JUDICIAL DITCH #12 B&R Bruce Moe Petition to Outlet REDWOOD COUNTY, MINNESOTA FEBRUARY 21, 2017 The meeting of the Joint Drainage Authority for JD 12 B&R convened by teleconference on Tuesday, February 21, 2017 at 8:15. In attendance were: Redwood County: Commissioners Lon Walling, Dennis Groebner, Auditor-Treasurer Jean Price and Administration Representative Heidi Wersal. Brown County: Commissioners Simonsen, Potter and Windshitl, Auditor-Treasurer Jean Prochniak, Drainage inspectors Andrew Lang and Wayne Stevens along with Administrative Assistant Gail Bode. The purpose of the meeting was to establish the public hearing date of March 7, 2017 at 2 p.m. to consider the outlet petition of Bruce Moe to Outlet into JD 12 B&R. The meeting will be held at the Springfield Area Community Center. Motion was made by Lon Walling and seconded by Scott Windshitl to establish the date and time listed. Motion carried. Notices will be mailed by the respective counties to the landowners on JD12 B&R. Publications will be done for three consecutive weeks in the official newspaper. The Board of County Commissioners met in regular session at 8:30 a.m. in the Commissioners Room in the Government Center, Redwood Falls, Minnesota. Present for all or portions of the meeting were Commissioners Dave Forkrud, Lon Walling, Bob Van Hee, Jim Salfer and Dennis Groebner; County Attorney Steve Collins, Auditor-Treasurer Jean Price, Hwy. Engineer Willy Rabenberg, Human Resource Coordinator Peter Brown; Sheriff Randy Hanson, Highway Accountant Paula Olson; Shannon Sweeney and City Engineer Jim Doering Chair Walling called the meeting to order asking for the Pledge of Allegiance to the Flag. On motion by Groebner, second by Van Hee, the Board voted unanimously to approve the revised agenda. Chair Walling asked the Board members to identify any areas for which they had a conflict of interest. Salfer identified a conflict within the Serenity Suites Abatement request as he serves on the Serenity Suites Board.

SHERIFF Hanson updated the Board on the Redwood County Jail Population for January, 2017. Hanson presented the Sentence to Serve quarterly report. On motion by Salfer, second by VanHee, the Board voted unanimously to approve the 2017 State of Minnesota Boat and Safety Grant Agreement in the amount of $1,404. On motion by Forkrud, second by Groebner, in a roll-call vote with Salfer, Forkrud, Van Hee, Walling and Groebner all voting aye, the Board adopted the following resolution: A RESOLUTION ACCEPTING THE DONATION OF $100 FROM SCHWARTZ FARMS, INC. WHEREAS, SCHWARTZ FARMS, INC., wishes to donate $100 to Redwood County Sheriff s Department and; WHEREAS, the Sheriff s Department will utilize the donation of $100 for the purpose of equipment; and WHEREAS, the Board of Commissioners appreciates the generosity of Schwartz Farms, Inc. in supporting the Redwood County Sheriff s Department; NOW THEREFORE BE IT RESOLVED, that the Board of Commissioners hereby approves the acceptance of $100 from Schwartz Farms to Redwood County Sheriff s Department, on behalf of the County.
