Amateur Radio Council of Arizona Scottsdale Hamfest Minutes of Meeting 18 March, 2017 11:04am: Meeting was called to order by 1 st Vice Chairperson, Bob Howard, W8RH, in the absence of the Chairperson. Introductions of attendees is held. A sign-in list was circulated and attached. Secretary s Report, Melinda Wilson, KC7FWR: Draft Minutes of 14 January, 2017 meeting were reviewed. No corrections requested. Motion by Dave, N7ZPY, seconded by Gary, K7GH. All approved: non opposed. Treasurer s Report, Chris Kesauer, N7PVL: Hard copy of report was distributed and read by Treasurer. Motion to approve report by Dave, N7ZPY, and seconded by Lori, WA7EDI. All approved; none opposed. Chairman s Report, Tammy Smith, KD7MIB: Not present. First Vice-Chairperson s Report, Bob Howard, W8RH: Nothing to report. Second Vice-Chairperson s Report, Lee Ilse, KD7OED: Greg Peters, KC5ZGG, State MARS Director, is looking for a site in Phoenix to put a MARS repeater and a possible link between Mingus and Lemmon with the Phoenix repeater being the middle man. Greens Peak is gone. Past-Chair report, Jeff Hanna, WB7RFY: Reminder to go back to the clubs for award season. Nominations for Young Ham of the Year, Ham of the Year, and scholarships are due May 1 st. Nominations for the ARCA board are also due May 1 st. Have to be a ham and have to belong to a member club, but there is no age limit or limit of type of higher education. Frequency Coordination Report, Lance Halle KW7LH: Not present. Reminder: AZ Coordinated Repeaters Lists are provided by ARCA. The ones in this directory are coordinated. Cost is $2. Section Managers Report, Robert Spencer, KE8DM: Robert reported that Rick Paquette, W7RAP is the new section manager. Legislative report: The license plate bill got through committee and was to be voted on this past Friday, but time ran out. Tom, NE7X reported that they ran out of time to vote on the bill but it was being rescheduled for Monday. Robert reported that it was not on the agenda for Monday, but Tom and Virgil, K7VZ, will be keeping track. If you attend, dress appropriately in business dress.

Virgil, K7VZ, reported that the bill was done in the Senate and waiting for House. The bill then needs to be signed by the governor, but need to make sure it gets back on the agenda. This will be the third reading of the bill and vote. Tom advised that once the bill is passed the House, we will need as many hams as possible to email to governor to sign, so we need to get the word out to our fellow hams. It is unknown if governor supports the bill so emailing him is necessary. Robert explained that it is expected to be passed. ARCA should start receiving funds by the end of next year (2018). ARCA is the only logical way to go to receive the funds as the license plate program is statewide. All other agencies can apply to ARCA board for distributions of funds. A suggestion was made that ARCA will need a policy for distributing the funds, which the board is preparing a proposal for this. ARCA thanks to Tom, Virgil, and Steve, W6SDM, who have showed up at the legislature to help this bill. The money from the plates will be disbursed in the transportation fund, then will be distributed to ARCA in one lump sum annually. New board will have to work up a new policy for distributing these funds as the first lump sum is not expected until after end of the next fiscal year [ending June 30, 2018]. Robert advised that the bill did not ask for back funds. Virgil advised that the bill will not take effect for 90 days [after the end of the current legislative session]. $17 of each plate will be collected into the fund, then transferred to ARCA. It may be June or July 2018 until ARCA receives the first of the funds. Old Business: ARCA thanks Robert for four years of service to the hams of Arizona. No short term items of old business reported. Thunderbird Hamfest Review, Lee: Rained initially, but cleared up. The only problem was the food vendor canceled three days before the event. They raised $1,500 total, and $150 of that will be going to ARCA. It was a great event. Yuma State Convention Review, Lee: Great turnout. They have about $25,000 worth of prizes. ARCA sold lots of repeater directories. There were more people there from California than Arizona. Bob reported that the number of RVs was up 50%, and the vendor hall sold out 60 days before the event. They are looking to extend. It was a good event. The Yuma fairgrounds will be moving, but the buildings are privately owned, so will take some negotiations as the fairgrounds cannot remain where it is at because of the military base. There is an event there every weekend. The Marine Corp bought the land and said the fairgrounds had to be shut down. There is another plot of land as a possibility to move grounds to. The Marine Corp gave them 5 years to move and 3 years have already passed.

Proposed By-Law Change: Roll call vote taken. All yes; none opposed. By-Law change has passed. Chris, N7PVL: club dues were due at the end of December. If your club did not renew/pay, you were dropped. New Business: Thunderbird Hamfest 2018, Lee, KD7OED: Thunderbird requests sponsorship of their 2018 hamfest on 13 January 2018 at the same location. Virgil, K7VZ motioned to approve; second by Dave, N7ZPY. All approved. Annual Repeater Owners Group Meeting and Election. Dave suggests this is done at widely attended events. Kachina on 22 July at Park in Pinetop, Prescott or Show-Low. Repeater meeting is supposed to occur twice a year. Virgil, K7VZ motions to have repeater owners meeting at hamfest in June, 2017; seconded by Steve, W6SDM. All approved. Ham of Year and Young Ham of Year/Scholarships, Jeff, WB7RFY: Looking for nominations which are due by 1 May 2017. Recognize those members in your clubs by nominating them. Scholarships application process is on the ARCA website. Fill out the form and requires a letter of recommendation from officer of club that is not related to nominee, a copy of their ham license, and proof of schooling. Any other letters of recommendation are also welcome. Virgil, K7VZ, motions for the next ARCA meeting to be 10 June 2017 at 11:00am at the Prescott hamfest after the repeater owners meeting. Seconded by Walt, NJ8G. All approved. Quartzfest, Robern, KE8DM: ARRL division approved Quartzfest for next year. It s a speciality RRL event on 21-27 January 2018. Virgil, K7VZ, makes a motion for the current ARCA chair to be removed from their position. Discussion is held regarding this. Lee advises that notice must be given in advance, and their must be a 2/3 vote of the clubs to remove a board member. By the next meeting, there will be a new election of officers. Virgil withdraws the motion. Nominating Committee Report, Jeff, WB7RFY: All board positions except chairman and treasurer are eligible to continue for another year. Call for nominations from the floor: none heard. ARCA Mail, Chris, N7PVL: Hamuniverse.com post cards received. DX Engineering sent ARCA a letter with offer to prepare PowerPoint presentation for clubs. Ham Radio 2.0 sent information about advertising for hamfests. Mail was provided to attendees to review. Copafest, Steve W6SDM: There has been talk about this being the state convention. They want it to be a one day event without a banquet. Bob, W8RH, advised that ARRL approved one-day event with no banquet for state convention. MARA will bill Copafest as state convention. Upcoming events, Bob, W8RH: April Hamfest at DeVry: no school on Friday and okay to come Fridy and camp overnight. Spring Hamfest in Tucson: VE testing but no overnight camping. YAESU will attend Prescott Hamfest. Call for any additional business before the Council went unanswered in room.
