The 35 th Council Meeting was called to order at 14:00 hrs ADOPTION OF AGENDA 1. Address by the President 2. Adjournment 1.0 ADDRESS BY THE PRESIDENT Dear Past Presidents, Mr Pengiran Matusin, Senior Vice President Dr Wicha Jiwalai, Vice President Ibu Diah Kirana Kresnawati and fellow council members, members of Asean Flag, fellow observer, welcome to the 35 th Asean Flag Council Meeting in Bali, Indonesia inconjunction of the 10 th South East Asia Survey Congress. Bali is a very beautiful place and hope all of the delegates will enjoyed staying in Bali. 2.0 CONFIRMATION OF THE MINUTES OF 34 TH COUNCIL MEETING The Minutes of the 34th Council meeting held on 14th May 2009 at Pu er City, China was confirmed on the proposal of Imm. Past President, Pengiran Matusin Matasan and seconded by Tuan Haji Saharuddin bin Saat. 3.0 MATTERS ARISING 3.1 COMPILATION OF DIRECTORY FOR PROFESSIONAL SERVICES PROVIDERS The President informed that till now no countries contacted the Secretariat to update on the Directory. Meanwhile the Directory was parked in the AFLAG website. 3.2 NEWSLETTER The President informed that the FLAG 1 st issued Newsletter will be launch today. Thank you very much to Pengiran Matusin and Gerry Ong for putting so much effort on it. Next challenged is to keep the Newsletter alive and the permanent committee should be setup. Page 2 of 11

The Council agreed that Pengiran Matusin to continued handling the newsletter with the help by Mr Gerry Ong Pengiran Matusin proposed that the newsletter will be posted in the website and email. For the advertisement on the newsletter the Councils agreed that the charged will be ; Hard Copy newsletter will be USD1,200/- (per issue) full page USD 800/- (per issue) half page USD 500/- (per issue) quarter page Advertisement at the AFLAG website charged will be ; USD 500/- top banner for front page USD 300/- side banner 3.3 ASEAN FLAG WEBSITE The President informed that the committee of website has revamp the Asean Flag website and already launched it in Pu er China. The website address is http:www.aseanflag.com/- and the email address is info@aseanflag.org 4.0 APPROVAL OF NEW MEMBERSHIP application The Honorary Secretary General tabled the Membership application received from Ukur Perkasa Sdn Bhd, Malaysia as Corporate Member and Badan Pertahanan Nasiaonal (The National Land Agency), Indonesia as Institutional Member. The application was unanimously approved and the meeting welcome Ukur Perkasa Sdn Bhd and The National Land Agency into the organisation. & Secretariat The Certificate of Membership would be issued at the 37 th Council Meeting. 5.0 REPORT BY THE HONORARY SECRETARY GENERAL The Hon. Sec. The President thanked the Honorary Secretary for his report. 6.0 FINANCIAL REPORT BY THE HONORARY TREASURER GENERAL 6.1 FINANCIAL REPORT FOR THE MONTH OF MAY AUGUST 2009 The President invited the Treasurer to present the account of ASEAN FLAG for the period May to August 2009. The Treasurer directed the meeting to the Income Statement for May to August 2009. The Net Profit/ (loss) is RM(6,136.51) this is because from the expenses. Page 5 of 11

The Fixed Deposits with Public Bank Berhad as at 4 th RM63,330.08 and the interest earned is RM2,182.02. August 2009 amounting The Council approved and confirmed the accounts of AFLAG with Tn Hj Mohd Zaid Abdullah proposing and Mr Sugeng Prijadi seconding the motion. The President thanked the Honorary Treasurer for his presentation and opened it to the Meeting for discussion. 6.2 SUBSCRIPTION IN ARREARS It is proposed that all corporate members with outstanding subscription for three years be expunged from the Federations membership record. Terminated members may re-apply for membership but subject to repayment of previous amount outstanding. 7.0 REPORT BY THE NATIONAL REPRESENTATIVES Mr President suggested that country report should not be reported on every meeting. It can be reported once a year or if there is any issue to highlighted by the country. The Councils agreed with the suggestion. 