RIGHTS AT THE CENTRE The overall message from the new strategy for Denmark s development cooperation, The Right to a Better Life (2012), is that poverty must be fought with human rights and economic growth. Four strategic priority areas will be given special attention: Human rights and democracy, green growth, social progress and stability and protection. The Government s priorities for development cooperation 2017 are central to the implementation of the new strategy as the prioritisation translates the strategy into concrete implementation through the development cooperation in the next few years. Denmark s development cooperation will be a partnership founded on the values of human rights. The Government will work to promote all human rights whether they be civil, political, economic, social or cultural. There will be a particular focus on women s rights and equal access to resources and opportunities. One of the means to obtain this is to strengthen the capacities of both authorities and rights holders across sectors in Denmark s priority countries where possible. Enhanced use of budget support will contribute to promoting the accountability of the governments vis-a-vis their citizens. This implies especially prioritising health care and education and a strengthening of democratic control mechanisms, public financial management and the fight against corruption in the countries we work in. The assistance through both multilateral and civil society organisations will be enforced. In 2013, the Government will yet again increase its development cooperation budget to DKK 16,045 million. Compared to the level of the development cooperation budget during the former government, this is a significant reinforcement of DKK 600 million in total. With this level the development cooperation budget is estimated to reach the level of approximately 0.83 per cent of GNI estimated by commitments. PRIORITIES FOR DANISH DEVELOPMENT COOPERATION Human rights and democracy The battle for human rights and democracy is a key element in the fight against poverty. In this battle, Denmark will remain at the front. In 2013, a series of concrete activities will be initiated within the areas of democracy, human rights, good governance and gender equality amounting to more than DKK 500 million. At the same time, Denmark doubles its 3

contribution to the UN High Commissioner for Human Rights (OHCHR) to a level of DKK 30 million in order to support the organisation s impact in the developing countries. Denmark will continue the active efforts regarding gender equality and girls and women s rights. In 2013, these will include the launch of initiatives in Niger, Afghanistan and Pakistan. These activities will particularly focus on gender equality and women s and girls rights. The doubling of the contribution to the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) will be maintained. Hence, in 2013 DKK 40 million will be allocated to support the organisation s work to assist both member countries and the UN system to ensure that women s rights are respected. The Arab Spring has brought particular attention to the value of Denmark s dialogue and reform efforts in the Middle East and North Africa. The financing of the Danish- Arab Partnership Programme is maintained on the high level of DKK 275 million annually. This will contribute to a strengthening of the support for reforms and democratic development in the Middle East and North Africa and support civil society actors who fight for human rights and reforms. Support to the Danish civil society organisations will be increased by DKK 30 million, which means that a total of DKK 1,053 million will be allocated. These extra resources are expected to be allocated to the organisations, which are assessed as especially capable of delivering results within the objectives of the new strategy. The allocation will be based on the results of the planned evaluation of the Strategy for Danish Support to Civil Society. Furthermore, a reorganisation and an expansion of the co-financing requirements are planned as more framework agreements are concluded. In order to implement the new strategy for the Neighbourhood Programme 2017 covering the EU s east and southeast neighbours, a series of programmes will be launched in 2013. The programmes will focus on democracy and good governance, including respect for human rights and minority rights, conflict resolution and peace processes, gender equality and strengthening of civil society. In addition, efforts to promote economic development, including the promotion of sustainable growth, job creation and energy efficiency, will be carried out as part of the Neighbourhood Programme. Green growth Economic growth is essential for fighting poverty, but it intensifies the pressure on 4

the global resources. To a greater extent, the Government will assist the developing countries in creating preconditions for a green, sustainable and inclusive growth. The Government will also support developing countries access to sustainable energy and contribute to promoting sustainable and resource efficient food production and water and energy resource management. The current efforts to promote growth and employment, agriculture and business development will be continued in an adjusted form in order to reflect the new strategy s approach to green growth significantly. In 2013, bilateral sector programmes within the areas of growth and employment, agriculture and business development as well as water, environment and energy resources will be initiated for nearly DKK 2 billion. These efforts include e.g. a growth programme in Zimbabwe of DKK 125 million within the agricultural sector in order to improve the basis for income for the poorest part of the population. The high level of DKK 500 million to the Climate Envelope will be maintained. The Climate Envelope will remain an important element in the work to assist the developing countries with climate change preventions and adaptations. An immediate and efficient follow-up of the results from the UN Conference on Sustainable Development (Rio +20) is important, which is why an additional amount of DKK 92 million will be allocated to this effort. In 2012, a Climate Investment Fund will be established, which will be administrated by the Investment Fund for Developing Countries (IFU). In addition to the resources allocated in 2012, additional DKK 50 million will be allocated to the fund in 2013 in order to promote investments in climate initiatives that can contribute to green growth in developing countries in cooperation with Danish companies. Social progress Social progress is crucial for a development that enables people to fight their way out of poverty and exclusion and exercise their rights in society. In 2013, DKK 230 million will be allocated to education in Afghanistan as an important contribution to the social development in the country. In the area of education, Denmark remains one of the most influential donors with a contribution of DKK 270 million to the Global Partnership for Education in 2013. The Government will continue to lead the way in the fight for women s sexual and reproduc- 5

