OFFICIAL PROCEEDINGS BOARD OF EDUCATION, DISTRICT NO. 148 DOLTON, COOK COUNTY, ILLINOIS The MINUTES of the Regular Meeting of the Board of Education, District No. 148, Dolton, Cook County, Illinois held at the Administrative Office in said School District at 7:00 p.m., on the 23 rd of October 2014. ROLL CALL After the Pledge of Allegiance the President, Joyce Jackson, called the meeting to order at 7:05 p.m. and directed that the roll be called. Upon the roll being called, the following members answered present: Pamela Gibson, Larry Lawrence, Kim Adkins, James Bendell, Ernesto Mickens, and Joyce Jackson. The following member was absent: Faith Gunter. Margaret Kostopulos, Attorney, Ancel, Glink, Diamond, Bush, DiCianni & Krafthefer P.C., Superintendent Jayne Purcell, Assistant Superintendent Patricia Moore, Chief School Business Official Terrence La Bella, Director of Support Programs Candace Dunleavy, Director of Technology Karen Marshall, RtI/PBIS & Bully Initiative Torie Navarre, Principals, Dorothy Jeter, Van King, Shinora Montgomery, Shalonda Randle, Assistant Principals Cynthia Marks, Joseph Palicki, and Jennifer Williams and Board Secretaries, Joyce Selix and Theresa Sevier were also present. TELEPHONE ATTENDANCE Member Bendell moved and Member Jackson seconded the motion that the Board of Education School District 148 include Board Member Faith Gunter in the meeting via telephone according to Board policy due to her illness. Ayes: Gibson, Lawrence, Adkins, Bendell, Mickens, Jackson Member Gunter joined the meeting at 7:07 p.m. via telephone. VISITORS Joan Carreon, Joyce Lueder, John Donermeyer, Delores Johnson, Lana Brown, Keisha Brown, Temissa Humphrey, and Kathleen Young. MINUTES - REGULAR MEETING Member Lawrence moved and Member Adkins seconded the motion that the Minutes of the Regular Meeting held on Thursday, September 25, 2014 beginning at 7:03 p.m. be approved as written and direct the secretary to place them on file as a part of the official Board Minutes.

ADMINISTRATION-INFORMATION REPORTS Dr. Dunleavy reported that the Crisis Team Meeting was very successful. Representatives from the Riverdale and Dolton Police and Fire Departments and each school building participated. She highlighted discussions that were held concerning the safety of the children and room numbers that can be seen from the outside of the school. She spoke about the importance of calling the Fire Department prior to holding a fire drill. Dr. Dunleavy said that team members need to network daily to make sure that all designated personnel know what and where they need to perform in an emergency. Dr. Purcell reported that two Freedom Of Information Report requests was received and answered. Ms. Marshall reported that Enrollment stood at 2,298 students which is an increase of 231 from September and down 117 from last year. PRESIDENT'S CALL Four Committees met since the last Regular Board Meeting. The Ethics Committee met on Thursday, October 2, 2014. Building and Grounds Committee and Finance Committee met on Thursday, October 9, 2014. Parent Advisory Committee met on Thursday, October 16, 2014. The summaries of those committee meetings will be presented after approval by each committee. The minutes of the Building and Grounds Committee, Finance Committee, and the Ethics Committee Meetings, all held on Thursday, September 11, 2014, and the Parent Advisory Committee held on May 15, 2014, were presented. COMMITTEE CHAIR REPORTS Member Bendell, Chair of the Buildings and Grounds Committee, reported that new Lincoln School opened in 2000, with air conditioning, the Board had a vision to air condition the entire district. Plans progressed as follows: Harriet Tubman in 2001, The Park Addition in 2002, Riverdale School in 2004, and Washington Addition in 2007. Franklin, Roosevelt, and Washington Schools, received new boilers in 2008. ECC was rehabbed in 2009 as well as air conditioning was added to the original Washington and Franklin Schools. Roosevelt Jr. High was air conditioned in 2014 and Roosevelt Elementary will be air conditioned in the summer of 2015. Member Lawrence, Chair of the Finance Committee, reported on the Watchguard contract, as well as the contract with Knutte and Associates. SCOPE SCHEDULE OF MEETING It was reported that for the 2014-15 school year, SCOPE meetings will be held at Eisenhower Special Education Cooperative. Mr. Bendell reported that the change in venue was due to conflicts at the prior location. SCHOOL BOARD ELECTIONS The Consolidated Election will be held on Tuesday, April 7, 2015. During this election School District 148 will have three seats up for election. Those seats are currently occupied by Mrs. Faith Gunter, Mr. James Bendell, and Mr. Larry Lawrence. The date for the start of circulation of nominating petitions will be Tuesday, September 23, 2014. Numerous changes were made to the Election Code and sections of the School Code last year. Almost all election duties changed. While the school board secretary is still the local election official, virtually all of the duties previously assigned to that position are now assigned to the 2

