BE IT RESOLVED by the Governing Body of the Township of Clark, County of Union, New Jersey that it hereby accepts the Point Allocation Policy developed by the First Aid Squad, as attached, to determine the allowable credits necessary to distribute the Length of Service Award Program (LOSAP) funds to each of its qualified volunteers effective the first day of July 2016. CLARK VOLUNTEER EMERGENCY SQUAD LOSAP POLICY Overview: The NJ Length of Service Award Program was established in 2002 to encourage NJ volunteer EMS and Fire Department members to stay for a minimum of 5 years with their service: Each town that participates has placed the program on a public ballot for approval. Once approved, agencies submit their policy to their respective townships for approval. A listing of members who meet the approved eligibility requirements are given annually to the township and the monies awarded by the township are placed in a unique LOSAP financial institution. A member must meet minimum criteria in order to be eligible for a LOSAP dollar award. According to the regulations governing LOSAP, members must be active riding members. For the Clark Volunteer Emergency Squad, that is either a part time or full time riding members. Honorary, and Life Honorary members are not eligible if the are not actively riding as a part time or full time member. A member that meets the point criteria, is considered "vested" for that year. A member must have a minimum of five vested years in order to receive any financial compensation. The 5 years do not need to be consecutive. Monies withdrawn prior to retirement age will have a financial penalty. All specific payments/penalties are available from the agency that manages the township's program. All members are encouraged to complete an enrollment form upon becoming a member. Any monies that are not collected by the member, revert back to the Township. LOSAP points are broken into multiple categories that recognize all areas of service to the Squad. This includes areas such as: actual riding hours, committee work and special event activities. It will also allow for additional recognition of riding hours that are done during premium times such as holidays, overnights, and weekends, or activities above and beyond our requirements as deemed by the President or Captain. WHEREAS the Township of Clark has availed itself of the right to purchase materials, supplies and equipment under contracts for such materials, supplies and equipment entered into on behalf of the State of New Jersey by the Division of Purchase and Property in the Department of the Treasury pursuant to N.J.S.A. 40A:11-12 and as authorized by Township 16-21; and WHEREAS the Clark Police Department wishes to purchase and install equipment for Police Utility Vehicles from authorized vendors as follows: Triangle Communications NJ State Contract: #81331 2362 Waldheim Avenue Scotch Plains, NJ 07076-2152 and Motorola Solutions NJ State Contract: #83909 PO Box 29 Chester, NJ 07930-0029 Equipment List: Lighting, Sirens, Console Boxes, Computer Mounts, Mobile Radios necessary to upfit two 2017 Ford Police Utility Interceptors Total equipment and installation price not to exceed $32,359.92 payable upon completion; and WHEREAS the Business Administrator recommends the utilization of these contracts on the grounds that they meet all industry standards; and WHEREAS the Chief Financial Officer has certified the availability of funds for these contracts in Police 0/E Account # 6-01-25-240-237. NOW, THEREFORE, BE IT RESOLVED by the Governing Body of Township of Clark that it hereby authorizes the purchase and installation of equipment for Police Utility Vehicles as described above. Ci WHEREAS the Tax Assessor has certified that the U.S. Department of Veterans Affairs has deemed John J. Fagan to be 100% permanently disabled effective September 28, 2015, in accordance with N.J.S.A. 54:4-3, 30, et. seq.; and WHEREAS John J. Fagan owns the property listed in the tax duplicate as 12 Glenwood Terrace, Clark, NJ, Block 192 Lot 6, and is entitled to one hundred percent of the taxes for this property exempt; and WHEREAS one hundred percent of the taxes on this property will be entitled to exemption for as long as John J Fagan is an owner of the property. NOW, THEREFORE BE IT RESOLVED by the Governing Body of the Township of Clark, County of Union, New Jersey that the Tax Collector is hereby authorized to make the proper adjustments to exempt this property as indicated above.
