(^Ш ^^^ World Health Organization Organisation mondiale de la Santé FIFTIETH WORLD HEALTH ASSEMBLY Provisional agenda item 24.2 A50/13 1 April 1997 Scale of assessments for the financial period 1998-1999 Report by the Director-General Article 56 of the Constitution requires the Health Assembly to "review and approve the budget estimates and... apportion the expenses among the Members in accordance with a scale to be fixed by the Health Assembly". In this report the Director-General submits, for consideration by the Health Assembly, a scale of assessments for the years 1998 and 1999 computed in accordance with the principles established in resolutions WHA24.12 and WHA26.21. PRINCIPLES AND CRITERIA GOVERNING THE ESTABLISHMENT OF THE WHO SCALE OF ASSESSMENTS 1. The principles and criteria currently applied in calculating the WHO scale of assessments were established in resolutions WHA24.12 and WHA26.21, and may be summarized as follows: Principles and criteria 1.1 The latest available United Nations scale of assessments shall be used as a basis for determining the WHO scale of assessments, taking account of: Resolution WHA24.12 (a) (b) the difference in membership; and the establishment of minima and maxima. 1.2 The scale of assessments in WHO should follow as closely as possible that of the United Nations and: (1) as a matter of principle, the maximum contribution of any one Member State in the WHO scale of assessments shall not exceed 25 of the total; WHA26.21 (2) the minimum assessment in the WHO scale shall conform to that established in future scales of assessments of the United Nations.
A50/13 WHO SCALES OF ASSESSMENTS FOR THE YEARS 1998 AND 1999 2. It has generally been the practice of the United Nations General Assembly to adopt, every three years, a United Nations scale of assessments applicable to the entire three-year period that followed. However, for the period 1995-1997,the General Assembly adopted different scales for each of the three years. The principle established in resolution WHA8.5 and reaffirmed in resolution WHA24.12 is that the latest available United Nations scale of assessments shall be used as a basis for determining the scale of assessments to be used by WHO. The latest scale available to WHO is the 1997 United Nations scale. 3. In implementation of the Health Assembly resolutions referred to above, the proposed scales of assessments for 1998 and 1999 contained in the Annex to this document have therefore been calculated on the basis of the United Nations scales of assessments for 1997,as approved by the United Nations General Assembly in December 1994 in resolution 49/19. 1 4. In the proposed WHO scales for the years 1998 and 1999, no country is assessed at a level higher than in the United Nations scales for 1997. The assessment percentages of 156 countries (including 103 assessed at the minimum of ) are at the same level in both scales, whereas those of 37 are lower in the WHO scale than in the United Nations scale. 5. Financial Regulation 5.3 provides that in the first year of the financial period the Health Assembly may decide to amend the scale of assessments to be applied to the second year of the financial period and the Director-General will accordingly report to the Health Assembly on this matter in 1998 should subsequent changes to the United Nations scale warrant this. MATTERS FOR THE PARTICULAR ATTENTION OF THE HEALTH ASSEMBLY 6. The Health Assembly may wish to consider the adoption of a resolution along the following lines: The Fiftieth World Health Assembly, 1. DECIDES that the scales of assessments for the years 1998 and 1999 shall, subject to the provisions of paragraph 2 below, be as follows: [Members and scale as in columns (1) and (2) of the Annex.] 2. REQUESTS the Director-General, in the event that assessments are fixed provisionally or definitively by the present Health Assembly for any new Members not already included in the scales, to adjust the scales as set forth in paragraph 1. 1 The resolution is not reproduced in the present document, but for the purpose of comparison the United Nations percentage assessments are shown in column (2) in the Annex.
