THE CORPORATION OF THE TOWNSHIP OF EMO REGULAR COUNCIL MINUTES March 28, 2017 Minutes of the Regular meeting of the Council of the Corporation of the Township of Emo held on Tuesday, March 28, 2017 at 6:00 p.m. Present: Councillors Michael Loney, Anthony Leek and Lori Ann Shortreed; CAO/Clerk- Treasurer Bridget Foster. Absent: Mayor Jack Siemens and Councillor Scott Kinnear. Declaration of Pecuniary Interest and the General Nature Thereof: None. RESOLUTIONS: 1. Shortreed Leek: BE IT RESOLVED that we hereby appoint Michael Loney as chairperson in the absence of Mayor Jack Siemens. 2. Shortreed - Leek: BE IT RESOLVED that we hereby approve the Regular Council Meeting agenda for Tuesday, March 28, 2017. 3. Leek - Shortreed: BE IT RESOLVED that the March 13, 2017 Regular Council Meeting minutes, be adopted as amended. 4. Shortreed - Leek: BE IT RESOLVED that we hereby acknowledge letter from Rainy River Cattlemen s Association regarding their concerns for the continued existence of the Rainy River District Regional Abattoir. 10. Leek - Shortreed: BE IT RESOLVED that we hereby accept ORNGE s Annual General Helipad Maintenance bulletin that indicates problem areas that have been identified during helipad inspections and crew reports over the past twelve months; and further, agree to forward this information to the Emo Public Works Department, to ensure proper helipad maintenance. 11. Leek - Shortreed: BE IT RESOLVED that we hereby agree to pass a by-law to authorize the Corporation of the Township of Emo to enter into an agreement between Her Majesty the Queen in right of Ontario as represented by the Ministry of Health and Long-Term Care for the Province of Ontario for the provision and management of an Air Ambulance Service in Emo. 12. Shortreed - Leek: BE IT RESOLVED that By-law No. 2017-14, being a by-law to authorize the Corporation of the Township of Emo to enter into an agreement between Her Majesty the Queen in right of Ontario as represented by the Ministry of Health and Long-Term Care for the Province of Ontario for the provision and management of an Air Ambulance Service in Emo, be read a first, second and third times, be finally passed, signed by Mayor and Council and become law forthwith.

13. Leek - Shortreed: BE IT RESOLVED that we hereby agree to remit 2016 property tax rebate to the Northwestern Health Unit, in the amount of $624.28, in accordance with Section 361 of the Municipal Act, 2001. 14. Leek - Shortreed: BE IT RESOLVED that we hereby agree to pass a by-law to exempt from taxation, except for local improvements and school purposes, on an annual basis, the property known as The Royal Canadian Legion, Branch #99. 15. Leek - Shortreed: BE IT RESOLVED that By-law No. 2017-15, being a by-law to exempt from taxation, except for local improvements and school purposes, on an annual basis, the property known as The Royal Canadian Legion, Branch #99, be read a first, second and third times, be finally passed, signed by Mayor and Council and become law forthwith. 16. Leek - Shortreed: BE IT RESOLVED that we hereby approve the Ontario Provincial Police 2017 policing levy for the Township of Emo in the amount of $187,695.00 for the period January 1, 2017 to December 31, 2017; and further, to be paid in monthly installments in the amount of $15,641.00. 17. Leek - Shortreed: BE IT RESOLVED that we hereby authorize payment to Rainy River District Social Services Administration Board in the amount of $25,678.52, being April, 2017 levy. 18. Shortreed Leek: BE IT RESOLVED that we hereby accept application made under Sec 357 of the Municipal Act, 2001, received from Municipal Property Assessment Corporation, for write-off, as follows: Assessment Roll #06300, from $129,331 (RT) to $92,099 (RT), effective September 17, 2016, for the year 2016.

19. Leek Shortreed: BE IT RESOLVED that we hereby agree to send Joshua Colling, Fire Chief to the following workshops/courses, with the Township of Emo paying for 1/3 of costs: OAFC scheduled on May 6th 10th, 2017 in Toronto, ON; NFPA 1031 Fire Inspector Level 1 scheduled on June 14th 18th, 2017 in Fort Frances, ON; Fire Con September 7th 9th, 2017 in Thunder Bay, ON; Occupational Health & Safety OAFC course scheduled on September 19th 20th, 2017 in Toronto, ON; CEMC course scheduled on October 3rd 4th, 2017 in Thunder Bay, ON. 20. Leek Shortreed: BE IT RESOLVED that we hereby acknowledge letter from Reta Dykstra regarding non-resident fees. 21. Shortreed Leek: BE IT RESOLVED that we hereby agree to purchase two fire extinguishers for the Emo Public Works Department in the amount of $197.50 plus HST, as per quotation from Sunset Protection Systems. 22. Shortreed Leek: BE IT RESOLVED that we hereby authorize payment to Federation of Canadian Municipalities in the amount of $56.50, being Legal Defense Fund voluntary invoice. 23. Shortreed Leek: BE IT RESOLVED that we hereby nominate Mary Curtis for the 2017 Senior of the Year Award. 24. Leek Shortreed: BE IT RESOLVED that we hereby agree to purchase a table at the Emo Museum Fundraiser in the amount of $100.00 scheduled on April 8, 2016 in Emo. 25. Shortreed Leek: BE IT RESOLVED that we hereby agree to make donation to Fort Frances High School in the amount of $100.00, being contribution toward the 2017 Chem Free Grad celebration.

