RESOLVED, that the re-appointment of Aimee L. Wickless by the Corporation Counsel as the Assistant Corporation Counsel of the City of Norwich be and the same is hereby approved.

WHEREAS, the Council of the City of Norwich has appointed Michael E. Driscoll of the firm of Brown Jacobson PC as Corporation Counsel for the City of Norwich; and WHEREAS, the Council has appointed Attorney Aimee L. Wickless of Brown Jacobson PC as Assistant Corporation Counsel; and WHEREAS, the Council has considered the needs of the City for legal advice, the nature and complexity of litigation and administrative matters currently underway and likely to occur in the future, the need for representation in the multiple areas of legal and administrative matters, and the cost and quality of legal services now being provided, NOW THEREFORE BE IT RESOLVED, BY THE COUNCIL OF THE CITY OF NORWICH that the following attorneys from Brown Jacobson PC may assist Attorney Driscoll and Attorney Wickless in carrying out their duties: Michael D. Fasi, Bond Counsel, Attorneys Eileen Duggan, Hinda Kimmel, and David Ryan, Special Labor Counsel, Attorney Saranne Murray, for Board of Education matters, and Such other attorneys as may be retained if the Corporation Counsel has a conflict or requires special assistance.

WHEREAS, the City Manager Alan H. Bergren has recommended the following re-appointments to the Public Parking Commission; Re-appointed as regular members of the Public Parking Commission for a term to expire on 12/31/15 or until a successor is appointed: Sean Ryan (D) Olive Buddington (D) Jeffery Lord (U) NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Norwich hereby approves the re-appointments of the above named to the Public Parking Commission.

BE IT RESOLVED that the below named be re-appointed as regular members of the Board of Assessment Appeals with a term to expire on June 1, 2014 or until a successor is appointed: Democles Angelopoulos (D) Les B. WHEREAS, the City Manager Alan H. Bergren has re-appointed as regular members to the Zoning Board of Appeals for a term to expire on 2/28/15 or until a successor is appointed; Joseph Jacaruso (D) WHEREAS, the City Manager Alan H. Bergren has re-appointed as alternate members to the Zoning Board of Appeals for a term to expire on 2/28/15 or until a successor is appointed; Peter Cuprak (R) Joseph East (D) NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Norwich hereby acknowledges the reappointment of the above named to the Zoning Board of Appeals.

WHEREAS, the City Manager Alan H. Bergren has recommended the following appointment to the Redevelopment Agency; Appointed as a regular member of the Redevelopment Agency to fill the remaining portion of the term resigned by Timothy Smith, to expire on 2/28/14 or until a successor is appointed: H. Tucker Braddock Jr. (D) NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Norwich hereby approves the appointment of the above named to the Redevelopment Agency.

WHEREAS, the Council of the City of Norwich by resolution adopted April 5, 1971 designated NCDC as the development agency of the City of Norwich for the purpose of exercising the powers granted by Chapter 132 of the Connecticut General Statutes; and WHEREAS, NCDC has been serving as the development agency of the City of Norwich since April 5, 1971; and WHEREAS, on November 18, 2013 the Council of the City of Norwich adopted a resolution directing City Manager Alan H. Bergren and Comptroller Josh Pothier, with the assistance of the Corporation Counsel and Attorney Joseph Fasi, to review and consider the use of tax incremental financing for a proposed project at 154 Salem Turnpike in Norwich, Connecticut which review is ongoing; and WHEREAS, should the Council of the City of Norwich, at the completion of this review and after its own further consideration, choose to utilize tax incremental financing in support of this project the involvement of the Norwich Community Development Corporation exercising its power as the development agency of the City of Norwich will be of assistance to the Council. NOW THEREFORE BE IT RESOLVED, BY THE COUNCIL OF THE CITY OF NORWICH that in such instance the Norwich Community Development Corporation be and hereby is appointed the development agency as required for this project, the appointment to become effective for this project at such time as the Council adopts a resolution to proceed further on this project.

WHEREAS, Chapter V, Section 4 of the Charter of the City of Norwich provides: the Council shall meet regularly on the first Monday of each month at 7:30 p.m. The Council may, by resolution, establish additional regular meeting dates. ; and WHEREAS, the Council by resolution adopted March 5, 1984, and reaffirmed on May 20, 2002, set the third Monday of each month as an additional regular meeting date, such additional meeting date in any month subject to cancellation by the Council if determined to be unnecessary; and WHEREAS, the Council of the City of Norwich by resolution adopted December 7, 2009 affirmed the resolution of prior councils establishing the third Monday of each month as a day for a regular meeting of the Council pursuant to the provisions of Chapter V, Section 4 of the Charter of the City of Norwich and set the time for the commencement of meetings on the third Monday of each month to be 7:30 p.m.; and WHEREAS, this Council would prefer to start meetings on the third Monday of the month at an earlier time, NOW THEREFORE BE IT RESOLVED, BY THE COUNCIL OF THE CITY OF NORWICH that it affirms the resolutions of prior councils establishing the third Monday of each month to be a day on which a regular meeting of the Council of the City of Norwich will be held pursuant to the provisions of Chapter V, Section 4 of the Charter of the City of Norwich; and whenever the third Monday of the month shall be a legal holiday, the meeting of the Council of the City of Norwich shall be held on the Tuesday immediately following the third Monday of the month which shall be a regular meeting of the Council of the City of Norwich; and that all such meetings, whether held on the third Monday of the month or the Tuesday following the third Monday of the month, shall commence at 6:30 p.m.

AND BE IT FURTHER RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH that the first order of business at such additional regular meetings shall be citizen comment on non-agenda items of concern to the city and within the direct purview of the City Council; any individual speaker be allotted a time of three (3) minutes to speak and, any speaker attempting to speak for more than three (3) minutes without leave of Council shall be deemed to be out of order; that a total time of thirty (30) minutes, without further leave of the Council, be allotted to this period of citizen comment; and that this period of citizen comment shall be in addition to such other citizen comment permitted at meetings of the Council of the City of Norwich for public hearings, or addressing items on the agenda, or pursuant to Section XXI of the Rules of Procedure of the Norwich City Council.