election authority, i.e., the county clerk or county board of election commissioners (if one has been established). More information can be found on the Illinois Association of School Boards website, www.iasb.com. and the Illinois State Board of Election website, www.elections.il.gov. FALL DINNER MEETING The South Cook Division of the Illinois Association of School Boards will be holding a Fall Dinner Meeting on Wednesday, October 29, 2014 at 6:00 p.m. at the Orland Chateau in Orland Park, IL. The program will include One Voice Speaking Through Vision 20/20 presented by a panel of specialists and the presentation of IASB Awards. Ms. Jackson will be an IASB Master School Board Member Award Recipient. DISTRICT LEADERSHIP TEAM MEETING The first District Leadership Team Meeting of the 2014-2015 school year will be held at 6:30 p.m. on Thursday, October 30, 2014 at District Office. 2014 IASB-IASA-IASBO JOINT ANNUAL CONFERENCE The Illinois Association of School Boards (IASB), the Illinois Association of School Administrators (IASA) and the Illinois Association of School Business Officials (IASBO) will be holding their annual conference November 21-23 in Chicago. All Board Members have been registered for the Conference. NSBA ANNUAL CONFERENCE The National School Board Association s Annual Conference will be held March 21-23, 2015 in Nashville, Tennessee. Registration has been completed for Mrs. Gunter and Dr. Purcell. DISTRICT ITEMS OF INTEREST Mrs. Lueder gave an overview of a water conservation unit that she taught to her kindergarten students. The students sang a song they learned. Certificates and pencils were awarded. Mr. Donermeyer, from The Technology Department gave a PowerPoint presentation on Stride Academy. He explained how teachers, parents, and students can use the program. APPROVE PARTNERSHIP WITH SOUTH SUBURBAN COLLEGE FOR TECHNOLOGY INTERNS Member Bendell moved and Member Lawrence seconded the motion that the Board of Education, Dolton West School District 148, approve the partnership with South Suburban College for Technology Interns. Member Lawrence stated that the District will get the latest technology and that this proposal is well worth the money. 3

APPROVE SCHOOL MESSENGER MOBILE APPLICATION Member Adkins moved and Member Bendell seconded the motion that the Board of Education, Dolton West School District 148, approve School Messenger Mobile Application. Member Lawrence stated this app will strengthen parent communication and that we are saving at least half the money of what we would have spent had we signed with another vendor. RATIFY WATCHGUARD LIVE SECURITY SERVICE RENEWAL Member Lawrence moved and member Bendell seconded the motion that the Board of Education, Dolton West School District 148, ratify Watchguard Live Security Service renewal. Member Lawrence spoke of the importance of the computer safety and protecting the integrity of district information. APPROVE CONTRACT WITH KNUTTE & ASSOCIATES Member Jackson moved and Member Bendell seconded the motion that the Board of Education, School District 148, approve contract with Knutte & Associates. Member Lawrence commended Mr. LaBella for putting audit operations in place. Ayes: Gibson, Lawrence, Adkins, Gunter, Bendell, Jackson Abstain: Mickens ADOPT RESOLUTION AUTHORIZING INTERGOVERNMENTAL COOPERATIVE AGREEMENT Member Bendell moved and Member Lawrence seconded the motion that the Board of Education, Dolton West School District 148, adopt Resolution 10232014, authorizing Intergovernmental Cooperative Agreement. APPROVE DISTRICT 148 S RISING STAR PLAN Member Lawrence moved and Member Bendell seconded the motion that the Board of Education, Dolton West School District 148, approve District 148 s Rising Star Plan. 4

