Acquisition and Collection Development Section Annual Report: 01 September 2009 to 31 August 2010 1. Scope of the Section The Acquisition and Collection Development Section focuses on the methodological and topical themes pertaining to the interrelated processes of collection development (planning and building a useful and balanced collection of library materials over a period of years) and acquisition. 2. Membership and Officers 2.1 Membership As of 10 August 2010 there were 123 members of the Section, subdivided as follows: Institutions: 104 International Associations: 2 National Associations: 14 Personal Affiliates: 3 The 2009/2010 Standing Committee has 18 members and three corresponding members. During the year, one Standing Committee member resigned and a corresponding member was appointed to complete the term of the member who resigned. 2.2 Officers The Chair and Treasurer is Ms Judith A. Mansfield (Library of Congress, Washington, D.C. U.S.A., tel. (+1) 202-707-2244, Fax (+1) 202-707-2086, E-mail: juma@loc.gov). The Secretary, Information Co-ordinator and Newsletter Editor until February was Mr Corrado Di Tillio. Mr. Di Tillio resigned in February. A special election was held and Mr. Joseph Hafner (McGill University Library, Montreal, Quebec, Canada; tel. (+1) 5143984788, E-mail: joseph.hafner@mcgill.ca) was elected Secretary. 1

3. Meetings and Events 3.1 Moscow (Mid-Term), 2010 3.1.1 Standing Committee The Standing Committee met in Moscow for its Mid-Term Meeting on 04 March 2010 to address Section business matters. The main topics discussed were: Planning for Gothenburg Conference 2010 Translations of the Gifts Guidelines Newsletter contents vs. the Section web page contents Planning for the San Juan satellite conference 2011 Seven members of the Standing Committee were present at the meeting. 3.1.2 Seminar on Collection Development On 03 March 2010 local librarians and Standing Committee members presented papers for Seminar on Collection Development which was hosted by the Russian State Library. There were approximately 50 attendees representing several Russian libraries including the Scientific Electronic Library (Moscow); State Public Historical Library (Moscow); Boris Yeltsin Presidential Library (Saint Petersburg); National Library of Russia (Saint Petersburg); Library for Foreign Literature (Moscow); Russian State Children s Library (Moscow); and the Library for Natural Sciences of the Russian Academy of Sciences (Moscow). The seminar was opened by Natalia Litvinova, a member of the Standing Committee. She introduced Dr. Victor Fedorov, President of the Russian State Library, who welcomed the Standing Committee members and all of the participants. Three papers were delivered by local librarians and four by Standing Committee members. The main topics discussed in Gothenburg were: Planning for San Juan Satellite Conference Programme in San Juan New IFLA Strategic Plan Translations of the gifts guidelines Draft of the electronic resources guidelines Co-sponsorship of the 2011 Interlending and Document Supply Conference Discussion of mid-term meeting Section brochure Proposal for co-sponsorship of satellite conference for Helsinki, 2012 Thirteen members and one corresponding member of the Standing Committee and fourteen observers were present at the first meeting; five members were absent, two of whom had provided prior notice. Twelve members and one corresponding member of the Standing Committee and two observers were present at the second meeting; six members were absent, three of whom had provided prior notice. 3.2.2 A&CD Section Programme The Section hosted a successful programme on the theme Opening Doors to Spectacular Collections: Access to Multi-sensory, Multimedia and Mobile Materials on Sunday, 15 August 2010, 10:45-12:45. Standing Committee chair Judy Mansfield opened the programme and Joseph Hafner, programme committee chair, moderated. There were five excellent presentations: How to create new services between library resources, museum exhibitions and virtual collections - Claudio Vandi and Elhadi Djebbari (France) Mobile digital library in the National Library of Norway - Jingru Hoivik (Norway) A Collaborative study on the demands of mobile technology on virtual collection development - Mari Aaltonen and Marja Hjelt (Finland) Digital environments and libraries: using Second Life as a catalyst for campus wide visual literacy - Julia Gelfand (USA) When the academic reading room and the movie theatre get married - Gregory Miura (France) 3

More than 225 delegates attended the programme. All five papers are on-line at the conference website. 3.3 Plans for San Juan Conference, 2011 The Committee agreed to present a programme at the 2011 conference in San Juan. The current economic climate had given rise to the theme for the San Juan programme, which will focus on developing library collections in hard financial times. The Committee agreed that proposals would be reviewed by a subcommittee led by Pascal Sanz. Members of the subcommittee include Julia Gelfand, Joseph Hafner, Judy Jeng, Sharon Johnson, Helen Ladron de Guevara, Sha Li Zhang, and Nadia Zilper. 3.4 Plans for San Juan Satellite Conference, 2011 During the year, the Standing Committee submitted a request and received approval for holding a satellite conference in conjunction with the San Juan conference in 2011. The request was approved and the subcommittee planning the satellite conference made great progress. The venue will be St. Thomas in the U.S. Virgin Islands, with the University of the Virgin Islands serving as the host. The theme will be either: Collection development between media diversity and integration or Maximising collection development of electronic and print media in the digital environment: Opportunities for collaborative working, strategic partnerships and patron initiated collecting models. The subcommittee is led by Regine Schmolling. Members of the subcommittee include: Sharon Johnson, Helen Ladron de Guevara, and Pascal Sanz. 4. Strategic Plan, 2010-2011 The Chair and Secretary agreed to draft a revised Strategic Plan for comment by members in time to meet the deadline set by IFLA Headquarters. The Plan was submitted to IFLA Headquarters on November 19, 2009, and was revised in September 2010. 5. Projects and Publications 5.1 Projects 5.1.1 Guidelines on electronic resources No progress was made on these guidelines. 5.1.2 Kuopio-3 Conference The Standing Committee agreed to co-sponsor a conference, The Universal Repository Library and guarantees for the sustainability of the digital copy, which took place in Kuopio (Finland) on 29-30 October 2009. The conference was organized by the National Repository Library of Finland, with The National Library of Finland and Kuopio University Library. The Standing Committee chair, Judy Mansfield, presented a paper and distributed literature encouraging IFLA membership. 4

5.1.3 Section brochure Sharon Johnson and Nadia Zilper agreed to plan, write, and design a brochure for the Section. Members of the Standing Committee have agreed to provide translations into the IFLA languages. 5.2 Publications 5.2.1 Gifts guidelines In 2008 IFLA Headquarters published the guidelines on gifts (Gifts for the Collections: Guidelines for Libraries, by Kay Ann Cassell, Sharon Johnson, Judith Mansfield, and Sha Li Zhang), as nr.112 of IFLA Professional Reports (24p. 30 cm. ISBN 978-90-77897-32-4 ISSN 0168-1931). It is available in PDF format on IFLANET. A Russian translation was provided by Natalia Litvinova and is also available on-line. A Spanish version was completed by Helen Ladron de Guevara and became available online in 2010, along with the French translation. The Chinese translation was completed in 2010 and is at IFLA headquarters. 5.2.2 Newsletter During the year one issue of the Section's Newsletter (nr. 40, May 2010) was produced and uploaded in PDF format on IFLANET. 6. Financial Report As of August 2010, no money from the Section s administrative fund (610.00 ) was spent. However, plans are underway to use the funds for a Section brochure. 7. Relationship with other bodies As access to materials becomes an increasingly viable alternative to ownership, the Section finds itself working more closely with the Sections on Serials and Other Continuing Resources, Document Delivery and Resource Sharing, and any advisory committees within IFLA that facilitate discussions between libraries and publishers and/or producers of electronic resources.