7.1 REPORT FROM CHINA Speech by Ms Gao Chonghua Director, Consulting Department of Yunnan Association for Surveying & Mapping representing Mr. Lai Yongliang, vice president of Yunnan Association for Surveying and Technology Dear former President Mr. Matusin, Mr. President See Seng Guan, and all councilors, Ladies and Gentlemen, Good afternoon everyone. I m so glad to attend this meeting representing Mr. Lai Yongliang, the vice President of YAST. YAST, the leading organization of all associations and institutes in Yunnan, has cooperated with ASEAN FLAG for a long time, which always makes great achievements. However, there is something beyond our ability. Please accept our apology. On 12 th April 2006, Mr. Yang Jundong accepted the Authorization of Hosting the 11 th SEASC in Kunming in 2011 from former President, Mr. Matusin. Later, considering the reality of China, handling with the folk academic conference is the main work of YAST, while YBSM (Yunnan Bureau for Surveying and Mapping) is unsuitable to hold folk conferences as government organization. With application of Mr. Yang Jundong, the authorization was changed to Mr. Lai Yongliang on 12 th March in the 33 rd Council Meeting in Cambodia. Even though, we are so sorry that we were failed to get the consent of hosting the conference in Kunming from our government. In view of this we have to apply for canceling the Authorization and handover it to others. I apologize sincerely for the troubles and inconvenience to Council. Please forgive us for this. YAST will assist YASM to cooperate with ASEAN FLAG for our mutual benefit. We are failed to host the 11 th SEASC in Kunming, but we are still welcoming other meeting of ASEAN FLAG would be held in Kunming or other cities of Yunnan Province. We will spare no effort as we always do to host them successfully. The works YASM did with the Consulting Department of YAST since the 34 th Council Meeting in Pu er will be reported by Ms. Wang Hong who is representing Mr. Yang Page 6 of 11

Jundong. MATTERS DISCUSSED At last, sincerely wish the 10 th SEASC and the 6 th Biennial General Meeting a complete success. YASM and the Consulting Department of YAST will dedicate to the development of ASEAN FLAG in the future with the lead of the new round of Council. Thank you. The Speech by Mr Yang Jundong Council Member, ASEAN FLAG Director General, Yunnan Bureau for Surveying and Mapping,China President, Yunnan Association for Surveying and Mapping, China Dear former President Mr. Matusin, Mr. President See Seng Guan, and all councilors, Ladies and Gentlemen, Good afternoon everyone. First congratulate the 10 th SEASC will be held in Bali the Ultimate Island Indonesia, and the 35 th Council Meeting, the 6 th Biennial General Meeting and the 36 th Council Meeting of ASEAN FLAG are held concurrently. This distinguished gala will get more achievements. It is pity I cannot attend in the gala, but I always pay close attention to it, always care about it as well. Today Ms. Wang Hong will attend the congress on behalf of YASM and me. She is a female experts in Yunnan specialized in surveying and mapping. She will be the fresh blood to ASEAN FLAG. Now I will give you a brief report about the works YASM did with the Consulting Department of YAST since the 34 th Council Meeting in Pu er and Ms. Wang Hong will make a speech on behalf of me. Ⅰ. The Application for Canceling Awarding to host the 11th SEASC About this Ms. Gao Chonghua, the director of Consulting Department of YAST has mentioned before, so I m not going to say more about it. I want to ask for your forgiveness, and try to do more to the development of ASEAN FLAG. Ⅱ. Actively supporting the 10 th SEASC held in Bali SEAS Congress is a flagship event of ASEAN FLAG. YASM is the corporate member, and I am the Council Member of it. We will spare no effort to support the 10 th SEASC. In July 2008 in the 21 st ISPRS Beijing, we assisted the National Coordinating Agency for Surveys and Mapping (BAKOSURTANAL) Indonesia to publicize the 10 th, and also offer the name list and other information of participants of 21 st ISPRS to BAKOSURTANAL. Now the going abroad in business is more and more complicated in China. However we still try our best to organize a delegation of six persons to Bali to participate in the Congress. Technology LTD are the local surveying instrument company in China. Both of them are introduced by YASM to ASEAN FLAG separately in April 2006 and May 2009. I m glad to see their attendance in technology exhibition of this congress to introduce China s local technology to the ASEAN and World. This congress is an important opportunity for us to communicate with others from other countries. YBSM takes the Project China (Yunnan Province) ---- Public Platform of Spatial Information for ASEAN Free Trade Area and South Asian Association for Regional Cooperation. Ms. Wang