PES Stationary Battery Committee Meeting Minutes Jan 11, 2010 Monday, Jan 11, 2010; San Diego California 1. Introductions Chairman Jeff LaMarca was unable to attend this meeting. Bill Cantor, Vice Chairman, presided over the meeting. Bill Cantor called the meeting to order and welcomed all attendees. Note changes to the agenda: 1635 Ventilation session on Monday afternoon is cancelled. 485 is the only meeting on Monday afternoon Wednesday afternoon is changed to 535 instead of 450. The 450 committee is meeting on Thursday morning for a brief time. No Glossary meeting on Monday afternoon. All attendees introduced themselves. The group recognizes and appreciates Bansi Patel for setting up this meeting in San Diego. Bansi made a few housekeeping comments. An announcement was made to informally ask members to contribute $10 per attendee to help defray the cost of the screens and the cords that members have purchased for the use of the items. Motion was made to approve the minutes from the June 2009 meeting. Minutes were approved. S. Norman made comments on the Senior Members: Robert Fletcher Robert Beavers Jim McDowall Bill Cantor John Coyle Tom Carpenter 3 additional members are in the works: Steve Clark, Mike Jump and John Kopera. In order to be in agreement across all documents. Bill Cantor recognized Steve McCluer for his work and effort on the industry Codes. Nuclear Task Force Bob Beavers meeting Tuesday afternoon. PES meeting in Calgary, Can. in 2009 attended by Jeff LaMarca and Bob Fletcher. Next meeting in Minneapolis in July. 3. Site Selection Committee Chris Searles commented on setting up the next meeting in Minneapolis. Next meeting is Sunday June 20-24, 2010, at the Sheraton St Paul. Jan 2012 -meeting tentatively set by Dan Lambert - St. Louis?? June 2011 IEEE headquarters, Piscataway NJ Information on setting up meetings is posted on the website. 1. Sunday Technical Sessions A discussion was held for the potential Technical Sessions for the Sunday session at the next meeting. Maintenance and Testing of Spare/Replacment Cells - Allen Byrne Intermittent Charging Steve Clarke Dan Lambert explained the efforts to arrange the Jan 2011 meeting in St Louis MO. Bill Cantor explained the process to become a member of the PES Stationary Battery committee. The requirements are also on the StaBatt website. Reminder to all working group chairs to provide all minutes, attendance and update documents. New Business: Curtis Ashton discussed the IEEE Std 1657 that was published in Dec. 2009. Curtis acknowledged the work and comments that everyone provided in the completion of the document. Curtis announced that the following Awards are being offered to the following in appreciation of their work: Steve McCluer Ed Rafter Jim McDowall Jay Chamberlain Motion to recess was made until Thursday at 11:30. General Meeting adjorned. Tuesday, Jan 12th Working Group meetings continued. Wednesday, Jan 13 th Working Group meetings continued. Thursday, Jan 14th Working Group meetings continued until mid-morning. At which time, the full committee was reopened to discuss progress of the working groups and sub-committees. Closing meeting on Thursday Jan 14 h : Rick Tressler chaired the closing meeting. Rick asked all working group chairs for their needed time slots for the next meeting (Minneapolis in June 2010). The following Working Group chairs or their designated representatives reported meeting progress and indicated requested meeting slots for the summer meeting in Minneapolis 2010. 1. WG 485: No sessions requested per Bob Beavers 2. WG 1187: 2 meetings WG chair was not present, but indicated need for meeting time at the WG session 3. WG 1189: 3 sessions per Jose Marrero 4. Nuclear Task Force: Bob Beavers (on behalf of Jeff LaMarca) - One session 5. WG 535: Bob Beavers-One session 6. WG 1375: Kurt Uhlir Two sessions needed. 7. WG 1679.1: One per Jose Marrero 8. WG 450: Steve Clark-Two sessions needed. Will be dedicated to comments resolution. 9. WG 1635: Steve Clark-One or two session based on whether the document is re-circulated or re-balloted Other business - None The meeting was adjourned at 10:38 a.m. PST. Instructions for the WG Chair At Each Meeting, the Working Group Chair shall: Show slides #1 and #2 of this presentation Advise the WG membership that: The IEEE s patent policy is consistent with the ANSI patent policy and is described in Clause 6 of the IEEE-SA Standards Board Bylaws; Early disclosure of patents which may be essential for the use of standards under development is encouraged; Disclosures made of such patents may not be exhaustive of all patents that may be essential for the use of standards under development, and that neither the IEEE, the WG, nor the WG Chairman ensure the accuracy or completeness of any disclosure or whether any disclosure is of a patent that, in fact, may be essential for the use of standards under development. Instruct the WG Secretary to record in the minutes of the relevant WG meeting: That the foregoing advice was provided and the two slides were shown; That an opportunity was provided for WG members to identify or disclose patents that the WG member believes may be essential for the use of that standard; Any responses that were given, specifically the patents and patent applications that were identified (if any) and by whom. Slide 1 IEEE-SA Standards Board Bylaws on Patents in Standards 6. Patents IEEE standards may include the known use of essential patents and patent applications provided the IEEE receives assurance from the patent holder or applicant with respect to patents whose infringement is, or in the case of patent applications, potential future infringement the applicant asserts will be, unavoidable in a compliant implementation of either mandatory or optional portions of the standard [essential patents]. This assurance shall be provided without coercion and prior to approval of the standard (or reaffirmation when a patent or patent application becomes known after initial approval of the standard). This assurance shall be a letter that is in the form of either: a) A general disclaimer to the effect that the patentee will not enforce any of its present or future patent(s) whose use would be required to implement either mandatory or optional portions of the proposed IEEE standard against any person or entity complying with the standard; or b) A statement that a license for such implementation will be made available without compensation or under reasonable rates, with reasonable terms and conditions that are demonstrably free of any unfair discrimination. This assurance shall apply, at a minimum, from the date of the standard's approval to the date of the standard's withdrawal and is irrevocable during that period.
