PAGE TWO 10. COMMUNICATIONS 10.1 Stephanie Cole - Prostate Cancer Awareness Month - September Moved By: FRANK SISCO JR. Seconded By: RENELLE BÉLISLE 185-2016 WHEREAS, prostate cancer is the most common cancer to affect Canadian men; and WHEREAS, 1 in 8 Canadian men will be diagnosed with the disease in his lifetime; and WHEREAS, an estimated 24,000 Canadian men will be diagnosed with prostate cancer this year; and WHEREAS, the survival rate for prostate cancer can be over 90% when detected early; and WHEREAS, those with a family history of the disease, or those of African or Caribbean descent, are at a greater risk of developing prostate cancer; and WHEREAS, Prostate Cancer Canada recommends that men get a PSA test in their 40s to establish their baseline; THEREFORE Council of the Corporation of the Town of the Cochrane, do hereby proclaim September 2016 as Prostate Cancer Awareness Month in Cochrane. 10.2 Cochrane Lions Club - Terry Fox Run and Flag Raising Moved By: DEVON PREVOST Seconded By: JANE SKIDMORE - FOX 186-2016 THAT we hereby declare the week of September 10to September 18, 2016 as Terry Fox Foundation Week and raise the Terry Fox Flag at the Town Hall on September 7, 2016. 10.3 Union Culturelle des Franco-Ontariennes (UCFO) - Proclamation and Flag Raising - September 20, 2016 Moved By: RENELLE BÉLISLE Seconded By: DARRYL J. PAGE THREE 10. COMMUNICATIONS 10.5 Kim Kruithof - Miss Jr. and Miss Teen Ontario North Canada Pageant - Sponsorship Request 11. RESOLUTIONS 12. NEW BUSINESS The Town received a letter from Kim Kruithof on behalf of Miss Jr & Miss Teen Ontario North Canada Pageant to sponsor Kelsey Barette who will be representing the area of Cochrane at the pageant. They are selling advertisement in the program book. Council held a discussion on the donation policy. Some Councillors felt that advertising is not considered a donation and should not come out of the donation budget. There is a clause in the policy that allows for going over budget at the discretion of Council. It was suggested at the previous meeting that the request would be circulated by email to Council. Council came up with a few more suggestions on how to deal with the requests for donation. The CAO was directed to seek how other municipalities administer donations and bring back a report to Council. Seconded By: DEVON PREVOST 189-2016 13. UNFINISHED BUSINESS 14. NOTICE OF MOTION 15. CONSENT AGENDA THAT we hereby donate $200 for advertising to Kelsey Barrette who will be representing Cochrane at the Miss Jr. and Miss Teen Ontario North Canada Pageant in Cochrane on October 20-22, 2016. 15.1 Regular Committee of the Whole Recommendations 15.1.1 THAT the Committee recommends to Council to adopt the terms of reference for the Cochrane Cemetery Committee; and FURTHERMORE Council directs the department to advertise for the vacant positions. 15.1.2 THAT the Committee recommends to Council to accept the proposal from EXP for a roads needs study for urban and rural roads for $24,085.95 15.1.3 THAT the Committee recommends to Council to award the 5th Street Repaving of 8th Ave to 10th Ave to Villeneuve Construction for $333,870.60, plus HST; and THAT the Committee recommends toaward the Contract Management and Inspection to EXP for $11,500.00, plus HST. 15.1.4 THAT the Committee recommends to Council to accept EXP's Contract Administration estimate from August 2016 to July 2018 when the Railway Street project is complete at a cost of $205,360.00, plus HST and authorizes the Clerk to sign the work authorization form. /4

CONSENT AGENDA CONTINUED 15.1 Regular Committee of the Whole Recommendations 15.1.5 THAT the Committee recommends to Council to authorize the Clerk to execute a Service Agreement for road maintenance with Rochon Trailer Park. 15.1.6 THAT the Committee recommends to Council to purchase four (4) MSA G1 4500 and eight (8) MSA 4500 SCBA composite bottles from AJ Stone; and THAT the Committee recommends to Council to purchase ten (10) SCBA 2216 bottles from AJ Stone as per the approved amount in the 2016 budget. 15.1.7 THAT the Committee recommends to Council to adopt the Official Plan and Zoning By-Law Amendments. 15.1.8 THAT the Committee recommends to Council to adopt the amendments to the Access Transit Service program and attach the changes to the Service Agreement with Flash Co. 15.1.9 THAT the Committee recommends to Council to adopt a by-law regulating the access and use of Unopened Road Allowances. 15.2 By-Laws (under consent agenda) 15.2.1 By-Law Number 1174-2016 - Being a By-Law to authorize the execution of an Agreement between the Corporation of the Town of Cochrane and Tamazon Construction to carry out the sidewalk replacement. 15.2.2 By-Law Number 1175-2016 - Being a By-Law to authorize the execution of an Agreement between the Corporation of the Town of Cochrane and Don Saunders of DS Management for the provision of services at the Cochrane Municipal Airport 15.2.3 By-Law Number 1176-2016 - Being a By-Law to authorize the execution of an Agreement of Purchase and Sale between the Corporation of the Town of Cochrane and Gilbert Papineau for the sale of approximately 2 acres on Part of Lot 25, Concession 1, Glackmeyer Township. 15.2.4 By-Law Number 1177-2016 - Being a By-Law to authorize the execution of a Letter of Engagement for Professional Services with KPMG with respect to the Town of Cochrane Operational Review. ANNOUNCEMENTS AND INQUIRIES 18.1 Tim Horton Banner Councillor Owens invited the community to attend the raising of the Tim Horton Banner ceremony on September 1st, 2016 at the THEC Centre. The Original Air Canada Centre banners are delivered to the communities that produced players and helped build the Toronto Maple Leafs. Tim Horton's three daughters, Paul Harrison and Carlton the Bear with entourage will be in Cochrane for the event. The event will be followed by a Crunch Hockey game. 19. COMMITTEE OF THE WHOLE (IN CLOSED SESSION) 19.1 Litigation Matters Seconded By: DEVON PREVOST 194-2016 THAT Council meet in Closed Session at 7:09 p.m. to discuss litigation matters concerning the Railway Street.
