FESTUS CITY COUNCIL MEETING MINUTES October 24, 2018 7:00 p.m. The City Council of the City of Festus, Missouri met in regular session on October 24, 2018 at 7:00 p.m. The following Council members were present for roll call: Wehner, Venz, Cook, Boyer and Tinnin; Absent Gray, Wilkey and Underwood. Mayor Mike Cage presided over the meeting. Also present City Administrator Greg Camp, City Clerk Kerry Patek, Police Sgt. Cory Fitzsimmons, Fire Chief Kevin Cremer, Finance Director Pat Parsons, Park Supt. Larry Crites and City Attorney Melissa Vighi. Council, staff, etc. then said the Pledge of Allegiance. Minutes Minutes of the October 10, 2018 council meeting (open and closed) were presented for approval. Councilman Cook made a motion to approve the minutes, seconded by Councilman Venz. Motion carried unanimously. On a call by the chair, minutes of the council meeting were then approved. Warrants Mayor Cage reported warrants in the amount of $224,378.76. Councilman Cook made a motion to approve the warrants, seconded by Councilman Venz. Votes to approve the warrants were as follows: Ayes Tinnin, Venz, Boyer, Wehner, and Cook; Nays none. Bids Park Dept. 2018 Kawasaki Mule UTV Larry Crites requested approval to purchase a 2018 Kawasaki Mule UTV through the state bid at a price of $11,291 from Big St. Charles Motorsports. Councilman Tinnin made a motion to approve the purchase, seconded by Councilman Boyer. Motion was approved by the following votes: Ayes Boyer, Venz, Wehner, Tinnin and Cook; Nays none.

Police Dept. 911 System Upgrade Greg Camp stated the police department was requesting approval to purchase and install an upgraded 911 system. Greg stated this is a proprietary upgrade due to it being a system upgrade to existing equipment. Greg stated that due to some concessions and the ability to use our own mapping and NetClock systems we were able to get the price lowered from $175,000 to $136,833.23. Councilman Boyer made a motion to approve this purchase, seconded by Councilman Cook. Motion was approved by the following votes: Ayes Boyer, Venz, Wehner, Tinnin and Cook; Nays none. Visitors Jeramy Wilson and Holly Roth addressed the Council regarding brown water issues in their neighborhood. Mr. Wilson lives at 416 N. Adams and Mrs. Roth lives at 410 N. Adams. Mr. Wilson had a jar of brown water to show the Council. Council and staff discussed the issue with the residents and informed Mr. Wilson and Mrs. Roth that they would look into the matter and get back with them. Jeff Arp/MIRMA addressed the Council and presented a plaque to the police department for a grant award they received from MIRMA for $7,500. Correspondence - none Ordinances and Resolutions Bill No. 4485 - An Ordinance of the City Council of the City of Festus, MO.; Authorizing the Mayor to enter into and execute a contract for housing DeSoto inmates at the jail in the City of Festus, Missouri; incorporating said Agreement as a part of this Ordinance; and establishing an effective date. Mayor Cage called for discussion. Greg Camp gave a staff report. Councilman Cook made a motion to read Bill No. 4485 for a second time by title only. Motion was seconded by Councilman Wehner. Clerk Patek read Bill No. 4485 for the second time. Motion was approved by the following votes: Ayes Boyer, Tinnin, Cook, Venz and Wehner; Nays none. Mayor Cage declared Bill No. 4485 passed.

