Call to Order Approval of Agenda THAT the Agenda of November 27, 2017 be approved as circulated, including any items added to the Agenda. Closed Session (6:00 p.m.) THAT, with regard to subsection 239 of the Municipal Act, 2001, this Council does now move into closed session in order to address matters pertaining to litigation or potential litigation, including matters before administrative tribunals affecting the municipality or local board, the receiving of advice that is subject to solicitor/client privilege, including communications necessary for that purpose, personal matters about an identifiable individual, including municipal or local board employees, and with regard to personnel matters. Adoption of Consent Agenda With the adoption of the Consent Agenda, all Recommendations found within previous Committee Reports or Minutes are then approved or received by Council, as noted. These Committee meetings are open to the public. The Consent Agenda content is available to the public when the Agenda is finalized but is not subject to discussion from the floor at this time, however, representations may be made at subsequent meetings on matters of interest. THAT the Consent Agenda of November 27, 2017 be adopted as circulated, less any items requested for separate review and discussion. Motions and Staff Reports D.1 Georgian Planning Solutions, Request Permission to File an Application for Official Plan Amendment on behalf of Scenic Caves (verbal) NOTE: The recommendation below is further to the request of Georgian Planning Solutions at the November 15, 2017 Committee of the Whole meeting, Agenda item B.9.1. See Committee of the Whole Report, attached to this Council package THAT, pursuant to section 22(2.2) of the Planning Act, Council of the Town of The Blue Mountains permits staff to receive a request to amend the Town of The Blue Mountain s Official Plan, from Georgian Planning Solutions on behalf of Scenic Caves, regarding a proposed overflow parking lot on Scenic Caves Road. D.2 Video Recording Committee of the Whole and Council Meetings (verbal) WHEREAS, Council of the Town of The Blue Mountains, through approval of the 2017 Budget, authorized and directed that Council and Committee of the Whole Meetings held in the Council Chamber, that are not closed to the public, may be recorded for the purpose of providing a webcast of meetings to the public; AND WHEREAS Council deems it expedient to provide the meeting webcast recordings to the public on the Town website; NOW THEREFORE, Council of the Town of The Blue Mountains directs that the following clause shall be included in the Town of The Blue Mountains Procedural By-law 2009-59, as amended: Recording of meetings: E. Consent Agenda Accounts 1. Council and Committee of the Whole Meetings held in the Council Chamber, that are not closed to the public, may be recorded for the purpose of webcasting the meetings to the public. Inability to record a meeting will not prohibit the meeting from commencing or continuing. The official minutes of a meeting, shall be the minutes as adopted by Council or Committee of the Whole, and retained in the Clerks Department. Council moved into closed session at p.m. Council rose from closed to public session at J. Confirmation By-law and Adjournment p.m. THAT By-law No. 2017-56, being a By-law to confirm proceedings of the Council of The Corporation of the Town of The Blue Mountains on November 27, 2017, be hereby enacted as passed this 27 th day of November, 2017.