Page 3 of 6 REDWOOD COUNTY, MINNESOTA February 21, 2017 AUDITOR-TREASURER On motion by Salfer, second by Groebner, the Board voted unanimously to approve the following consent agenda: Cash Balance Report; Investment Summary; Budget Report: Revenue, Building, Human Services, Ditch Maintenance, Ditch Bond Interest and Solid Waste Funds; and January Disbursements in the amount of $1,757,592.90. On motion by Salfer, second by VanHee, the Board voted unanimously to accept the Confession of Judgements for Parcels #92-200-0380 and #88-423-0860. Price updated the Commissioners on the process of Tax Forfeitures. On motion by Groebner, second by Salfer, the Board voted unanimously to authorize Knobloch and Price to make adjustments to the fund balance as necessary. SERENITY SUITES TAX ABATEMENT REQUEST Shannon Sweeney presented a request from Serenity Suites for a tax abatement to construct an assisted living facility in Wabasso. On motion by Forkrud, second by VanHee, in a roll-call vote with Groebner, Van Hee, Forkrud and Walling all voting aye, and Salfer abstaining, the Board adopted the following resolution: EXTRACT OF MINUTES OF A MEETING OF THE COUNTY BOARD OF REDWOOD COUNTY, MINNESOTA HELD: February 21, 2017 Pursuant to due call and notice thereof, a regular meeting of the County Board of Redwood County, Minnesota was duly held at the Redwood County Government Center on the 21 st day of February, 2017 at 9:00 a.m. for the purpose, in part, of calling for a public hearing on the approval of a property tax abatement. The following Commissioners were present: Forkrud, Walling, Salfer, Groebner and VanHee and the following were absent; none Commissioner Forkrud introduced the following resolution and moved its adoption; RESOLUTION SETTING A DATE FOR A PUBLIC HEARING ON THE APPROVAL OF A TAX ABATEMENT RESOLUTION FOR THE PURPOSE OF FUNDING DEVELOPMENT COSTS FOR A SENIOR ASSISTED LIVING PROJECT IN THE CITY OF WABASSO WHEREAS: 1. The City of Wabasso has been working with its Economic Development Authority and a local development group that intends to construct a new senior assisted

A request has been made to the County Board regarding the use of tax abatements to fund a portion of the public infrastructure cost as authorized under the authority of Minnesota Statutes 469.1812 to 469.1815 (the Abatement Law ); and 3. Prior to approving an abatement resolution and the use of tax abatement the County must hold a public hearing. BE IT RESOLVED by the County Board as follows: 1. Public Hearing. The County Board shall hold a public hearing on the use of tax abatement for the senior assisted living project (Serenity Suites) at approximately 10:00 a.m. on Tuesday, March 21, 2017 at the Redwood County Government Center. Staff is directed to publish notice of this hearing as required by Abatement Law. The motion for the adoption of the foregoing resolution was duly seconded by Commissioner VanHee and upon vote being taken thereon, the following voted in favor: VanHee, Walling, Forkrud and Groebner and the following voted against the same: None and the following abstained: Salfer Whereupon said resolution was declared duly passed and adopted APPENDIX A REDWOOD COUNTY STATE OF MINNESOTA NOTICE OF PUBLIC HEARING on APPROVAL OF PROPERTY TAX ABATEMENT NOTICE IS HEREBY GIVEN that the County Board of Redwood County, Minnesota, will hold a public hearing on Tuesday, March 21, 2017 at approximately 10:00 a.m., at the Redwood County Government Center, Redwood Falls, Minnesota, relating to the use of property tax abatement for the purpose of funding public infrastructure costs that will serve a senior assisted living project in the City of Wabasso (Serenity Suites), pursuant to Minnesota Statutes, Section 469.1812 to 469.1815, inclusive, as amended. The annual amount of tax abatement will not exceed $2,229 per year and will be provided over a period of up to 15 years. PERSONNEL On motion by Salfer, second by VanHee, the Board voted unanimously to hire Jackie Bemmels-Kissner for part-time License Center Technician effective February 27, 2017 on the 2016 AFSCME Scale, Grade 8, Step 1 at $14.31/hour. On motion by Forkrud, second by Groebner, the Board voted unanimously to hire Katelyn Torgerson for full-time Deputy Sheriff effective February 27, 2017 on the LELS Scale, Grade Deputy 1, Step 1 at $20.18/hr. LAKE REDWOOD Jim Doering updated the Board of Commissioners on the Lake Redwood Reclamation and Enhancement Project. On motion by VanHee, second by Groebner, the Board voted unanimously to send a letter to local legislatures in support of the Lake Redwood Reclamation and Enhancement Project. ROAD AND BRIDGE On motion by Groebner, second by VanHee, the Board voted unanimously to authorize the letting date of March 29, 2017 at 10:00 a.m. for bituminous road repair materials.
