Date No. AARDO/ASG/ApptU2010/ 20 November 2010 ~.;JI t~jl;.j1 H.E. the Minister of Rural and Regional Development Government of Malaysia Level 9, Block 09, Parcel 0 Federal Government Administrative Centre 62606 Putrajaya MALAYSIA Subject: Filling up the post of Assistant Secretary General (ASG) of Afro-Asian Rural Development Organization (AARDO) Excellency, I have the honour to inform Your Excellency that the post of Assistant Secretary General, Afro- Asian Rural Development Organization (MRDO) fell vacant on 31st July 2010 when the former Assistant Secretary General relinquished the post. Therefore, the 60th Session of the Executive Committee of AARDO, held in Muscat, Sultanate of Oman on 17-19 October 2010 approved the terms and conditions of the appointment of the new Assistant Secretary General as placed at Annexure I. Subsequently, the Committee decided to invite nominations for the post of Assistant Secretary General, MRDO from the member countries. The appointment of the Assistant Secretary General of MRDO is governed under the relevant Articles VIII (2) and 9 (b) & (c) of the Constitution of MRDO and Rules 272 (b), 289, 290, 291, 292, and 294 (a) of the Rules of Procedure of MRDO. In this connection, the relevant clauses of the Constitution and Rules of Procedure are placed at Annexure II. Your Excellency is kindly requested to nominate a candidate for the post of Assistant Secretary General who satisfies the requirements of t~e post as indicated in the attached Terms and Conditions and forward the nomination.as per the enclosed format (Annexure III). Your Excellency may kindly ensure that the nomination, in duplicate, reaches the Secretary General, Afro-Asian Rural Development Organization (AARDO) in a sealed cover marked 'Confidential -Nomination for the post of Assistant Secretary General of Afro-Asian Rural Development Organization' on or before 21st February 2011. Nomination received after 21st February 2011 would not be considered.
Annexure Terms & Conditions of Service Duration of the post The duration of the office of the Assistant Secretary General shall be four (4) years subject to a maximum of two terms. On completion of the first tenure of four (4) years, the incumbent Assistant Secretary General may contest for a second term of four (4) years in open competition provided that the total tenure shall not be more than eight (8) years. II. Salary and Grade 2. The Scale of Pay of the Assistant Secretary General would be US $ 3250-130-4290 (US Dollars Three Thousand Two Hundred and Fifty increasing by an annual increment of US Dollars One Hundred and Thirty and raising up to the maximum of US Dollars Four Thousand Two Hundred and Ninety only). III. Gratuity 3. The Gratuity would be governed by the gratuity rules in force in AARDO Secretariat from time to time. The existing rates are one month's salary for each completed year of service for payment of gratuity. IV. Contributory Provident Fund 4. The Contributory Provident Fund would be governed by the contributory provident fund rules in force in AARDO Secretariat from time to time. The existing rate of contribution is ten (10%) percent of the basic salary by the incumbento be matched equally by the Organization. v. Representation Allowance 5. The Assistant Secretary General would be entitled to a monthly representation allowance of Rs. 2,000 (Rupees Two Thousand only). He/she shall be free to entertain or otherwise utilise it for official purposes at his/her discretion and for this he/she would not be required to furnish any certificate or receipt. VI. Residential Accommodation 6, A suitable residential accommodation befitting the status of the Assistant Secretary General of an International Organization enjoying diplomatic status shall be provided by the Organization. In lieu of the rent free accommodation, the Assi~tant Secretary General would be allowed to draw 30% of the basic salary as house'rent per month,
Constitution Relevant clauses of the Constitution and Rules of Procedure regarding the appointment of the Assistant Secretary-Ge-ne-raT, AARDO Annexure II Article VIII (2) The Deputy/Assistant(s) Secretary General shall be appointed by the Executive Committee, on such terms and conditions as it may lay down from time to time. The post(s) would be filled by inviting nominations from the members of the Organization. Article VIII 9(b) The duration of the post of the Deputy/Assistant Secretary General shall be four (4) years, subject to a maximum of two terms or till the age of 65 years whichever event ~ccurs earlier. On completion of the first tenure, the incumbent Deputy/Assistant Secretary General may contest for a second term of four (4) years in open competition provided that his/her tenure shall not be more than eight (8) years. Ariicle VIII 9(c) The Secretary General and the Deputy/Assistant Secretary General should not be from the same continent.. Rules of Procedure Rule 272 (b) Rule 289 Rule 290 Rule 291 Rule 292 Rule 294 (a) The appointment. to the posts of Secretary Genera! and Deputy/Assistant Secretary General should not be made from the same continent. The Deputy/Assistant(s) Secretary General shall be appointed by the Executive Committee on such terms and conditions as it may lay down from time to time. The duration of the post of Deputy/Assistant(s) Secretary General shall be four (4) years, subject to a maximum of two terms or till the age of 65 years, whichever event occurs earlier. On completion of the first tenure, the incumbent Deputy/Assistant Secretary General may contest for a second term of four (4) years in open competition provided that his/her tenure shall not be more than eight (8) years. The appointment of a D~.puty/Assistant Secretary General shall be made by inviting nominations from the full members of the Organization The posts of Deputy/Assistant Secretary General shall be filled as early as possible by calling nominations from the full members of the Organization. If there is more than one candidate, the Executive Committee will make the appointment to the post of Deputy/Assistant(s) Secretary General by election through secret ballot from amongst the valid nominations sponsored by the full members.
