GENEVA CITY COUNCIL MEETING OCTOBER 3, 2011 CALL TO ORDER The meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present: Chuck Brown, Dorothy Flanagan, Sam Hill, Dean Kilburg, Craig Maladra, Richard Marks, Robert Piper, Ron Singer, Dawn Vogelsberg. Aldermen absent: Ralph Dantino. PLEDGE OF ALLEGIANCE PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS Proclaim October 22-30, 2011 as Red Ribbon Week in the City of Geneva, Ill. Moved by Ald. Hill, seconded by Ald. Singer to proclaim Oct. 22-30, 2011 as Red Ribbon Week in the City of Geneva, Ill. Carried unanimously by voice vote. MOTION CARRIED Geneva High School students Kelley Dunlop and Erin Taylor, members of Students Against Destructive Decisions (SADD), explained the purpose of the organization and Red Ribbon Week. Julie Pouilly, Geneva Coalition for Youth, called attention to the information in packets distributed to the Council. She also called attention to the candlelight vigil on Sunday, Oct. 23. Mayor Burns presented a copy of the proclamation to the group. Proclaim October 2011 as Community Development Month in the City of Geneva, Ill. Moved by Ald. Kilburg, seconded by Ald. City Planner David DeGroot explained that this year s theme is New Ideas for America s Future and recounted some of the development projects in Geneva. Marks to proclaim Oct. 9-15, 2011 as Fire Prevention Week in the City of Geneva, Ill. Carried unanimously by voice vote. Death of Long-Time Geneva Resident Leonard Swanson Ald. Brown spoke to the passing of Leonard Swanson last Saturday and asked that his remarks be part of the official record (see Exhibit A). He noted Mr. Swanson s close ties to friends and neighbors in the Logan Ave. neighborhood. Ald. Brown read Mr. Swanson s obituary. Ald. Singer, who knew Mr. Swanson through the American Legion, called him a remarkable and dedicated man. OMNIBUS AGENDA All items listed on the Omnibus Agenda are considered to be routine by the Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member or citizen so requests in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda. Divita said the appointees reflect a diversity of business acumen as is the goal of the Commission composition. Motion carried unanimously by voice vote. MOTION CARRIED Presentation of Annual Financial Audit Frank Costabile of Costabile & Steffens Mayor Burns noted a slight correction in the audit as reflected in updated copies presented to the Council. Mr. Costabile said that no problems were encountered in conducting the audit and thanked Mgr. Dahl for providing all necessary information in a timely manner. Mgr. Dahl expressed appreciation to the staff for their efforts. Mayor Burns said that the City has addressed the issues previously discussed with the auditing firm. Noting that Mgr. Dahl came to his position during preparation of the audit, Mayor Burns applauded Mgr. Dahl for his quick understanding of the process. Approve Annual Financial Audit Moved by Ald. Singer, seconded by Ald. Piper to approve the annual financial audit as corrected. Noting an increase in the General Fund balance, Ald. Marks suggested the Council might, at a future meeting, discuss using some monies from the General Fund to pay down several small debts related to capital equipment purchases. Hill, seconded by Ald. Vogelsberg to approve Res. 2011-71 restating the conditional site plan approval for a nursing home facility within the OR-Office Research District and approving secondary emergency access to the property. Ald. Singer asked when ground breaking is expected to take place and when the project is projected to be completed. Project Mgr. John Maze responded that ground breaking is planned for next year with an 18-month construction schedule. Ald. Flanagan stated that she was still concerned about the right-in/right-out access onto Keslinger Rd. and will be voting against this resolution. Planner DeGroot explained that the plan was approved by the Council last June with the condition that a secondary emergency access be secured, and that negotiations with Delnor Hospital failed to develop an entrance connecting with Delnor roadways. Ald. Maladra also expressed concern, saying that his notes from the previous discussions indicated that the Geneva Public Works Dept. was concerned with the proposed entrance, especially if traffic does not follow the right-in/right-out configuration. He asked how 1927
the plan before the Council allays those concerns. Planner DeGroot answered that Meadowbrook Manor will be responsible for alleviating any hazards or congestion. Traffic Engineer Michael Werthmann, KLOA, said the access is designed to KDOT Geneva City Council Meeting standards using the porkchop configuration. He acknowledged that a U-turn could be made at the exit, but felt that it would seldom happen. Ald. Kilburg noted the risk of making illegal left turns at the site due to a somewhat obstructed view from the west. Ald. Piper expressed disappointment that an agreement with Delnor could not be reached. He said he could not accept the right in/right out entrance and would oppose the resolution. Admin. McKittrick said she met with Delnor officials concerning a better access, but they would not consider any of the proposals. She added that KDOT was amenable to an unfettered emergency access onto Keslinger Rd., although KDOT would not approve a full main entrance onto Keslinger. Ald. Flanagan also expressed her disappointment in not being able to reach an agreement with Delnor regarding the exit. Ald. Vogelsberg noted that since the Meadowbrook Manor site is not connected to Delnor s roadways, only Meadowbrook Manor traffic would be using the Keslinger access. There being no further discussion, roll call: AYES: 6 NAYS: 4 (Ald. Brown, Hill, Maladra, Singer, Vogelsberg, Mayor Burns) (Ald. Flanagan, Kilburg, Marks, Piper) Ald. Hill stated that although he voted in favor of the resolution, he was troubled by the proposed access. He called on Delnor Hospital officials to cooperate with the developers in providing a better entrance-exit. NEW BUSINESS Boy Scouts Invited to Speak Mayor Burns invited Scouts Chad and Dray Louk, and Alex Hass to come forward and ask the Council any questions they might have. All three are working on their citizenship merit badges. Policy Discussion on Kane County Judicial Center Mayor Burns said that this discussion will not take place this evening since additional discussions need to take place between City Staff and Kane County. EXHIBIT A Remarks by Ald. Chuck Brown - Geneva City Council Meeting, My wife, Mary Kay, and I were saddened to hear of the sudden death on Saturday night of Len Swanson. Len and his wife Karen were great friends and neighbours to us, and to all in the Logan Avenue Neighbourhood. Len served in the Army in Europe and returned to settle down with his wife Karen. They have lived on Logan Avenue for over 4 decades. Len was active in the Geneva American Legion and served as their Commander for several years. He was most proud of his service participating in the American Legion Honor Guard. You might not know Len by name, but you have likely seen him proudly leading the Memorial Day Parade, the Swedish Days Parade, and opening Geneva Football Games; which he has done for many, many years. Len was a great friend and neighbour, a proud but soft-spoken Swede, and someone who surely loved Geneva. He will be missed by his wife Karen Roche Swanson, his children, Connie Swanson Waldman, Keith Swanson and Scott Swanson, his seven grandchildren, his extended family, friends and neighbours in Geneva.
