A. General Rules Governing Entries 1). Single-Class Entry. A particular entry may only be entered in one class. 2). Withdrawal and Reclassification. Once an entry has been officially entered in a class, it may not be withdrawn and re-entered in another class unless it is judged to be in the wrong class. After voting is underway no changes to class entry may be made for any reason. The entry may be withdrawn by the entrant by turning in its entry tag at the Administration tent. 3). Registration Of Bikes. Bike registration will open at the Clocktower Hospitality Suite at 1PM on Thursday, June 18, 2009 and will be offered at various times (listed on the official schedule) until Friday, June 19, 2009 at 6PM at the track. Registration is free for all classes (and the first three entries in open class. Additional open class entries are $5 prior to Saturday and $10 on Saturday). A last chance registration will be available on Saturday morning, from 7AM-9AM for a fee of $10 per entry. 4). Proper Class. You are responsible for entering your bike(s) in the appropriate class, truthfully and without deception or camouflage. 5). Wrong-Class Protests. The show organizer may take one of four actions in the event an entry receives twoor-more credible protests for being in the wrong class, or otherwise improperly entered. A protest is a written form (available at the VintageBMX tent) which must be submitted by someone with an entry in the same class as the protested entry. Two-or-more protests of similar nature must be independently submitted in order for a protest to be given weight. There are other rules behind protests. See Section D for that information. i. If such action is taken by the contest organizer (by its own initiative, or at the request of the entrant) before the registration cutoff (9AM Saturday Morning), the bike may be entered into another class which is more appropriate, without penalty (but will receive a new entry tag and number with Reclassified notation). The original entry tag must be presented in exchange for a new tag, without exception. In the event the original tag is not tendered by the close of registration, that entry is disqualified from the show. ii. If, after registration is closed, two or more protests are lodged by other entrants in a class, and such protests are similar in nature, and contain multi-source, documentary evidence as to the protested entry s ineligibility for such class, the entry will be disqualified from the competition by having the number clipped from its display tag. Regardless of at what point, or whether the tag is actually clipped, entries which are disqualified shall have their votes nullified, in full, and be ineligible for any award in the competition. Votes cast for disqualified entries may not be altered or re-cast once a ballot has been inserted in the ballot box. Crossed Out votes on submitted ballots will be honored. iii. If, after registration is closed, two or more protests are lodged by other entrants in a class, and such protests are similar in nature, and DO NOT contain multi-source, documentary evidence as to the protested entry s ineligibility for such class, the entry will be allowed to continue in the competition. In the event the entry wins a first-place award in its category, its award will be made provisional and held by the show organizer until the protests can be settled. iv. The protest may be declined by the Show Marshals.
A. General Rules Governing Entries (continued) 6). Tag Swapping. Once a tag is provided for a given entry, it must be displayed on that entry, and that entry only. In the event it is discovered that the entrant is practicing tag swapping (placing entry tags on bikes other than the one it is entered to be on), one or all of the entrant s bikes may be disqualified from the competition (action is at the discretion of the Show Marshals). 7). Show Marshals Authority. The Show Marshals are individuals appointed by the show organizer to assist in mediating protests, and to generally ensure that the event, entries and tallying of votes is done in a fair and equitable manner. Show Marshals shall have the authority to flag entries for disqualification, given cause (regardless if another protest is filed), and perform other duties in support of these rules and in the interest of a fair and equitable competition. Disqualification of an entry, or other administrative action, must receive at least a simple majority vote among the Show Marshals to be upheld. The Grand Marshal shall only vote in the event of a tie among the other Marshals. 8). Entry Serial Numbers. The serial number of the entry must be entered on the registration form. In the event the entry does not have a unique serial number, a unique serial tag will be provided by the show management. This tag must be affixed to the entry, in a place so described at the time of issue, for the entire course of the competition (from the opening of voting, to dismissal of banquet). Serial numbers may be randomly-verified by Show Marshals throughout the day, and will be confirmed prior to any award being granted. 