MINUTES FOR THE 19TH DAY OF MAY 2015 BE IT REMEMBERED THAT on Tuesday, May 19, 2015, the Groesbeck City Council met in Regular Session at 6:00 p.m. at the Groesbeck Council Chambers with the Honorable Ray O Docharty presiding and with, Arleen Taveras, Kim Harris, Bob Zeman and Matthew Dawley being present and with David Hernandez being absent. Staff members present were Jim Cox, Brenda Jackson, Chris Henson, Michelle Nance, Rhonda Bass, Keith Tilley, Randall Dobson, Josh Bell, Vikki Grimes, Jimmy Rincher and Paul Fitte. Tykisha Presley-EDC Director also attended. A list of visitors is attached to the agenda on file. Pastor Darron Killingsworth of First United Pentecostal Church gave the invocation and everyone repeated the pledge to the flags in unity. O Docharty called the meeting to order at 6:00 p.m. Proper posting of the notice of the meeting was verified and a quorum of members was present. 6. Citizen s Comments There were no comments from the citizens. 7. Consent Agenda (Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The Consent Agenda can be acted upon in one motion.) a. Approval of Minutes: Special Workshop Session April 13, 2015 Regular Session March 17, 2015 8. Consider Approval of Proclamation for Motorcycle Safety and Awareness Month Vikki Grimes and John Ranochak were presented a copy of the proclamation by O Docharty. A motion was made by Matt Dawley and seconded by Bob Zeman to approve the proclamation. Motion carried unanimously. 9. Discussion/Action Concerning Request for Skate Board and BMX Bike Parks to be Placed at City Park (Mason Carpenter) Mayson Carpenter presented a list of signatures and gave a very informative presentation on skate boards and BMX bike parks inside the city. He was told that this will be taken under consideration for the future. 10. Consider Approval of Request by Wild Wes Championships Group for Hotel/Motel Tax Funding for Advertising (Bobby Joe Hill) There was no action taken on this item.

11. Discussion/Action Concerning Adopting Ordinance Restricting Register Sex Offenders and Establishing Child Safety Zones (Darron Killingsworth) Pastor Darron Killingsworth presented information concerning child safety zones inside the city and requested the council to adopt an ordinance prohibiting registered sex offenders to live in certain areas of the city. The Council agreed to have a workshop to further discuss this item. 12. Consider Approval of Ordinance No. 15-O-04, Water Conservation Plan (Public Works Director) O Docharty presented Ordinance No. 15-O-04, Water Conservation Plan to the council for approval. A motion was made by Bob Zeman and seconded by Kim Harris to approve Ordinance No. 15-O-04. Motion carried unanimously. ORDINANCE NO. 15-O-04 AN ORDINANCE OF THE CITY OF GROESBECK, TEXAS, ADOPTING YEAR 2015 AMENDMENT TO: WATER CONSERVATION AND EMERGENCY WATER DEMAND MANAGEMENT PLAN APOPTED VIA ORDINANCE NO. 12-0-03 ON THE 19th DAY OF MAY 2015 Passed and Approved by the City Council of the City of Groesbeck, Limestone County, State of Texas on the19th day of May 2015. Consider Approval or FY 2014 Audit Report (City Administrator) A motion was made by Bob Zeman and seconded by Arleen Taveras to approve the FY2014 Audit Report. The motion carried unanimously. 14. Consider Approval of Economic Development Budget Amendments (EDC Director)

A motion was made by Arleen Taveras and seconded by Bob Zeman to approve the Economic Development Budget amendments. Motion carried unanimously. 15. Consider Approval of Resolution No. 15-R-09, Ellison Steel Tax Abatement (EDC Director) O Docharty presented Resolution No. 15-R-09, Ellison Steel Tax Abatement to the council for approval. A motion was made by Arleen Taveras and seconded by Matt Dawley to approve Resolution No. 15-R-09 granting a five year abatement. Motion carried unanimously. RESOLUTION 15-R-09 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GROESBECK, TEXAS, APPROVING THE TERMS AND CONDITIONS AN AGREEMENT BY AND BETWEEN THE CITY OF GROESBECK, TEXAS AND ELLISON STEEL LLC PROVIDING FOR TAX ABATEMENT FOR IMPROVEMENTS, AND AUTHORIZING ITS EXECUTION BY THE MAYOR; AND PROVIDING FOR AN EFFECTIVE DATE Passed and Approved by the City Council of the City of Groesbeck, Limestone County, State of Texas on the 19th day of May 2015. Discussion/Action Concerning Results of Manufactured/Mobile Homes Survey (City Administrator) Jim Cox presented the manufactured/mobile homes survey results to the council. 17. Consider Approval of Sale of Trustee Lots at 629-631 Hewitt Street R6808 (City Administrator) A motion was made by Bob Zeman and seconded by Arleen Taveras to approve the sale of trustee lots at 629-631 Hewitt Street to Lyvon Carroll in the amount of $400.00 pending approval from Limestone County and Groesbeck ISD. Motion carried unanimously.

18. Consider Approval of Resolution No. 15-R-11, ATMOS Cities Steering Committee Participation (City Administrator) O Docharty presented Resolution No. 15-R-11, ATMOS Cities Steering Committee Participation to the council for approval. A motion was made by Kim Harris and seconded by Arleen Taveras to approve Resolution No. 15-R-11. RESOLUTION NO. 15-R-11 A RESOLUTION AUTHORIZING CONTINUED PARTICIPATION WITH THE ATMOS CITIES STEERING COMMITTEE; AND AUTHORIZING THE PAYMENT OF FIVE CENTS PER CAPITA TO THE ATMOS CITIES STEERING COMMITTEE TO FUND REGULATORY AND RELATED ACTIVITIES RELATED TO ATMOS ENERGY CORPORATION PRESENTED AND PASSED on this the 19 th day of May, 2015, by a vote of 4 ayes and 0 nays at a regular meeting of the City Council of the City of Groesbeck, Texas. s/ray O Docharty Signature Signature APPROVED AS TO FORM: City Attorney 19. Consider Approval of Resolution No. 15-R-10, Setting Public Hearing Dates for Annexations O Docharty presented Resolution No. 15-R-10, Setting Public Hearing Dates for Annexations to the council for approval. A motion was made by Matt Dawley and seconded by Kim Harris to approve Resolution No. 15-R-10. Voting for: Matt Dawley, Kim Harris, Arleen Taveras. Oppose: Bob Zeman. Motion carried. RESOLUTION NO. 15-R-10 A RESOLUTION SETTING A DATE, TIME AND PLACE FOR PUBLIC HEARINGS ON THE PROPOSED ANNEXATION OF CERTAIN PROPERTY BY THE CITY OF GROESBECK, TEXAS, AUTHORIZING AND DIRECTING THE MAYOR TO PUBLISH NOTICE OF SUCH PUBLIC HEARINGS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GROESBECK, TEXAS: SECTION I. On the 9th day of June, 2015 at 6:00 p.m. and on the 7th day of July, 2015 at 6:00 p.m. in the Council Chambers AT 317 W Navasota in the City of Groesbeck, Texas, the City Council will hold public hearings giving all interested persons the right to appear and be heard on the proposed annexations by the City of Groesbeck, Texas, of the real properties as described in Exhibit #1 and Exhibit #2 attached hereto and made part hereof for all purposes. SECTION II. The of the City of Groesbeck is hereby authorized and directed to cause notice of such public hearings to be published once in a newspaper having general circulation in the City and in the above described territory not more than 20 days nor less than ten days prior to the date of such public hearings, all in accordance with Local Government Code 43.063.