Hong and Liu Yunbi want geographic information and some country maps of ASEAN countries. We must appreciate if you can help us about this. Ms. Li Xiaohuan is also famous in Yunnan in the education of surveying and mapping. Hope to see more education cooperation between Yunnan and ASEAN countries. Mr. Xu Jizhong is your old friend, who is a liaison between YASM and ASEAN FLAG. I appreciate to nominate him as one of the Council Member of the new round Council in order to assist my job in the future. Ⅲ. Hosting the 5 th Land Surveying Academic Conference across-strait of China YASM cooperated with Kunming Metallurgy College hosted the5 th Land Surveying Academic Conference across-strait of China in Kunming from 1 st to 3 rd July 2009. More than 200 people from Taiwan, Hong Kong, Macao and Chinese mainland attended the conference. And 54 pieces of papers submitted to the conference. This conference held in Yunnan pushed the development of surveying & mapping and land technology. And strengthen the communicate among the National Chengchi University of Taiwan, the Hong Kong Institute of Surveyors, Macao Cartography and Cadastre Bureau and People s University of China. This Coprosperity Sphere must be a resource of ASEAN FLAG. Above is the main work we did after the 34 th Council Meeting in Pu er. All in all, we will do what we should do as usual. And make more contribution to ASEAN FLAG. Thank you. Through the Cooperation Agreement between the Governments of Thailand and French Republic, THEOS (Thailand Earth Observation System) Programme has been established. The members of the Land Surveyors Board, Singapore have completed their terms of office on 31.5.2009. The board awards 10 scholarships of S$2,000/- each on 22 July 2009 to Singapore Polytechnic final year students in the Diploma in Civil Engineering and Management. These students must have attended Geomatics and GIS Applications as a Common Module in their 2 nd year and Page 9 of 11

will take this Elective Module in their final year study. There are no other conditions to the scholarships. It is the board s intention to encourage civil engineering students to take up Land Surveying as a career after their graduation. Currently, the number person entering the profession has been declining and this is one of the steps taken by the board to develop interest in the Land Surveying Profession. 3. LSB and SISV conducted a joint seminar on 27.5.2009 on Share Values, Strata Survey and Encroachment for Consultants and Developers. This seminar was well attended and attracted a lot of interest from Surveyors, Consultants and Developers. LSB and SISV will hold more seminars to cater to other professionals as well with interest on Cadastral Surveys in the near future. The President thanked to Singapore for the report. 8.0 NOMINATIONFOR ELECITON OF PRESIDENT, HONARARY SECRETARY GENERAL, HONORARY TREASURER GENERAL AND ORDINARY COUNCIL MEMBERS The President informed that there were still key posts which had not received any nomination; post of President and Honorary Secretary General and Honorary Treasurer General. Mr Teo and Mr Gerry will play their part to invite Vietnam and Philippines to be in the Council Member. 9.0 ANY OTHER MATTERS 9.1 10 th SEASC The President informed that the Congress is on going and thanked all the council member who made the effort to attend the congress. 9.2 11 th SOUTH EAST ASIAN SURVEY CONGRESS The President informed the Councils that Malaysia will took over the event from China and it will be held in Kuala Lumpur Malaysia on 22 nd 24 th June 2011. The theme for the 11 th South East Asian Survey Congress is Connecting Communities 9.3 MUTUAL RECOGINATION AGREEMENT (MRA) The President informed that the MRA meeting suppose to be in Bali prior to this Council Meeting. President invited Mr Teo Chee Hai to give some report on MRA. Mr Teo Chee Hai informed that if the time permits after this Council meeting he will be chair the MRA meeting, if there is an issue from each of the council to look into and will considering it on next coming council meeting can be setup the MRA meeting. 10.0 DATE AND VENUE OF THE NEXT COUNCIL MEETING The President informed that the 36 th council meeting would be on 6 th August 2009, 12.00hrs at Orchard Room, The Westin Resort, Nusa Dua, Bali, Indonesia Secretariat 11.00 ADJOURNMENT There was no other matter to discuss, the meeting was adjourned at 18.00 hrs with a vote of thanks to the Chair.
