Universiade Taipei 2017 In November 2011, Taipei was selected to host the 2017 Summer Universiade, also known as the World University Games. It is the second largest sports event after the Olympics in terms of member nations and number of participating athletes. The 2017 games will host 12,000 athletes from 163 countries around the globe. The central and municipal government will share the USD $1.3 billion budget, with more than 1 billion to be used for the development of six new facilities, including the new Taipei dome and an athletes village. The plan is to turn Linkou Sports Park into dormitory for competing athletes, which will later be turned into welfare housing units. The Taipei Dome will be built on land that once was the Songshan Tobacco Factory, which closed in 1998. In its approval stages, there was much debate between developing the Taipei Dome versus using the space for a second inner city park for Taipei. In the end, the plan called for a mix-used hub that will cater to both visitors and locals, consisting of a shopping mall, offices, a hotel, and a cultural park in addition to the Taipei Dome. The event is expected to bring a boost to Taipei s tourism industry and related commercial activities thanks to spillovers from the Universiade. It will also be an opportunity for Taipei to showcase itself as a global city, which it has continuously done through hosting international events such as the Flora Expo in 2011 and the Deaflympics in 2009. 2

There are six colleges located in Taipei. Colleges in Taiwan consist of students from vocational high schools for the most part. There are 18 universities located in Taipei, with the National Taiwan University ranking 1st in the country and 154th worldwide (Times, 2012). In 2010, 31.3% of municipal expenditures and 10.5% of the central government expenditures were spent on education, accounting for a share of 5.7% of the GDP, comparable to a share of 5.7% average for the OECD countries. share of 25.3% of Taipei's working population belongs to the Creative Class, whose occupations are mainly concentrated in the information technology and high-tech industries. Taipei has a significant share of a Creative Class working population and its highly educated population is a great asset for the country s future prosperity. Innovation In 2008 Taiwan's R&D expenditure accounted for a share of 2.77% of the GDP, on par with the U.S. but higher than those of both France and England. Private investment accounts for over 70% of innovation expenditures in the country. Job Growth - The unemployment rate increased from 3.7% in 2007 to 5.2% in 2010. Creative Class Share share of 25.3% of Taipei's working population belongs to the Creative Class, whose occupations are mainly concentrated in the information technology and high-tech industries. High-Tech Index + The high-tech industry in Taipei remains strong despite competition with China s relatively cheaper production costs. Taipei is home to Taiwan s largest technology park, the Taipei Neihu Technology Park. It is home to 23 headquarters and around 4,000 company operations. Over the past five years, the park has been growing, with a revenue of USD 117 billion in 2010. Sustainability/ Green Economy Taipei continues to perform very well in terms of environmental safety. With the implementation of Pay for Garbage Disposal by the ag in 2000, Taipei s amount of garbage per person decreased by 34.4% from 1999 to 2000. In 2011, Taipei hosted the International Green Industry Show and the Smart Green uilding Expo. Taipei scores above average for every category of Siemens Green City Index released in 2011. Entrepreneurship - lthough being behind start-up hubs like Silicon Valley, Taipei s start-up network is growing, with an estimated 2,000 internet start-ups in the city. In 2011, the Taipei government has begun offering interest-free loans up to USD $340,000 for startups from the city s young residents, with no payments required for the first five years. Overall score for technology - Despite an increase in unemployment due to the global economic crisis, growth in the high-tech industries in Taipei remains strong. Taiwan s immigration policy has historically been complex and limiting due to tense relations with China. Since exiting the UN in 1979, immigration policies have focused on national security, namely the migration of ROC citizens and ethnic Chinese. More recently, the policy orientation has shifted towards Southeast sia due to inter-country marriages and more amiable relations with China under Ma s administration. Dual citizenship is allowed for ROC citizens. In 2010, the number of foreigners living in Taipei was 53,683 accounting for a share of 2% of the total population, with the three largest groups being Indonesians, Vietnamese and Japanese. Many education and policy incentives are in place to aid aboriginal populations in their transition to urban areas. Foreign residents of Taipei are residentially concentrated in the Tianmu and eitou area, but work all over the city. Multiculturalism is included in the educational system curriculum, covering Hakka, Taiwanese, and boriginal material. Many government services targeted to help foreigners are offered in Chinese, Taiwanese and Hakka. Taiwan is one of the most progressive countries in sia with regards to LGT rights, and is a host to multiple gay pride parades. dult, private, and non-commercial same-sex activity is legal. In 2003, the central government proposed legislating and granting same-sax marriages which has since been stalled. The most common religions in Taiwan are uddhism, Taoism and Protestantism, accounting for shares of 35.1%, 33.0%, and 2.6% of the population respectively. Reporters Without orders s Press Freedom Index ranks Taiwan 45th among 179 countries (2011). The Shida neighbourhood and its night market are youthoriented and have a hip bohemian feel. It is also home of the richest underground music and art scene in the city. Overall, Taipei is a considerably open environment with regards to gays and lesbians, and providing civic rights. However, despite being a global city, Taipei s presence of residing foreigners and visible minorities remain small. 6

There are many museums in Taipei that feature a diverse range of subjects, such as the National Palace Museum, Taipei Fine rts Museum, National Taiwan Science Education Centre, and the National Museum of History. The National Palace Museum ranks 7th worldwide in attendance. Nightlife in Taipei is vibrant and concentrated in the Xinyi and Zhongxiao districts. The city s night markets are famous and popular with locals and tourists alike, offering food and shopping until late nights. Taipei s crime rate is very low, with 20.1 incidences of violent crime per 100,000 persons in 2010, down from 25.9 in 2007. There are 55 public libraries in Taipei, and also newly renovated community centres in each district, providing facilities and offering classes. Most sports facilities in public schools are open to the public on weekends. Characteristics of Taipei s neighbourhoods are largely dictated by the districts they belong to. Xinyi and Da-n are known for their business and commercial hubs, Chong- Cheng for its cultural and political institutions, Wan-Hua for its heritage, and Wen-Shan for education and greenery. Despite these identities, most of the city consists of commercial-residential mixed use. Taipei has a vibrant art scene, with galleries throughout the city that embrace both modern and traditional Taiwanese art. They are concentrated in Da-n and other central districts. There is also a growing alternative music scene, as artists reorientate from the western pop to local music traditions. The city boasts 5.17 square meters of accessible green area coverage per capita. Taipei has easily accessible amenities that are affordable to the population.
