The Institute produces data and methodologies to monitor trends, at the national and international levels, in its areas of competence, delivering comparative data for countries at all stages of development to provide a global perspective on education, science and technology, culture and communication. Under the direct authority of, and in accordance with the prerogatives delegated by the Director-General of UNESCO, and guided by the Institute's Governing Board, the incumbent will lead and manage the UIS human and financial resources, including the planning and assignment of resources, the implementation of planned programmes and the assessment of outcomes. The incumbent also will define the UIS s strategies, and is responsible for the execution of the UIS s goals/objectives with a view to serving UNESCO s mandate and the needs of Member States in the areas of education; science, technology, innovation; culture; and, communication statistics and indicators. The incumbent shall: Provide high-level managerial leadership for the UIS with respect to its staff and programmes, including the development/implementation of organizational and resource mobilization strategies. Identify key issues/risks, as well as opportunities, for the UIS and take actions toward its stable development while aiming to ensure its relevance to Member States, partner organizations and the world at large. Establish and maintain close professional relationships with governmental, non-governmental, international and national institutions, as well as relevant professional bodies working in the field of statistics. Represent the Director-General at the United Nations Statistics Commission and other high-level meetings concerning statistics. Lead the development of the Institute s communication and outreach strategy, as well as strengthen the substantive links between the Institute s activities and UNESCO s other programmes to provide quality assurance on statistical matters throughout UNESCO. REQUIRED QUALIFICATIONS EDUCATION Advanced university degree in the field of statistics or a closely related numeric discipline (such as demography, economics or mathematics), or in the fields of education or the social sciences with a substantial part on applied statistics. WORK EXPERIENCE At least 15 years of extensive progressive professional experience of statistical management at the national or international level, including exposure in senior executive positions at international level. At least 10 years of recognized experience in leadership and proven ability in planning and managing international programmes and/or projects. Experience in advocacy, resources mobilization and partnership development. UNESCO is committed to promoting geographical distribution and gender equality within its Secretariat. Ability for strategic planning and management, including capacity to administer extensive programmes and financial resources. Demonstrated ability persuasively to defend the importance of statistics/statistical products/services and articulate statistical development needs within UNESCO s mandate. Ability to lead complex negotiations with diplomacy and a sense of tact. Knowledge of the main issues facing the field of education. Broad experience, at a high level, of international cooperation mechanisms, and wide networks of contacts with international organizations and development agencies (World Bank, UNICEF, regional development banks, OECD, Eurostat, etc.). Commitment to the Organization s mandate, vision and strategic direction, as well as to its priorities. Ability to strengthen the reputation of the Institute by maintaining a focus on top-quality results, a transparent way of working and the independence of the UIS. Ability to lead and motivate teams in a multicultural environment, as well as to ensure continuous training and development of staff. Ability to communicate effectively and persuasively, orally and in writing, as well as strong representational skills. LANGUAGES Excellent knowledge of English or French. A good knowledge of the second language is required. DESIRABLE QUALIFICATIONS EDUCATION A PhD would be a strong asset. Course/degree/diploma in management would be an asset. WORK EXPERIENCE Professional experience gained in a multicultural working environment would be an asset. Track record in working with a wide range of high-level partnerships, and in participating effectively in high-level negotiations. SKILLS/COMPETENCIES Sound judgement and decision-making skills. Competence in the use of personal networked computers and software for general and specialized applications. Ability to keep up-to-date on relevant developments in statistics. LANGUAGES A working knowledge of another official United Nations language (Arabic, Chinese, Russian and Spanish) would be an asset. BENEFITS AND ENTITLEMENTS UNESCO s salaries are calculated in US dollars. They consist of a basic salary and a post adjustment, which reflects the cost of living in a particular duty station, as well as exchange rates.
