and work to prevent them, in the interest of individuals. We know that strengthening the rule of law has a positive impact on the Polish economy, its competitiveness as well as on the position of Poland in Europe and in the world. LABOR MARKET: Regarding the labor market, FOR studies government projects, analyzing whether they contribute to the growth of employment in Poland. At the same time, we research experiences of other countries, looking for good practices which, transferred to the Polish soil, would increase employment. EUROPEAN UNION: An important part of the activities of FOR related to the EU policy consist not only of our own analyzes, but also of translations, annotated by FOR, of analyzes of the German think-tank Centrum für Europäische Politik. We believe that the EU should be reformed by strengthening its libertarian foundations, including the common EU market, rather than destroyed. ECONOMIC FREEDOM: FOR conducts systematic, professional actions against anti-reform pressures and support proposals that increase the scope of freedom and individual responsibility. More economic freedom is the best recipe for faster growth and improved living conditions. Economic freedom is of fundamental importance to the living conditions of all people. JUSTICE: FOR monitors the legislative process on a constant basis and through the whole range of Polish justice system. In our publications we analyze both projected and newly enacted regulations. We identify threats and opportunities, examine the efficiency of the judiciary and offer recommendations for improvement and for elimination of operational errors.
