STATEMENT OF PROBABLE CAUSE Complainant has investigated the facts and circumstances of this offense and believes the following establishes probable cause: On or about May 22, 2017, officers with the Minneapolis Police Department were dispatched to a shooting in Minneapolis, Hennepin County, Minnesota. The adult female victim and reporting party J.R. informed dispatch that they were driving in the area when they got into a verbal altercation with another vehicle. A passenger in the suspect vehicle subsequently shot at J.R. s vehicle multiple times. J.R. subsequently followed the vehicle. J.R. provided officers with the make, model, and license plate of the suspect vehicle. J.R. also provided officers with the location of the suspect vehicle and identified the vehicle to officers. Officers conducted a stop of the suspect vehicle in the area of Lowry Avenue North and Penn Avenue North. The driver and sole occupant of the vehicle was identified as EMANUEL ANTONIO PATTERSON, the Defendant herein. During a search of the vehicle, officers located a loaded.22 caliber semi-automatic handgun wrapped in red cloth in a white plastic bag hidden in the trunk floor of the vehicle. Routine checks revealed that the gun was reported stolen. Officers spoke to J.R. J.R. informed officers that she was driving when the Defendant ran a stop sign and almost hit her car. J.R. rolled down her window and began arguing with the Defendant. The Defendant stated, Mind your business before something bad happens to you. J.R. began to drive away and observed a passenger in the suspect vehicle begin shooting at her vehicle. J.R. drove around the block and began following the Defendant s vehicle. J.R. observed the Defendant s vehicle stop and two males exited the back seat and a female exited the front passenger seat. The two males and female then entered a residence. Officers spoke to victim N.W. N.W. was a passenger in J.R. s vehicle. N.W. provided officers with a statement that was consistent with J.R. s statement. Officers spoke to victim D.L. D.L. informed officers that he was standing outside an address with his two year old son when he was shot by an unknown suspect in the lower left leg. Officers spoke to a known witness. The known witness informed officers that they observed the suspect vehicle fail to stop for a stop sign at the intersection and almost hit another vehicle. One of the passengers in the suspect vehicle then began shooting a gun. In a post-miranda statement the Defendant admitted to officers that the suspect vehicle belonged to him, that he was driving the vehicle, he got into a road rage altercation with another vehicle and a male passenger in the back seat of his vehicle shoot at the other vehicle multiple times. The Defendant claimed not to know the identity of the shooter or any of the other male occupants of his vehicle. The Defendant was previously convicted of a crime of violence and is prohibited from possessing a firearm. On July 13, 2011, the Defendant was convicted of Aggravated Robbery in the First Degree (27- CR-11-14033). 3