tive health and rights and DKK 230 million will be allocated to the United Nations Population Fund (UNFPA), which is a key player in this area. The core contribution to UNICEF will be increased by DKK 10 million to DKK 165 million in total in order to support the organisation s work to improve children s survival rate and health, education and gender equality. Stability and protection Ensuring stability and protection is a major global challenge, and the Government will engage actively and strengthen the efforts to support conflict prevention, stabilisation and reconstruction in fragile and conflict-affected states. Investments in stability in fragile states focus on the poorest people in the world and they are at the same time investments in the stability of Denmark. Strengthening efforts in the fragile states will be a clear priority of the Government in 2013 and in the years to come. In 2013, efforts in the fragile states are enhanced with approximately DKK 600 million, allocating nearly DKK 1.3 billion in total to fragile states through the country frames. In 2013, the level of assistance to Afghanistan will be increased, and DKK 520 million will be allocated to new activities within e.g. good governance and growth and employment. In addition, efforts to assist building up the Afghan police forces will be supported. Including humanitarian support, Region of Origin activities and support through Danish civil society organisations the annual average disbursement to Afghanistan will amount to DKK 530 million in the future. The support is aiming to assist the country in gradually standing on its own feet and will be a driving force in a positive and peaceful development in the future. The development initiatives under the Government s Peace and Stabilisation Fund will be given greater priority and DKK 70 million extra will be allocated to the fund. The contribution will total DKK 105 million in 2013. Among other things, the up-scaling is made in order to enhance the efforts to build up the national police forces in Afghanistan. Strengthened multilateral engagement The world needs strong and efficient international organisations. During the past ten years the percentage of Denmark s development cooperation channelled through the multilateral organisations has been reduced. The Government will change this trend. In 2013, and in the coming years, the multilateral engagement will be strengthened significantly. In 2013, the contributions to a range of key multilateral organisations will be increased by DKK 270 million. Hereby, the multilateral core contributions amount to DKK 3.2 6

billion. DKK 133 million will be allocated to the Asian Development Fund. With this contribution, Denmark contributes to enable 29 of the poorest countries in the region, including all the Danish priority countries in Asia, to fight poverty and to promote a sustainable development more efficiently. At the same time, the dialogue with the organisations about their efforts and results at country level is strengthened. Continued development cooperation with Bolivia Denmark s development cooperation with Bolivia will be continued with a focus on the rights of the poor and marginalised part of the population. In the next few years, new programmes will be launched within the areas of agriculture, good governance and natural resource management. These are sectors where the needs are greatest, where Denmark has the best possibility to contribute to ensuring the rights of the poor, and where good and sustainable results can be expected. In 2013, DKK 140 million will be allocated to a programme for natural resource management, which will partly focus on sustainable management of natural resources and living conditions and the rights of the indigenous people. The Poverty-Oriented Framework and the Global Framework As decided in the government platform, the development cooperation budget is divided into two budget frameworks. This is done partly to keep focus on the poverty-oriented development cooperation and partly to improve the transparency of the use of the development cooperation budget. With the proposed budget, DKK 12,428 million will be placed within the poverty-oriented framework and DKK 2,850 million will be placed within the global framework. Appendix 1 illustrates that in 2013 new sector programmes and other large programmes will be launched in Denmark s priority countries of a total of approximately DKK 3.3 billion. Appendix 2 gives a detailed overview of the Government s priorities for allocating development cooperation over the next five years, 2017. Appendix 3 provides an estimate of Denmark s total development cooperation budget (the Finance Act, Account 06.3) in 2013 according to OECD/DAC rules. Appendix 4 illustrates the division of the development cooperation into the povertyoriented framework and the global framework. 7

Priorities of the Danish Government for Danish Development Cooperation Overview of the Development Cooperation Budget 2013 2017 The Danish Government hereby presents its priorities for the Danish development cooperation for the years 2013 2017. With this prioritisation of the development cooperation budget, the new strategy for Denmark s development cooperation, The Right to a Better Life (2012), is initiated. The overarching goal for Denmark s development cooperation is to fight poverty with human rights and economic growth. Four strategic priority areas will be given special attention: Human rights and democracy, green growth, social progress and stability and protection. The Government will apply a human rights based approach to development. Human rights are the fundamental value in Denmark s partnerships and the Government will work to promote all human rights be they economic, social, cultural, civil and political rights. There will be a particular focus on women s rights and equal access to resources and opportunities. The use of budget support will be enhanced and the support to multilateral organisations and civil society organisations will be strengthened. In 2013, the Government will launch a series of concrete activities within the four strategic priority areas.