9). Replacement of Entry Tags. Entry tags, once issued, are nontransferable, and should be treated like cash, as an entry tag which is lost or stolen, cannot be re-issued. This is in the interest of maintaining honest balloting (preventing two bikes from having the same number, and being double-voted). If an entry tag is damaged before voting closes, it may be replaced or repaired by show management (at their sole discretion) if the ENTIRE (all pieces) of the tag is presented at the administration tent, and its validity is approved by two or more Show Marshals. 10). Show Property. Entry Tags, Ballots, Serial Tags, and other materials issued by Show Management for participating in the competition shall remain the property of show management until 10:00PM June 20, 2009, or until the banquet is adjourned, whichever is later. As such, these materials may be revoked or modified, at the sole discretion of Show Management. 11). Entry Categories. The following entry categories shall be open in the 2009 show: i. Categories for Entry Best 70 s 20 Race Bike Best 80 s 20 Race Bike Best Freestyle Bike Best Cruiser (over-20 complete bike) Best Retro Bike (Any Size) Best Pit Bike (under 20 ) Best Mini Complete Bike Best Custom Bike Best Survivor Bike Open Class Winner
A. General Rules Governing Entries (continued) 10). Entry Classifications (continued). ii. Definitions and Specifications a). A Bike (or Complete Bike ) means a complete bicycle, with all parts and functionality required to be ridden as intended by the manufacturer. This may be a manufacturer-built complete bike, or an end-user sourced and assembled bicycle. For security reasons, tires may be deflated and mounting hardware fitted to show-tight (loose) tension, at the discretion of the entrant. b). All entries, except those in the open or custom classes, must be comprised of frame, fork and components which are substantially dated to the era in which the bike is entered (in all cases pre-1990). c). Substantially Dated means that all, except ancillary, components (including, but not limited to decals, inner tubes, mounting hardware and other hardware not possible to date) of a given entry should be manufactured in the era for which the entry is categorized. d). A protest for misclassification may be lodged if more than two major components of an entry (Frame, Fork, Wheels, Cranks, Handlebars, Stem, Pedals), or four or more secondary components of an entry are not deemed, by the person lodging the protest, to be era-correct. Protests must contain multi-source, documentary evidence to be considered for action by the Show Marshals. e). A Prototype is an initial, manufacturer s proof of a bike, or component thereof, which may or may not have reached mass production. Prototypes may be entered in the class which represents the specific era of manufacture for that entry, or in the Open class. An entry is deemed a prototype if its frame and/or fork meets the above description. f). A Custom Bike is any entry which is a complete bike (as defined in (a) of this section), and 1). has been modified or altered to take on an appearance or functionality other than that for which it was manufactured or; 2). Was built, in full or in part, as a previously-unmanufactured concept by an individual, custom build shop or other entity. A bike is not deemed custom if the nude (no paint, no decals) appearance of the entry would not be altered from comparable mass production models. The requirement for the Custom Class is generally centered around the frame and fork of a given entry, however the Show Marshals can adjudge an entry a Custom (or disqualify it for such cause) if the frame and/or fork, and more than three additional major components (Wheels, Cranks, Handlebars, Stem, Pedals) are custom built, as defined in this section. g). A survivor is a bike (as defined in (a) of this section), which is greater than 25 years old, and is in unrestored condition. The term survivor should be interpreted as found, and displayed as found. This classification has more latitude for interpretation by voters (and less credence shall be given to protests), considering the broad spectrum of what a survivor is, or could be. For guidance to entrants, however, a survivor is not built. It is found, then, perhaps cleaned up for the show, then displayed. The voter base will largely be the judge of whether or not your entry is a true survivor. Strictly speaking, a bike does not have to be a dusty, rusty mess in order to be deemed a survivor. However, if you just found it in a box, in pristine condition, you d probably want to enter it in the era-correct category for the unit (remember: only one category per entry).

