By-Law Changes up for discussion and vote Change 1 Introduction: These by-laws exist for the creation and continuation of a Local Chapter of the Victory Motorcycle Club known as the: Heart of Dixie Victory Riders Chapter of the VMC. The by-laws stated here have been agreed to by Charter Members of the Heart of Dixie Victory Riders Chapter on August 15 of 2007. Revision A changes to these by-laws were voted on by the membership at the meeting held May 10, 2008. Introduction: These by-laws exist for the creation and continuation of a Local Chapter of the Victory Motorcycle Club known as the: Heart of Dixie Victory Riders (Chapter 31 of the Victory Motorcycle Club). II. Article 2: Membership Change 2 A. Club membership is open to riders and enthusiasts of Victory motorcycles. Membership in this organization shall be determined on a nondiscriminatory basis, without regard for age, sex, race, religion or national origin. Membership is on an individual basis, counting as one member for dues, if applicable. Each membership is allowed one vote. A. Club membership is open to riders and enthusiasts of Victory motorcycles. Change 3 II. Article 2: Membership C. Membership shall be ongoing, but subject to termination with good cause, which could include the following: 1. Non-payment of dues local, if applicable, or VMC membership. 2. Criminal behavior during club events. 3. Lack of attendance at Chapter function(s). (This would be determined by the LC By-laws) Agreement of 51% of the members of the local chapter. C. Membership shall be ongoing, but subject to termination with good cause, which could include the following: 1. Non-payment of local dues, or VMC membership. 2. Criminal behavior during club events. II. Article 2: Membership D. There are two levels of chapter membership: Change 4 1. Voting Member: All Voting members must be members in good standing of the Victory Motorcycle Club (VMC). 2. Associate Member: Spouse, other family member or riding partner of voting member that is not a member of the Victory Motorcycle Club (VMC). Associate members are not required to pay club dues and do not have chapter voting privileges. D. There are two levels of chapter membership: 1. Full Member: A Full member of the local chapter must be a member in good standing of the Victory Motorcycle Club (VMC) (refer to the VMC By-laws for definition of VMC membership options) and is required to maintain current paid status of local chapter dues. 2. Associate Member: An Associate Member of the local chapter is a spouse, other family member, or riding partner of a Full Member (of the local chapter) and is not a member of the Victory Motorcycle Club (VMC). Associate members are not required to pay local chapter dues and therefore do not have local chapter voting privileges. Associate Members of the local chapter cannot hold office in the local chapter.

The President shall have primary responsibility for the legal and financial affairs of the chapter. The President will preside at all meetings and appoint ad-hoc committees as deemed necessary. The president shall have the power to take actions and make determinations in the best interests of the chapter when needed, but will be required to adhere to the National VMC and Chapter approved by-laws. C. The Secretary shall perform all the duties of the President in the absence of the President, and to assist as needed by the President. In the event of the President leaving office the Secretary shall become President for the remainder of that term. B. All dues or other intake of funds, if applicable, shall be accounted for and disbursements made as directed by the President. All records shall be available for inspection by any club member with reasonable notice. The secretary shall maintain all VMC Local Chapter membership and Liability Release Forms (VMC Form #123) on file. D. Additional positions will be allowed as needed by the Chapter, and will serve similar terms. F. Financial obligations will be paid from Chapter Funds. In the event that there is insufficient funds, the members shall be responsible for this deficiency. This will be on a pro-rata basis. These obligations will specifically NOT BE THE OBLIGATION OF THE VMC. F. Chapter Officers will serve for a one year term. No one can serve in the same officer position for more than 2 consecutive terms. G. Nominations: Nominations for officers will take place during the month of October. Nominations are submitted either by email or regular mail to the Secretary. Only Full Members of the local chapter are eligible to nominate. H. Elections: Election of officers will take place during the first week of November. Votes are submitted either by email or regular mail to the Secretary. Only Full Members of the local chapter are eligible to vote.
Southeast Victory Rally As with the past two years, the '09 rally will be held in conjunction with the USRiderNews Reunion Run. The Country Inn & Suites has also offered to serve as base camp. Rooms will be $99/night for standard rooms and $125/night for suites. The block on the hotel is already in place and they will be accepting reservations. You must call the hotel directly @ (706) 878-9000 and request a room under the SE Victory Rally block to make reservations. Someone's weekend stay will be covered, as we have negotiated a comp to be raffled off! The comp will be awarded on 1 May 2009, so be sure to be preregistered before then for your chance to win!
