FIRE CHIEFS MEETING Chairperson, Tim Sylvester, called the meeting to order at 7:09 p.m. on January 9, 2007. On Roll Call: Tim Sylvester, Randy Whalen, Vince McGee, Brian Kahl, Doug Duncan, Rodney Whitecotton, Tim Kelsch, Bryce Denker, & Dave Schipper. Motion by Tim Kelsch, seconded by Brian Kahl to approve the minutes as written. All those present voted aye. Motion carried. Motion by Randy Whalen, seconded by Doug Duncan to cast a unanimous ballot for Tim Sylvester as President & Mike Wimmer as Vice President. All those present voted aye. Motion carried. Search & Rescue Team has filed for 501 (3) c status. There is no ground team in the area. Everly submitted fireman-training spreadsheet updates. Snow removal issues nothing to report. LEPC Training was discussed. No dates have been scheduled but it has been funded for Hazmat Awareness & Hazmat Operations. Bryce indicated there may be additional monies available. Ideas for training include: 1) Confined Space most departments cannot do because of equipment limitations 2) Burn Trailer - no interest 3) Propane & Gas - this would be the preferred training. Bryce will look into it further. 4) Vehicle Operations 5) Incident Command 6) Anhydrous. Denny Klatt is a liaison trainer with the fire training bureau. Motion by Tim Kelsch, seconded by Brian Kahl to write a letter of support for the grant application that the Special Needs Project is applying for. All those present voted aye. Motion carried. Bryce Denker, EMA Director talked about the upcoming Spring Exercise being planned for April by Public Health. They decided they would still like to do a county-wide disaster drill. The chiefs discussed possible disaster drill scenarios. 1) smoked up building 2) meth lab gone bad 3) school chemical lab explosion 4) school fire. Possibly this could be done on a Saturday in June or November. A by-law changed was discussed. Motion by Tim Kelsch, seconded by Randy Whalen to make the following changes to the Clay County Fire Chief s Association of Iowa Constitution & By Laws. Article Five Membership, Greenville shall be removed. Article Eleven Time of Meeting, Monday will be changed to Tuesday. All those present voted aye. Motion carried. EMA Director, Bryce Denker indicated he is an accredited certified national grant writer and is willing to help with grant writing needs. Also the assistance to fire fighters dollars is now falling under the auspices of Homeland Security. He will report more as he learns the parameters. Discussion was had regarding applying for a grant for a training trailer. The 32 triple axle trailer contains a storm watch area in the front half and a smoke room in the back half. President, Tim Sylvester would like to see the application made as Clay County. This grant is provided by the Elks Club. Tammy will get the application off of the internet. A discussion was had regarding the request of Max Yield to the Fostoria Fire Department to demolish the elevator. The Fostoria City Council is against this idea and Fire Chief Tim Kelsch felt there really is no bona fide training involved with burning an elevator. Many of the fire chiefs have been involved with demolitions and agreed that it is a huge liability. Tammy McKeever gave an EMS report. Communication center issues were discussed. The communication center has been provided with maps that give the closest service. If a fire chief needs assistance they can request help. His phone number is 260-0184. He is available 24/7 for fire situations. Randy Krukow, Clay County Sheriff, provided several handouts including 1) Standard Operating Procedures for Bomb Threats 2) First Responder Checklist for Missing Children & 3) Seven Deadly Sins of Curious Liability Discussion was had regarding responding to accidents. Sheriff Krukow expressed concern about preserving the site as a crime scene and the importance of working together. 10-50 PI everyone should be paged. It is important that for personal injuries that fire & ems are paged prior to deputies being called. The Sheriff s Office monitors fire and should hear the page. Two fire departments respond and probably some personal vehicles. The question was posed is there policy for letting people go after they are not needed. After victim is taken care of responders can leave. Randy asked that responders carry oil dry. Communication is important. If you have issues with the Sheriff Department, please contact Randy to resolve the problem. Duane Bates asked who has the right to disregard. The Sheriff could back them down to 10-40, but for liability reasons should not disregard. On fires, Spencer policy is to check out even if someone else says there is no fire. Go the extra mile, because people are sue happy. New guys should introduce themselves to fire chiefs. SOP Safety accident on highway. Block the highway with truck. Many fire fighters are killed during responding. Drivers get fixated on lights. Sheriff uses reflective lights instead of flash lights. Fatality accidents sheriff likes to reroute traffic. Randy has a video on reflective lights. Having seen people get hit, no chances are taken. Make sure you stay safe. LEPC Training schedule was passed out. Fireman spreadsheets were passed out. Ryan Peters and Dave Riley are off Peterson Fire Department. Jeff Bromley has joined the Peterson Fire Department. Special Needs Project Database at 911. If a disaster occurs, the communication center can tell you what special needs they have. $2800 grant for collecting information. The exercise will probably start about 10:30 and end at approximately 3:00 p.m. RAGBRAI - Doug is head of public safety. Support vehicles will go through Royal. Bryce needs help with command and control. The EMS trailer will be at the Clay County Fair Grounds to respond on the grounds. Command and control will be done from that trailer. The old trailer will be placed on the South side of the fair grounds. Spencer Hospital will have their trailer and an ambulance running people to the hospital. We will need lots of volunteers. The question was raised weather Clay County should have a county-wide fireman s banquet. Randy McCurdy gave a power point presentation on Northern Natural Gas pipeline locations and how Northern would respond in event of any emergency involving their equipment & property.