The Open Class is intended for entries which are, for one reason or another, non-conforming to one of the other nine categories. Any bike, or group of components (known as LTABS, for Less Than A Bike ), may be entered providing they are intended to be used in a BMX racing or freestyle setting. LTABS must be entered and displayed as a group, and must contain at least six pieces in order to be permitted to enter. A serial tag will be issued to LTABS, which must be placed on the display case used to display the entry. Entrants are allowed up to three Open Class entries free of charge. Additional entries are $5ea, if entered prior to Saturday, and $10 if entered on Saturday (due to the broad nature of the entries allowed). Given the nature of the Open class, there will be no protests allowed on entries. i). Reproduction Parts are permitted on entries if there are no more than two components which are reproductions of previously-mass-produced, era-correct parts (items which have more than one piece to make a set, e.g. pedals, shall be judged as one component). Decals shall not be judged in determining reproduction parts content. Such judging shall only be done in the event of a legitimate protest, as outlined in section D. Voters will, undoubtedly, ask and evaluate an entry s worth based on its content of original or reproduction parts. B. General Rules Governing Ballots and Voting 1). Who Can Vote. Banquet ticket holders, vendors, event sponsors, registered attendees and entrants may all participate in the voting. An official ballot may be picked up at the registration tent on Saturday morning between 7AM and 11AM. One ballot maximum, per person will be permitted, and will require a credential in order to receive one. Those voting must be over 18yrs of age and present a valid photo ID when picking up their ballot. Ballots are numbered and will be tied to a given person s credential ID number. Specific voting choices of individuals will remain anonymous unless fraud is detected. 2). Lost Ballots. Ballots should be treated like cash, as that they cannot be replaced if lost or stolen. 3). Voting Hours. Voting for the 2009 show will be open from 9:30AM-2:30PM on Saturday, June 20. No ballots will be accepted before or after these times. 4). Ballot Construction. Only official, original ballots, issued by show management will be accepted and counted. Each ballot will have the title of all 10 categories, and a space where the voter can write the entry number s/he wishes to vote for. Classes and their respective places on the ballot will be colorcoded for easy recall by the voter (see Color-Codes in this section for specifics). A separate Best In Brand ballot may be provided, if such awards are to be granted. Each voter shall vote one ballot (or set of ballots, in the case of a Best in Brand), their own, and deposit it in the ballot box at the Administration Tent at-or-prior-to 2:30 Saturday. Ballots deemed altered, tampered with, counterfeit or otherwise not legitimate shall not be counted. 5). Tie-Breaking in General Class Voting. In the event there is a tie for first place in any category, the Show Marshals will vote to determine the winner, with the Grand Marshal voting if there is a tie among Marshals. Ties will not be broken for second and third places and will be co-awarded if they arise.
B. General Rules Governing Ballots and Voting (continued) 5). Determining a Winner. Regular class (and Best in Brand, if applicable), winners are determined by the entry receiving the majority of votes among accepted ballots cast. Incomplete ballots will be counted only for the selections made (if someone only votes for Open Class Winner, their ballot is only counted for the vote actually cast. It is not, however, invalidated for being incomplete). 6). Best In Show Voting. The Best In Show category is a special category reserved for the winners of the 10 main classes (Best In Brand winners, if any, are not counted in the running for Best In Show). i. Determining the Field For Best In Show voting. The winners of the 10 main categories will be announced at the track, at or about 4PM on Saturday. Winners will, at that time, be given a GOLD tag (lettered A-J) which they will hang on their bike at the Banquet. In order to be considered for Best In Show voting, a candidate bike must be displayed at the banquet. ii. Who can Vote For Best In Show. Only Banquet ticket holders over the age of 18 may vote for Best In Show. Best In Show ballots will be issued upon check-in at the banquet (photo ID is required for check-in and to receive ballot). iii. Replacement of Lost Best In Show ballots. An equal number of Best In Show ballots to banquet tickets sold will be printed. Thus, you should treat your Best In Show ballot as cash, in that it cannot be replaced if lost or stolen. iv. Determining a Winner in Best In Show Voting. The Best in Show winner is determined by tabulating all the legitimate and official ballots so cast at the banquet. The entry with the largest number of votes will be declared the Best In Show winner. v. Tie-Breaking in Best-In-Show Voting. In the event there is a tie for best in show, the top three winners of the 10 classes who are in attendance will use a special ballot they will have been given earlier in the day, to vote between the tying entries (the entry with the most votes wins). Only ballots present at the place and time of the tie-breaking voting (if necessary) will be counted. A tie following a vote by the top three finishers will be broken by the Show Marshals. A tie among the Show Marshals shall be broken by the Grand Marshal, or co-awarded (at his sole discretion). vi. Provisional Award. In the event the winner of the Best In Show Award has a protest lodged against it which cannot, or has not been resolved by the time of the Best In Show announcement, both the Best in Show, and the Runner up for Best In Show will be called to the podium. The Best In Show award will be presented provisionally to the winner, with the public statement that, in the event the protest is upheld, the runner up so displayed will be the ultimate Best In Show winner. vii. Marshals Decision Final. The decision(s) of the Show Marshals, with respect to Best In Show voting, or the Best In Show Award is final.