26. Leek Shortreed: BE IT RESOLVED that we hereby accept Township of Emo Water Plant DWQMS Internal Audit Report, submitted by Crystal Gray, Internal Auditor Drinking Water Quality Management System. 27. Leek Shortreed: BE IT RESOLVED that we hereby agree to send one (1) person from the Water/Sewer Department to Walkerton Clean Water Centre s Provincial Workshop Drinking Water Quality Management Standard (DWQMS) Raising the Bar scheduled April 18-19, 2017 in Thunder Bay, ON. All related expenses to be paid by the Township of Emo. 28. Leek Shortreed: BE IT RESOLVED that we hereby agree to send Bridget Foster to the following workshops: Employment Law & Human Resources scheduled May 18-19, 2017 in Thunder Bay; Municipal Clerks Institute Level 1 scheduled August 17-19, 2017 in Thunder Bay. All related expenses to be paid by the Township of Emo. 29. Shortreed Leek: BE IT RESOLVED that we hereby approve General Financial Statement to February 28, 2017, as submitted. 30. Shortreed - Leek: BE IT RESOLVED that we hereby agree to go in-camera at 8:42 p.m. for the following reasons: Security of property; Personal matters regarding an identifiable individual, including employees; Proposed or pending acquisitions or disposition of real property; Labour relations and employee negotiations; Litigation or potential litigation, including matter before administrative tribunals affecting the municipality or local board; Advice subject to a solicitor-client privilege, including communications necessary for that purpose; Any matter with respect to which a council, local board or committee or other body may hold a closed meeting under any other statute; Consideration of a request under the Municipal Freedom of Information and Protection of Privacy Act.

Shortreed - Leek: BE IT RESOLVED that we hereby adjourn to meet again on Tuesday, April 11, 2017 at 6:00 p.m. Errors or Omissions from March 13, 2017 Regular Council Meeting Minutes: None. Business arising from March 13, 2017 Regular Council Meeting Minutes: None. Add-on to Agenda: 1. Water shut-offs. Peter McQuaker, Public Works Superintendent, attended the meeting to provide an update, as follows: Completing ongoing maintenance to rural roads, due to water drainage; Water problems on Canning Lane, currently pumping water away from the problem area until the storm sewer thaws; The setup of the burn area at the Emo Landfill Site will take place very soon. This will consist of ongoing burning of small material such as cardboard, palettes, small pieces of wood, etc. and will help to divert material from the clean wood area, where items are not being disposed of in the proper areas; The plow truck has not been operating properly. When employees are in Thunder Bay for training at the end of April, the plow truck will be taken, in order to have required repairs completed, covered under warranty; Public Works Department will be travelling to Kenora to obtain cold mix, required to fill potholes; Request Council to scheduled annual road tour in April, rather than waiting until May, in order to see road conditions while the roads are thawing. James Gibson, from the Rainy River District Regional Abattoir, attended the meeting to discuss letter received from Rainy River Cattlemen s Association requesting write-off of penalty and reduction of industrial tax rate. They understand the Township of Emo is unable to write-off the penalty; however, any assistance financially would help the Abattoir to ensure they are able to continue operations. Council offered to assist with a fundraising initiative and is willing to offer the venue it they chose to proceed with an event. Council discussed non-resident fees for the soccer program and realize the soccer program does consist of children outside of the Township of Emo; however, the program does bring in sufficient funds to assist with maintenance of the sports field and does not feel non-resident fees for such a short program would contribute enough to make a difference financially.

Council purchased a table at the Museum Fundraising Event scheduled on April 8, 2017 and requested volunteers that have assisted the Township of Emo be invited to sit at the table. Councillors will be assisting with preparing and serving at the event. Council discussed replacement of fridge at the Emo Water Treatment Plant, utilized for water samples, and agreed to look at purchasing a new fridge rather than a used one, as they tend to not have a very long life span. Council requested an agreement with the Town of Rainy River, in order to have them listed as a backup for the Emo Water Treatment Plant, rather than proceed with an agreement with Ontario Clean Water Agency.