Bill No. 4486 - An Ordinance of the City Council of the City of Festus, MO.; Approving the Plat of Tanglewood Estates Plat Three Lot 28C ; and establishing an effective date. Mayor Cage called for discussion. Matt Clemens provided a written staff report. Councilman Cook made a motion to read Bill No. 4486 for a second time by title only. Motion was seconded by Councilman Venz. Clerk Patek read Bill No. 4486 for the second time. Motion was approved by the following votes: Ayes Boyer, Tinnin, Cook, Venz and Wehner; Nays none. Mayor Cage declared Bill No. 4486 passed. New Business Clerk Patek stated she needed approval for a request for a liquor license from Ajdin Aliu for the Smokehouse Tavern which will be opening back up. Clerk Patek stated that all paperwork was in order and Chief Lewis did a background check and approved the request. Councilman Wehner made a motion to approve the liquor license, seconded by Councilman Tinnin. Motion was approved unanimously. Old Business - none Reports City Administrator provided a written report which included the items listed below. Met with Festus schools Supt. Dr. Link Luttrell and Asst. Supt. Nathan Holder about the City s Chapter 100 proposal for the Hampton Inn Met with Bill Haag of Jacobs Engineering with Mayor Cage, Josh Whaley, Jim Tindall and Matt Clemens about the West lagoon closure Met with Tammy Fadler about the lease for Counseling Solutions at 406 W. Main St. Also discussed her development of the Festus Commons site Met with Dave Christensen and Sally Bartnett-Bothman of Cochran Engineering about the status of our Collins Drive project, the upcoming Third and Fifth St. projects and the Mill St. project and a renovation of the S. Second St. parking lot Councilman Cook asked Greg about the park user fees and stated he felt the school district should be paying more for field use. Greg stated that he did check around and that Festus is about in the middle as far as park use fees go. Larry Crites asked that if the City does change the user fees to do so prior to February because that is when they start booking the fields. Greg Camp also addressed rumors regarding the tennis court project that Councilman Cook and Councilman Tinnin expressed concern about.

Councilman Boyer Commended the street crew for their work on the Beffa Street sidewalk. Councilman Boyer suggested painting the numbers on the parking lot for vendors at next year s trash and treasure event. He stated there was some confusion about where to set up, parking, pickup, etc. Larry Crites explained why they set up that way and the issues they have with this event and that many vendors left debris for the City to clean up and dispose of. Councilman Venz Complimented the street department on street striping work. Councilman Cook Complimented the park department on getting rid of the geese and that the streets in the park were finally clean. Informed Council and Greg Camp and Mayor Cage that a group of people that feel the Chapter 100 will hurt the school may be coming before Council to discuss the issue. Councilman Wehner Stated he had recently attended a Tanglefoot Association meeting. Thanked the Park Dept. for the great job they do in the parks and for getting rid of the geese problem. Asked if a stencil could be used to paint on the bike/walking trail to remind people to use bags and to dispose of their pets waste in the park. Greg Camp stated there were already signs informing the public of this along with dog waste bags in the park. Stated that the Collins Dr. project was looking great. Larry Crites discussed different ideas for a dog park with Council. Sgt. Cory Fitzsimmons Stated that Alec Litzau was promoted to detective and now the detective bureau has three detectives. Fire Chief Kevin Cremer Stated that the ISO rating came in and we are still at a four (4). Stated the generator roof is complete and other projects are being bid out. Park Supt. Larry Crites Stated he placed the order with Little Tikes for the spiral slide. Stated that they have begun closing the restrooms for winter. Stated he would also be removing the nets at the tennis courts and pickleball courts for winter. Councilman Wehner asked if they could stay up longer and Larry replied that he could leave them up until around the second week of November depending on the weather. Larry stated that port-a-potties will be available in the park in winter. Clerk Patek stated that she had received election materials from the county and that opening day for filing would be December 11, 2018.

Finance Director Pat Parsons presented Council with her monthly sales tax report and stated that the sales tax numbers are still looking favorable. Mayor Cage stated the sidewalks on Collins Dr. are looking good. City Administrator Greg Camp asked Council about holding one meeting in December on the 19 th. Council agreed unanimously. Councilman Cook asked Greg Camp about an employee Christmas party. Greg stated he was looking into it. ADJOURNMENT Councilman Cook made a motion to adjourn, seconded by Councilman Boyer. On a call by the chair the motion carried unanimously.