B. General Rules Governing Ballots and Voting (continued) 7). Ballot and Entry Tag Color-Codes. Entry tags for each class will be color-coded in order to reduce confusion on the part of voters as to which Bike is supposed to be voted for which group. The color codes for entry tags and their corresponding spot on the ballot are as follows: Blue Tag - Best 70 s 20 Race Bike - Entry numbers 001-099 Green Tag - Best 80 s 20 Race Bike - Entry numbers 100-199 Yellow Tag - Best Freestyle Bike - Entry numbers 200-299 Peach Tag - Best Cruiser (over-20 complete bike) - Entry numbers 300-399 Lime Tag - Best Retro Bike (Any Size) - Entry numbers 400-499 Purple Tag - Best Pit Bike (under 20 ) - Entry numbers 500-599 Cream Tag - Best Mini Complete Bike - Entry numbers 600-699 Grey Tag - Best Custom Bike - Entry numbers 700-799 Brown Tag - Best Survivor Bike - Entry numbers 800-899 Pink Tag - Open Class Winner - Entry numbers 900-999 Gold Tag - Best In Show - Entry Numbers A-J In the event there are more than 99 entries in a given category, a four-digit number will be used starting with the leading number of that category s series (example: the 101st entry in the Open Class will be 9100). For the 001-099 series, the 100th-and-above entries will be X100-X999. C. General Rules Governing Vending and Display Space 1). Definition of a Vendor. A vendor is someone who has brought to the show location, an amount of product to be offered for sale to attendees of the show. Such product can be new or used in nature. Attendees bringing small amounts of personal product for sale (under 15 items, including any backstock ) are not considered vendors and thus not required to pay a vendor fee. In the event the Show Marshals determine that an exhibitor is, in fact, selling more than a small amount of personal product (and has not paid for a vendor permit), the space in question must suspend selling items at once (vendor certificates cannot be purchased on site). Failure to do so will result in expulsion from the show and possibly the track grounds. Official vendors must display an Official Vendor certificate issued by show management, and staked to their space. 2). Vendor Fees. The fee for vending at the 2009 show is $50 for the first 10X10 space and $50 for each additional 10x10 space (to a maximum of 20x20). The Vendor is solely responsible for the payment of any/ all sales, income, use or excise taxes arising out of selling goods at the show. Vendor slots must be finalized no later than June 1, 2009. No vendor slots can be added or reserved on event day. 3). Pre-Assigned Display Spaces. A regular display space is 10 x 10. Attendees are asked to try to limit their use to one space, but VintageBMX.com Site Supporters may request an additional (non-vending) space if needed and available. Spaces will be open to selection, and will be available to the following groups, in order: Event Sponsors Paying Vendors Site Supporters Banquet Ticket Holders Others
C. General Rules Governing Vending and Display Space (continued) 4). Friday Night Swap Meet. The Friday Night Swap Meet is somewhat of a tradition among the VBMX community. As such, the restrictions on vending will be relaxed for Friday night, providing your product-forsale does not spill outside your assigned space, or grossly exceed the personal product for sale provision stated in section 1. If your area is deemed unsafe, or goes beyond the reaches of personal product intended for incidental sale and trade, you will be asked by the show organizer to limit your display so it falls within the provisions of this section. 4). Disregard of Assigned Spaces. Attendees squatting or otherwise disregarding the space boundaries or assignments set up by show organizers will be asked to leave the event, with no refund given for any fees or other monies paid to show organizers. 5). Method of Selection. A map of the show area is being developed, marking off all the spaces into 10x10 parcels. Groups selecting their area. The actual method of selecting a space within a given group will be discussed in further detail once the selection date is near. 6). Decision of Show Organizers and Show Marshals Final. The decision(s) of Show Management and/or Show Marshals, with respect to site selection or day-of dispute relating to same, is final. 7). Tear Down and Trash Collection. As a member of the community, we ask that you please clean up your area upon breaking down Saturday Afternoon, placing trash near the official trash receptacles for the facility. It is going to be a very compact amount of time between 4PM and banquet time, and we are counting on your assistance in getting the space cleared to such a degree we will be invited back in future years. 8). Set-Up Time at the Track. The official time for setting up at the track (setting up your tent in your pre-assigned space and other preparations) is 4:30PM on Thursday, June 18. You should check in at the VintageBMX Hospitality Suite at the ClockTower Resort prior to that, if possible. People arriving prior to 4:30PM Thursday will not be allowed to set up until the appointed time, unless special arrangements have been made in advance (and in no case before Noon on Thursday). Other set-up times will be included in the official schedule. D. Document Not Final This document is substantially complete, but the section on Protest Rules is forthcoming. The final version of this document (barring any unexpected, incidental changes leading up to the date of the event) will be released on June 1, 2009.
