RECORD OF PROCEEDINGS West Metro Fire Protection District Civil Service Committee Meeting August 9, 2012 I. CALL TO ORDER The regular meeting of the West Metro Fire Protection District Civil Service Committee was called to order by President Tom Ashe at 6:55 p.m. This meeting was held in accordance with the applicable statutes of the state of Colorado, at West Metro Fire Protection District s Training Center, at 3535 S. Kipling Street, Lakewood, Colorado. II. V. REVIEW OF MINUTES MOTION: It was moved by Leo Johnson and seconded by Warren Teasdale to approve the minutes of the regular meeting of the Civil Service Committee dated July 12, 2012, as presented. The motion was voted upon and carried. MOTION: It was moved by Warren Teasdale and seconded by Mike Williams to approve the minutes of the special meeting of the Civil Service Committee dated July 13, 2012, as presented. The motion was voted upon and carried. VI. REPORT OF THE FIRE CHIEF D. Lombardi Chief Lombardi reported on the recent event in support of Gina Braning and her fight against breast cancer. Local #1309, the West Metro Fire Rescue Family Support Network, and St. Anthony Breast Center teamed up in a head-shaving event that raised over $800. Command staff and Mr. Margotte attended the event, which is evidenced by their new hair styles. Chief Lombardi reported that the Commission on Fire Accreditation International held their accreditation hearings August 1-2, 2012, at the FRI Conference in Denver, and the Commission voted unanimously to accredit West Metro. West Metro is the eighth agency in the state of Colorado to become accredited, and one of less than 150 agencies world-wide. Chief Lombardi reported on the following staffing changes: a. Lieutenant Dan Fahrney Station 11 C Shift Chief Lombardi reported on the near miss at the firefighter safety and survival training in March 2012, and discussed his directives based on recommendations made from the investigation of the near miss. These directives have been put in place to ensure that West Metro delivers training to ensure the highest level and quality of training possible. -2-
VII. REPORT OF THE TRAINING CHIEF K. Walker Captain Walker distributed and reviewed the Training Division Updates for August 2012, and thanked the Civil Service Committee on behalf of Chief Aseltine, for the dedication, service and support to West Metro. VIII. REPORT OF LEGAL COUNSEL R. Lyons, Esq. Mr. Lyons followed up on the lessons learned in the Aurora shootings, as well as the tragedy of Penn State, which has some legal implications especially for institutions and employers as large as West Metro. IX. REPORT OF BOARD LIAISON J. Margotte Mr. Margotte reported that Congressman Perlmutter was at the board meeting to present Chief Lombardi and Division Chief Fey with their Executive Fire Officer certificates. Board members were able to tour Rescue 4, the only FDNY rescue rig that survived 9/11. A group of Chicago firefighters purchased Rescue 4 from salvage, repaired and restored it, and it is traveling the country to Educate, Honor and Remember 9/11. WMFR will be housing Rescue 4 for two months and it will be taken to local events, including the 9/11 Stair Climb at Red Rocks. Chief Lombardi explained the ISO report and why West Metro received a dual ISO rating of 3/9. The 3 rating is for the majority of the District, and the 9 rating is for the hog back areas. The next ISO rating will be in approximately ten years. X. REPORT OF THE UNION M. Mulcahy Local #1309 will be hosting their annual golf tournament Friday, August 10, 2012, at Arrowhead Golf Course. The 9/11 Stair Climb will be held Tuesday, September 11, 2012, the first time it has not been held on a weekend. Registration information can be found at www.911stairclimb.com. The annual chili cook-off will be held Friday, September 14, 2012, in Larimer Square, from 10:30 to 1:30, with the proceeds benefitting the Muscular Dystrophy Association. The Fallen Firefighter Memorial will be held Saturday, September 15, 2012, in Colorado Springs. XI. REPORT OF THE JATC SUBCOMMITTEE M. Mulcahy At the July JATC meeting, the files were audited of the 13 individuals that were due to take the first grade firefighter exam on July 21 st, to make sure that all their certifications -3-
were up-to-date. All 13 passed their exam, and will be sworn in at the August 21 st promotion and recognition ceremony. The August JATC meeting has been canceled due to the lack of an agenda. The RCS meeting has also been canceled. XII. REPORT OF THE FINANCE SUBCOMMITTEE J. Rosenberger/D. Sherman Ms. Rosenberger reviewed the 2013 Civil Service Committee budget, which is lower than 2012, due to the assistant chief examination being held in 2012 instead of 2013. XIII. OLD BUSINESS A. Assistant Chief Promotional Exam 1. Ratify approval of posting of 2012 assistant chief examination results on July 13, 2012. MOTION: It was moved by Leo Johnson and seconded by Warren Teasdale to ratify approval of posting of the 2012 assistant chief examination results on July 13, 2012. The motion was voted upon and carried. 2. Ratify Establishing a Start Date of July 13, 2012, and an End Date of July 12, 2014, for the Assistant Chief Eligibility Register. MOTION: It was moved by Warren Teasdale and seconded by Jim Roos to ratify establishing a start date of July 13, 2012, and an end date of July 12, 2014, for the assistant chief eligibility register. The motion was voted upon and carried. B. 2012 Engineer Promotional Exam XIV. NEW BUSINESS 15 firefighters have applied to take the 2012 engineer promotional exam. The written portion of the exam will be held September 7, 2012, and the practical portion of the exam will be held September 18-20, 2012. The next SME meeting will be held Monday, August 20, 2012, at 9:00 a.m. A. Ratify Certifying Four (4) Candidates for the Rank of Assistant Chief; Four (4) Candidates for the Rank of Captain; and, Four (4) Candidates for the Rank of Lieutenant -4-
