MEETING CALLED TO ORDER The meeting will be called to order in the Auditorium at Lincoln Roosevelt School. II. PUBLIC SESSION The Roxbury Township Board of Education is meeting in Reorganization Session for discussion on business before the Board tonight. The New Jersey Open Public Meetings Law was enacted to insure the public s right to have advance notice of and to attend meetings of public bodies at which business affecting their interest is discussed or acted upon. RESOLVED, that the Roxbury Township Board of Education approve Nisivoccia LLP, Certified Public Accountants & Advisors as auditors (public school accountant) for the period July 1, 2017 to June 30, 2018 at a fee of $56,300. This represents a 2.03% increase from the 2016/2017 school year. APPOINTMENT TREASURER OF SCHOOL MONIES *10. RESOLVED, that Ms. Lisa Palmieri be appointed Treasurer of School Monies for the Roxbury Township Board of Education for the period July 1, 2017 through June 30, 2018. The terms and conditions of her employment are to be determined and approved at a future meeting of the Roxbury Township Board of Education. APPOINTMENT LEGAL COUNSEL *11. WHEREAS, the Roxbury Township Board of Education requires the services of Labor Negotiations Counsel and General Counsel on a regular basis, and WHEREAS, such services are professional in nature and cannot be secured with confidence through public bidding because they involve qualitative factors which cannot be described adequately in written specifications, and WHEREAS, the firm of Sciarrillo, Cornell, Medino, McKeever & Osborne LLC is presently handling labor negotiation matters and general litigation matters for this Board, NOW THEREFORE BE IT RESOLVED, that the firm of Sciarrillo, Cornell, Medino, McKeever & Osborne LLC, 238 St. Paul Street, Westfield, 07090 be appointed as both Labor Negotiations Counsel and General Counsel for this Board of Education for the period July 1, 2017 to June 30, 2018 at an annual retainer of $50.00 per month including one board meeting. Subsequently scheduled monthly meetings will be covered by an attorney at an hourly rate of $165.00. The Attorney shall be paid at the rate of $165.00 per hour and paralegals at the rate of $105.00 per hour for all administrative hearings, court proceedings, litigation and negotiations; all research, preparation and consultation with Board representatives; interviewing witnesses; legal opinions; and other miscellaneous services. APPOINTMENT SPECIAL EDUCATION COUNSEL *12. WHEREAS, the Roxbury Township Board of Education requires the services of Special Education Counsel on a regular basis, and WHEREAS, such services are professional in nature and cannot be secured with confidence through public bidding because they involve qualitative factors which cannot be described adequately in written specifications, and WHEREAS, the firm of Schwartz Simon Edelstein & Celso LLC, 100 South Jefferson Road, Suite 200, Whippany, 07981 is presently handling special education matters for this Board, NOW THEREFORE BE IT RESOLVED, that the firm of Schwartz Simon Edelstein & Celso LLC be appointed as Special Education Counsel for this Board of Education for the period July 1, 2017 to June 30, 2018. All services rendered by attorneys shall be billed at a rate of $163.20/hour, paralegals at the rate of $127.50/hour and law clerks at the rate of $102.00/hour. This reflects a 2% increase from the 2016/2017 school year. APPOINTMENT INSURANCE RISK MANAGER *13. WHEREAS, such services are extraordinary and unspecifiable in nature and cannot be secured with confidence through public bidding because they involve qualitative factors which cannot be described adequately in written specifications, and WHEREAS, agreement has been reached with Balken Risk Management Services, LLC, 13 Washington Street,, for such services, and the Board finds this is in the best interest of the Board of Education, NOW THEREFORE, BE IT RESOLVED, by the Roxbury Township Board of Education that Balken Risk Management Services, LLC be approved as Insurance Risk Manager for the 2017/2018 school year according to Public School Contracts Laws (N.J.S.A. 18A:18A 5). *Mt. WHEREAS, such services are extraordinary and unspecifiable in nature and cannot be secured with confidence through public bidding because they involve qualitative factors which cannot be described adequately in written specifications, and WHEREAS, agreement has been reached with Integrity Consulting Group, 10 Interchange Plaza, Suite 202, Monroe Twp., 08831, for such services at a cost not to exceed $58,000, and the Board finds this is in the best interest of the Board of Education, NOW THEREFORE, BE IT RESOLVED, by the Roxbury Township Board of Education that Integrity Consulting Group be approved as Health Benefits Broker effective January 3, 2017 through December 31, 2017 according to Public School Contracts Laws (N.J.S.A. 18A:18A 5). APPOINTMENT ARCHITECT *15. RESOLVED, that the Roxbury Township Board of Education appoint SSP Architectural Group, 1011 Route 22, Suite 203, Bridgewater, 08807 as school architect for the 2017/2018 school year at an annual fee of up to $50,000. APPOINTMENT MEDICAL INSPECTOR (SCHOOL PHYSICIAN) *16. RESOLVED, that the Roxbury Township Board of Education appoints Skylands Orthopaedics, 57 US Highway 6, Hackettstown, 0780 2695, as Medical Inspector (School Physician) for the 2017/2018 school year at an annual cost of $25,500.00. This reflects no increase from the 2016/2017 school year. APPOINTMENT OF CONTINUING DISCLOSURE AGENT AND INDEPENDENT REGISTERED MUNICIPAL ADVISOR ( IRMA ) *17. RESOLVED, that the Roxbury Township Board of Education appoints Phoenix Advisors, LLC as Continuing Disclosure Agent and Independent Registered Municipal Advisor ( IRMA ) for the 2017/2018 fiscal year at a fee of $850.00. APPROVAL OF PETTY CASH FUND AND CUSTODIAN OF FUNDS *18. RESOLVED, that the Roxbury Township Board of Education approves a mandatory direct deposit program in accordance with District Policy 6511, Direct Deposit, and N.J.S.A. 52:1 15h. TD Bank shall be used to implement the direct deposit program. APPROVAL OF TAX SHELTER ANNUITY COMPANIES *21. RESOLVED, that the Roxbury Township Board of Education approves the following list of companies as providers of tax shelter annuities available to the employees of the Roxbury Board of Education through payroll deduction: AXA Equitable Life Assurance The Legend Group MetLife Investors Group Metropolitan Life GALIC Disbursing Co.