APPROVE BILLS AND ACCOMPANYING FINANCIAL REPORTS Member Jackson moved and Member Bendell seconded the motion that the Board of Education Dolton West School District 148 approve the bills presented for payment for the month of September 2014 as printed under the Administration- Action Reports, Agenda Items G-1-a - G-1-n totaling $_641,616.23 and the accompanying Financial Reports, directing the secretary to place all reports on file for audit. BUILDING & GROUNDS RENTAL REPORT Member Bendell moved and Member Lawrence seconded the motion that the Board of Education accept the Buildings and Grounds Report as presented. Ayes: Lawrence, Adkins, Gunter, Bendell, Mickens, Jackson Nays: Gibson AUDIENCE PARTICIPATION The meeting was opened to audience participation. Member Mickens addressed the Board and asked that Mr. Bendell be asked to resign alleging that Mr. Bendell made racial comments. President Jackson ruled his comments out of order. In that there were no other questions or comments, this session of the meeting was closed. CLOSED SESSION Member Jackson moved and Member Gunter seconded the motion that the Board of Education Dolton West School District 148, move into Closed Session at 8:15 p.m. to discuss: Pending Litigation, 5ILCS 120/2(c) (11),Performance of Specific Employees, 5 ILCS 120/2(c) (1), Student Discipline Cases, 5 ILCS 120/2(c) (9), and Collective Bargaining Matters, 5 ILCS 120/2(c) (2) RETURN TO OPEN SESSION Member Jackson moved and Member Bendell seconded the motion that the Board of Education Dolton West School District 148, return to Open Session at 9:48 p.m. ACTIONS FOLLOWING CLOSED SESSION ETHICS RECOMMENDATIONS Member Bendell moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148, accept the recommendation of the Ethics Committee and find that Member Mickens behavior during the Board Meeting May 22, 2014, represented conduct unbecoming a board member and recommends a censure be issued in complaint 2014-G(1). Ayes: Lawrence, Gunter, Bendell, Jackson Nays: Gibson, Adkins, Mickens 6

Member Bendell moved and Member Lawrence seconded the motion that the Board of Education, Dolton West School District 148, accept the recommendation of the Ethics Committee and finds that Member Mickens has not completed required minimum board member training within the State mandated time limits and recommends that a censure be issued in complaint 2014-G(2). Ayes: Lawrence, Gunter, Bendell, Jackson Nays: Gibson Abstain: Adkins, Mickens Member Bendell moved and Member Lawrence seconded the motion that the Board of Education, Dolton West School District 148, accept the recommendation of the Ethics Committee that the censure recommended to Member Mickens in complaint 2014-G(2) be held in abeyance for 30 days pending Member Mickens completion of the required board member development and training and delivery of certificates of training to the Superintendent. Ayes: Lawrence, Gunter, Bendell, Jackson Abstain: Gibson, Adkins, Mickens Member Bendell moved and Member Adkins seconded the motion that the Board of Education, Dolton West School District 148, set a Special Board of Education Meeting for 7:00 p.m on October 28, 2014. MOTION FOR CORRESPONDENCE Member Jackson moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148, accept the Correspondence, which contained one thank you note and two resignation requests, as reviewed and written and place them on file as part of the official Board Minutes. ACCEPT RESIGNATIONS Member Bendell moved and Member Jackson seconded the motion that the Board of Education, School District 148 accept the resignations of the following employees: Erin Moore, 6 th Grade Science Teacher, Washington Jr. High and George Bunn, 7 th Grade Social Studies Teacher, Washington Jr. High. 7

APPROVE EMPLOYMENT CERTIFIED PERSONNEL Member Adkins moved and Member Bendell seconded the motion that the Board of Education, School District 148 employ the following certified employees for the 2014-15 school year at the following position and at salaries based upon the following steps and lanes as determined by the most current Board/DEA Agreement in effect at any time during the 2014-15 school year, contingent upon satisfactory receipt of all required employment mandates: Desma Flagg, Special Education Teacher, Riverdale School, BA, Step 2, effective September 25, 2014, Joel Mestemaker, P.E. Teacher, Riverdale School, BA, Step 1, effective September 29, 2014, and Lynn Turner, Kindergarten Teacher, Franklin School, MA, Step 6, effective September 29, 2014. MISCELLANEOUS Dr. Purcell asked to have a discussion with Board Members concerning education plans.
