Opening of the session (Agenda item 1) 1. The twenty-third session of the Conference of the Parties (COP), convened pursuant to Article 7, paragraph 4, of the Convention, was opened at the United Nations Climate Change Conference in Bonn, Germany, on 6 November 2017 by Mr. Salaheddine Mezouar (Morocco), President of COP 22. 1 Mr. Mezouar delivered an opening statement. 2. The opening included statements made by the Executive Secretary of the UNFCCC, Ms. Patricia Espinosa, the Secretary-General of the World Meteorological Organization, Mr. Peteri Taalas, the Chair of the Intergovernmental Panel on Climate Change, Mr. Hoesung Lee, the Minister for the Environment, Nature, Conservation, Building and Nuclear Safety of Germany, Ms. Barbara Hendricks, and the Mayor of the city of Bonn, Mr. Ashok-Alexander Sridharan. 2 II. Organizational matters (Agenda item 2) 1 COP 23 was held in conjunction with the thirteenth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP) and the second part of the first session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA). The proceedings of the CMP and the CMA are contained in separate reports. The proceedings of the joint meetings of the COP, the CMP and the CMA convened during the sessions are reproduced in all three reports. 2 Available at https://cop23.unfccc.int/cop23/opening-statements. A. Election of the President of the Conference of the Parties at its twentythird session (Agenda sub-item 2) 3. At the 1 st meeting of the COP, 3 on 6 November, the President of COP 22, Mr. Mezouar, recalled that, in accordance with rule 22, paragraph 1, of the draft rules of procedure being applied, the office of President of the COP is subject to rotation among the five regional groups. He informed Parties that it was the turn of the Asia-Pacific States and that a nomination had been received from the group indicating that Mr. Frank Bainimarama, the Prime Minister of Fiji, would serve as President. Following his proposal, the COP elected by acclamation Mr. Bainimarama as its President. A statement was made by the newly elected President. 4 B. Adoption of the rules of procedure (Agenda sub-item 2) C. Adoption of the agenda (Agenda sub-item 2(c)) 4. At its 1 st meeting, the COP considered a note by the Executive Secretary containing the provisional agenda and annotations as well as the supplementary provisional agenda. 5 The provisional agenda and the supplementary provisional agenda were prepared by the Executive Secretary in agreement with the President of COP 22, in accordance with rule 9 and rule 12 of the draft rules of procedure being applied. 5. The supplementary provisional agenda was issued in response to two separate requests. The first request was from the Islamic Republic of Iran on behalf of the Likeminded Developing Countries, which requested the inclusion of an agenda item entitled Accelerating the implementation of the pre-2020 commitments and actions and increasing the pre-2020 ambition in accordance with paragraphs 3 and 4 of decision 1/CP.19. In accordance with rule 12 of the draft rules of procedure being applied, and in agreement with the President of COP 22, the item was included on the supplementary provisional agenda as item 5. 6. The second request was received from the Democratic Republic of the Congo, endorsed by Mozambique, which requested the inclusion of an agenda sub-item entitled Gateway to encourage, measure, report, verify and account for greater ambition from corporate entities, investors, regions, states/provinces, cities and civil society organizations. In accordance with rule 12 of the draft rules of procedure being applied, and in agreement with the President of COP 22, the sub-item was included on the supplementary provisional agenda as sub-item 21. 7. The President of the COP 23 proposed that the agenda be adopted as contained in document FCCC/CP/2017/1/Add.2, with the exception of items 5 and 21, which would be subject to consultations. He also proposed that items 6 6 and 10 be held in abeyance. 8. Following the proposal of the President, the COP adopted the agenda as follows: 1. Opening of the session. 2. It was included on the provisional agenda for the session in accordance with rule 16 of the draft rules of procedure being applied. 3

