Goal 1: Goal 2: Goal 3: USD 407 will improve communication from the district to the internal and external publics by USD 407 will provide updated and safe facilities to meet the educational needs of students by USD 407 will increase the percentage of successful high school graduates from 73% to 90% by 51-057 CALL TO ORDER President Raeleen Reinhardt called the USD 407 Board of Education regular meeting to order at 5:00 p.m. in the board room at the Central Administration Office. Additional board members in attendance were Duane Adams, Andrea Krug Krauss, and Kevin Ochs. Matt Nichols was not present at the start of the meeting. Jon Quinday and Char Sohm were absent. Administrators in attendance included Superintendent Shelly Swayne, Andrew Dempewolf Principal of Simpson and Bickerdyke Elementary Schools, Angela Rinehart Director of Special Education, Donna Schmidt Principal of Russell High School, Gaylon Walter Principal of Ruppenthal Middle School, and Scott Nuss Activities Director at Russell High School and Ruppenthal Middle School. Jane Cline - Board Clerk was also in attendance. Guests in the audience signed an attendance roster. 51-058 CONSENT AGENDA A. Approval of Agenda B. Approval of Minutes 1. Matt Nichols arrived at 5:03 p.m. 51-059 PUBLIC COMMENTS Superintendent Swayne noted a letter was received from a Larned patron about the accessibility of the bleachers on the visitor s side of the football stadium. 51-060 CURRICULUM CORNER A. Reality U! - 8th and 10th grade life based learning Bailey Burgess, Career Counselor, along with students Jaelynne Seirer and Katee DePiesse shared their financial literacy experiences using the Reality U! program brought to the district through Dane G. Hansen grant funds. 51-061 ADMINISTRATIVE REPORTS A. President of the Board - No report was given. B. Superintendent/Curriculum Coordinator Ms. Swayne requested guidance in providing gifts to staff members for Christmas. Andrea Krug Krauss moved and Matt Nichols seconded a motion to give each staff member $25 in Chamber Bucks as a Christmas gift. Motion carried 5 0. Superintendent Swayne discussed cash flow procedures, the auditor request to expend Gift & Grant funds, and provided an update on establishing the district 403b. Duane Adams requested the patron from Larned receive a response from the district and asked Mr. Nuss to take a look at improving the matter brought to the board s attention. C. Building Principals Principals highlighted events taking place in their respective buildings and thanked staff members for their commitment on hosting special events and diligence in completing job duties. D. Special Education Director Angela Rinehart highlighted activities and professional development opportunities taking place in the special education arena. Andrea Krug Krauss requested additional information be provided following implementation of programs or strategies gained by visiting outside learning environments. E. Activities Director Mr. Nuss recognized cast and crew members involved with the musical production. FFA Greenhand awards were also shared.

Food Service Director Superintendent Swayne provided highlights of the recent Food Service on-site review which is performed every three years and noted a final report is forthcoming. 51-062 DISCUSSION/ACTION ITEMS A. Bond Discussion and Next Steps Mary Nuss, Russell County Clerk, was in attendance to discuss voting options for the upcoming bond election. Costs associated with a special election were shared along with voter turnout statistics. Andrea Krug Krauss moved and Matt Nichols seconded a motion to move forward with a mail ballot election tentatively for April 2, 2019. Motion carried 5 0. B. Ruppenthal Middle School Roof Project High Plains Roofing and Jim Dreiling Construction have ordered, measured, and are working to complete the roofing and masonry projects at RMS this fall. The total project bid was $101,001.87. No action was taken as it fell within the budget approved at the October meeting. C. Ruppenthal Middle School Rooftop Unit A rooftop unit which provides heat and air conditioning for the 6th grade wing classrooms and hall has failed. Replacement options from a single vendor were reviewed. Superintendent Swayne reported a second vendor will be competing for the business and submitting a bid. Kevin Ochs moved and Matt Nichols seconded a motion to pursue Option1: 11 seer, 10 ton rooftop unit and include the economizer if necessary with the best price between vendors. Motion carried 5 0. D. Donation of Property Acceptance of Deed The deed for the property located at 1202 N. Main was not available for acceptance. The discussion was tabled until the deed is received. E. Proactive Coaching Matt Nichols moved and Raeleen Reinhardt seconded a motion to schedule ProActive Coaching for January 7 th at 5:30 p.m. with a secondary date of January 28 th. Motion carried 5 0. F. Contract Revisions Second Reading Matt Nichols moved and Kevin Ochs seconded a motion to approve contract revisions following Kansas Association of School Board s (KASB) recommendations. Motion carried 5 0. G. Job Description District Head Custodian Matt Nichols moved and Kevin Ochs seconded a motion to approve the District Head Custodian job description as presented. Motion carried 5 0.

Pheasants Forever Trap Shooting Sponsorship The local chapter of Pheasants Forever has approached Russell High School about forming and sponsoring a Trap Shooting team at RHS. Duane Adams moved and Matt Nichols seconded a motion to allow Russell High School to start a trap shooting program under the sponsorship of Pheasants Forever. Motion carried 5 0. 51-063 PERSONNEL REVIEW At 6:08 p.m., Andrea Krug Krauss made a motion to enter executive session to discuss personnel review/evaluation of non-elected personnel pursuant to the Kansas Open Meetings Act (KOMA) for the protection of personnel reviews, with the open meeting resuming in the boardroom at 6:25 p.m. Matt Nichols seconded the motion. Motion carried 5 0. Shelly Open session resumed at 6:25 p.m. Matt Nichols made a motion to re-enter executive session to discuss personnel review/evaluation of non-elected personnel pursuant to the Kansas Open Meetings Act (KOMA) for the protection of personnel reviews, with the open meeting resuming in the boardroom at 6:40 p.m. Kevin Ochs seconded the motion.
