ANIME AND GAMING CLUB CONSTITUTION

Article I. Organization, Name and Purpose Section 1.01 The name by which this organization shall be known is the Anime and Gaming Club (AGC) at Lone Star College North Harris. Section 1.02 The purpose of this organization shall be to bring the latest in Japanese style animation and art (anime) and the latest in gaming and gaming technology to the students of Lone Star College North Harris. Article II. Membership Section 2.01 Provisional membership is open to any registered students at Lone Star College System. Section 2.02 Provisional members will be allowed to attend meetings and participate in club activities, but will not be allowed to vote in meetings or officer elections. Section 2.03 Full membership will be granted to those members who attend at least 5 contact hours. Section 2.04 Full membership can vote in club meetings and officer elections. Section 2.05 Those granted full membership the previous semester shall permanently retain their full membership as long as they remain registered at Lone Star College System, unless they are removed as a member. Section 2.06 Any full member may be removed from the club by vote of the officers, if they commit any offense against the club or Lone Star College System. They may be brought up for charges by three full club members, and the offense(s) will be brought up in the next officer meeting. The accused will be given a chance to defend themselves before the vote. A vote of three out of five Officers is required to be officially removed.. Article III. Officers Section 3.01 The elected officer positions shall be: President, Vice President, Secretary, Treasurer, and Historian. Section 3.02 All officers must be registered students and have at least a 2.00 GPA at Lone Star College North Harris. Section 3.03 The Office of the President Section 3.03A The President shall schedule and preside over meetings, type up meeting agendas, and in the event that he/she cannot make the meetings, assist the Vice President or the next highest officer attending the meeting to organize the meeting ahead of time. Section 3.03B The President shall form committees if necessary and request volunteers or appoint members to be on said committees as he/she sees fit. Section 3.03C The President shall be responsible for Coordinating, scheduling, and presiding over all club activities, such as meetings, gaming tournaments, anime conventions, and anything else the club approves to do. The President shall create and/or approve all tournament rules.

Section 3.03D The President shall be responsible for organizing and maintaining contact with all members on meetings, club events, and any other beneficial club news. Section 3.03E The President can spend the club funds with the approval of the club Advisor. Section 3.03F The President shall be responsible for attending all SGA meetings. If the President cannot attend the SGA meetings, he/she must appoint a replacement to take his/her place. Section 3.03G The President shall be responsible for the running, efficiency, and legitimacy of all special elections for vacant officer positions. Section 3.04 The Office of the Vice President Section 3.04A The Vice President carries lesser powers than the President. In the absence of the President, the Vice President can act with the authority of the President, but can be overridden by the President. Section 3.04B The Vice President shall assist the President in any way the President sees fit to meet the goals of the club. Section 3.04C The Vice President shall preside over any meetings and/or any club events the President cannot attend. Section 3.04D In the event that the President can no longer fulfill his/her obligations and resigns or is removed from office, the Vice President shall assume the office of President. Section 3.04E In the event the office of the Vice President becomes vacant, a special election shall be held to appoint an Interim Vice President. Section 3.05 The Office of the Secretary Section 3.05A The Secretary is responsible for taking legible, comprehensive minutes and to present those minutes to the President at the end of every meeting. Section 3.05B The Secretary shall be responsible for scheduling meetings if the President wishes to concede that power listed in Section 3.03C. Section 3.05C The Secretary shall be responsible for organizing and maintaining all contact with the members on meetings, club events, and any beneficial club news if the President chooses to concede that power listed in Section 3.03D. Section 3.05D The Secretary shall be in charge of and will be primarily responsible for the running, efficiency, and legitimacy of the officer elections. Section 3.05E In the event the office of Secretary becomes vacant, a special election shall be held to appoint an Interim Secretary. Section 3.06 The Office of the Treasurer Section 3.06A The main responsibility of the Treasurer shall be to maintain club finances. Section 3.06B The Treasurer can spend club finances with approval of the Advisor and the knowledge of the President and Advisor.

Section 3.06C The Treasurer will be responsible for providing monthly budget reports to the club at meetings. Section 3.06D In the event that the office of Treasurer becomes vacant, a special election shall be held to appoint an Interim Treasurer. Section 3.07 The Office of the Historian Section 3.07A The Historian shall keep photographic and/or video records of club events. Section 3.07B The Historian shall be responsible for helping the Secretary in the running, efficiency, and legitimacy of officer elections. Section 3.07C In the event the office of Historian becomes vacant, a special election shall be held to appoint an Interim Historian. Article IV. Removal of Officers Section 4.01 In the event that any officer commits any unreasonable or illegitimate offenses against the club and club members, the club can move for a "Vote of No Confidence" to have that officer be removed. To proceed to removal hearings, the "Vote of No Confidence" must be approved by a 3/4 majority vote. Section 4.02 In the event that a "Vote of No Confidence" is approved, the club shall come under the leadership of the highest ranking officer not subject to removal hearings. Section 4.03 If the removal hearings are approved, a special meeting shall be set by the highest ranking officer who is not the subject of the hearing. At this meeting, the accused officer will be allowed to defend him/herself. The club will cross examine and then the accused shall be sent outside for a debate and voting period. A simple majority vote will be needed by those present in order to remove the officer. Article V. Advisor Section 5.01 The Faculty/Staff Advisor will help coordinate campus activities, meetings, and service projects. He/she will also help oversee finances and approve appropriate activities. Article VI. Elections & Election Procedures Section 6.01 All elections shall be coordinated and run by the Secretary and Historian. These officers shall be responsible for running, efficiency, and legitimacy of officer elections. Section 6.02 Officer nominations shall be held during the first meeting in the last full month of the semester. Section 6.03 Elections are to be held the last meeting of the semester and voting is only available to full members who attend the last meeting of the semester. Section 6.04 All candidates running for office must be present for the elections. Any candidate not present shall concede their candidacy. If there is only one candidate running for President and they are not present, then a special election will be needed before the last week of the semester to vote in the person.

Section 6.05 In the event that an elected officer vacates office during his/her term, a special election will be held excluding the Office of President which will be taken up by the Vice President. As stated in Sections 3.04D, 3.04E, 3.05E, 3.06D, and 3.07C. Section 6.06 Voting shall be anonymous and candidates must leave the room during voting. Article VII. Meetings Section 7.01 The meetings of the Anime and Gaming Club shall be decided before or during the first week of any semester, to be arranged by the President. Section 7.02 The President and Vice President must approve any and all special meetings. At least a 3 day prior notice must be given to the members regarding any special meetings. Article VIII. Finances Section 8.01 Money will only be spent by the President with the approval of the Advisor, or by the Treasurer with the approval of the President and Advisor. As stated in Section 3.03E and 3.06B. Section 8.02 Fundraising may only be conducted when approved by the LSC North Harris Office of Student Activities. Article IX. Amendments Section 9.01 Amendments to the constitution can only be made by a 2/3 vote of the full members, and all amendments shall be proposed and discussed during a regular meeting. Section 9.02 If approved by the members, copies of the amended constitution must be approved by the Advisor and the LSC North Harris Office of Student Activities for administrative approval. Article X. Ratification and Enactment Section 10.01 This constitution shall become effective immediately upon its approval by a majority vote of club members and administrative approval by the Office of Student Activities. Section 10.02 This constitution shall become the official governing document of the Anime and Gaming Club (AGC) at Lone Star College North Harris.