High-level segment: 20. Other matters. Statements by Parties; Statements by observer organizations. 21. Conclusion of the session: Adoption of the draft report of the Conference of the Parties on its twenty-third session; Closure of the session. 9. The President noted that he had held consultations in relation to the inclusion of the provisional agenda items 5 and 21 but that there was no consensus on their inclusion. Accordingly, the President of COP 23 proposed that the President of COP 22 undertake further consultations on each issue on his behalf and to report back to the COP on the outcome of the consultations. 10. Regarding the request made by Turkey at COP 22 to seek access to support from the Green Climate Fund and the Climate Technology Centre and Network under the Paris Agreement for Parties whose special circumstances are recognized by the COP, the President of COP 23 informed the COP that the consultations convened by the President of COP 22 during the intersessional period did not result in any conclusion. The President also noted that he had requested Mr. Jochen Flasbarth, State Secretary in the Ministry for Environment, Nature Conservation, Building and Nuclear Safety of Germany, to continue undertaking consultations on his behalf and to report back to him on the outcome. 11. At the 1 st meeting, statements were made by five Parties, including one on behalf of the Environmental Integrity Group. 4

D. Election of officers other than the President (Agenda sub-item 2(d)) E. Admission of organizations as observers (Agenda sub-item 2(e)) 12. At its 1 st meeting, the COP considered a note by the secretariat on the admission of organizations as observers, 9 which lists the 6 intergovernmental organizations and 132 nongovernmental organizations that had applied to be admitted as observers. In accordance with the recommendation of the Bureau, and on a proposal by the President, the COP admitted the organizations listed in the above-mentioned note by the secretariat. F. Organization of work, including for the sessions of the subsidiary bodies (Agenda sub-item 2(f)) 13. At the 1 st meeting, the President referred the COP to the annotations to the provisional agenda. 10 He noted that the subsidiary bodies would develop draft decisions and conclusions for consideration by the COP. He also noted that the Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation would hold the first part of their closing on 14 November 2017 and officially close on 15 November 2017, and that the Ad Hoc Working Group on the Paris Agreement (APA) would conclude the fourth part of its first session on the morning of 15 November. He underlined that it would not be possible to extend the sessions of the subsidiary bodies. 14. Also at the 1 st meeting, the President recalled that the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP), by decision 2/CMP.12, had invited the COP to bring to the attention of the APA the information provided by the Adaptation Fund Board on the added value of the Adaptation Fund for the operationalization of the Paris Agreement. 16. The President drew the attention of Parties to the recommendation from APA 1.3 11 that the COP may wish to address the need for procedural clarity with regard to the draft decision for consideration and adoption at the first session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA) on the matter referred to in paragraph 28(c)(ii) of the report on APA 1.3. On a proposal by the President, the COP agreed that the APA should include the information contained in document FCCC/KP/CMP/2016/2, addendum to annex I, in its deliberations. 17. At the same meeting, representatives of five Parties made statements. 18. At the joint 2 nd meeting of the COP, 2 nd meeting of the CMP and 9 th meeting of the CMA, on 6 November, general statements were made by representatives of Ecuador (on behalf of the Group of 77 and China), Estonia (on behalf of the European Union and its 28 member States), Switzerland (on behalf of the Environmental Integrity Group), Australia (on behalf of the Umbrella Group), Maldives (on behalf of the Alliance of Small Island States), Ethiopia (on behalf of the least developed countries), Mali (on behalf of the African Group), the Democratic Republic of the Congo (on behalf of the Coalition for Rainforest Nations), the Islamic Republic of Iran (on behalf of the Like-minded Developing Countries), Peru (on behalf of the Independent Association for Latin America and the Caribbean), Dominica (on behalf of the Bolivarian Alliance for the Peoples of Our America), Brazil (on behalf of Brazil, China, India and South Africa) and Saudi Arabia (on behalf of the Arab Group), and a representative of two Parties made a statement. III. Agenda items 2(g) to 19 IV. Other matters (Agenda item 20) 19. This agenda item was taken up at the 3 rd meeting. No other matters were raised by Parties. V. Conclusion of the session (Agenda item 21) 20. At its XX th meeting, on XX November, the COP considered the draft report on its twenty-third session and, on a proposal by the President, authorized the Rapporteur to complete the report on the session under the guidance of the President and with the assistance of the secretariat. 11 FCCC/APA/2017/2, paragraph 30. 6
