Members of the public who wish to address the Governing Board on an item may be granted permission to do so by completing an audience participation form and giving it to the Governing Board Secretary prior to the beginning of the meeting. During public participation, the Governing Board shall not hear personal complaints against school personnel or any other person connected with the District. Policies KE, KEB, and KEC are provided by the Governing Board for disposition of legitimate complaints, including those involving individuals. Governing Board members may listen but cannot enter into discussion. Depending upon the number of requests to address the Governing Board, time limitations may be imposed in order to facilitate accomplishing the business of the District in a timely manner. 5. Reports and Updates All reports and updates pertain to items of interest and concern which do not require Governing Board action. Building principals provide a written report to the Governing Board that is included in the agenda packet. B. Delegation of Authority to District Representative to Issue Preliminary Notices of Inadequate Classroom Performance to Certificated Staff Each year, the Governing Board is asked to delegate authority to a District representative to issue preliminary notices of inadequate classroom performance to certificated staff pursuant to A.R.S. 15-536(B), 15-538(A), and 15-539(C). Administration seeks Governing Board delegation of authority to Ms. Monica Sanders, Director of Human Resources, to issue preliminary notices of inadequate classroom performance to certificated staff for 2008-2009. *2. Finance A. Vouchers and/or Journal Entries Prior to ratification at each Governing Board meeting, Governing Board members review vouchers and/or journal entries. Vouchers represent orders for payment of material, equipment, salaries, and services. B. Gifts and Donations Ms. Pam Cays Ms. Pam Cays donated a treadmill to Westview High School for rehabilitation of injuries. *3. Purchasing A. Lease Purchase Agreement District-wide Copiers Administration seeks Governing Board approval to enter into a five-year lease agreement in an amount not to exceed $467,083.89, along with an annual maintenance agreement in the amount of $54,171.00, with Baystone Financial Group to purchase copiers for Tolleson Union, Westview, Copper Canyon, and La Joya Community High Schools, the Lighthouse Academy, CEA, and the District Office. Administration also seeks approval to purchase copiers from Konica Minolta in an amount of $118,269.00, along with an annual maintenance agreement in the amount of $14,640.00, for Sierra Linda High School. B. Rural Health Team Agreement for 2008-2009 Clinica Adelante, Inc. The purpose of the Rural Health Team (RHT) Agreement is to provide a parking space that will be used by RHT one day per week to provide an on-site schoolbased outpatient health care clinic during the 2008-2009 school year. *4. Travel A. National Staff Development Council Conference (Lorin Sempkowski) Ms. Lorin Sempkowski, District Mentor, submitted a travel request to attend the National Staff Development Council Conference in Washington D.C. from December 5 10, 2008. B. Westview Student Choir Performance at Carnegie Hall (Lori Dixon) Westview High School Performing Arts Department Chair Ms. Lori Dixon submitted a travel request to travel to New York City, NY with 20-25 choir students from June 11-15, 2009 to perform at Carnegie Hall. INFORMATION/DISCUSSION ITEMS 1. 2008 AIMS Scores for the Tolleson Union High School District and Feeder Schools Mr. Dennis Dowling, Director of Student Achievement, will provide the Governing Board with information on the 2007-2008 school year AIMS test scores for District and 8 th grade feeder school students. ACTION/DISCUSSION ITEMS 1. Professional Compensation and Benefits Agreement 2008-2009 The 2008-2009 Professional Compensation and Benefits Agreement is a compilation of policies and procedures applicable to all District certificated staff. Changes are being recommended to the following information: Perfect Attendance Stipend, Special Services Stipend, Certified Salary Schedule Excluding Proposition 301 Monies, Superintendent s Advisory Committee (SAC), and Mandatory Staff Development Year 1 and 2 Teachers. Recommendation: That the Governing Board approve the Professional Compensation and Benefits Agreement for 2008-2009. 2. Support Staff Guidebook for 2008-2009 The 2008-2009 Support Staff Guidebook is a compilation of policies and procedures applicable to all District support staff. Changes are being recommended to the following information: Credit for Experience Newly Hired Employees, Voluntary Position Transfers, and Superintendent s Advisory Committee (SAC). Recommendation: That the Governing Board approve the Support Staff Guidebook for 2008-2009. 3. Minutes August 12, 2008 Administration seeks Governing Board approval of the August 12, 2008 Regular Meeting minutes. Governing Board member Mrs. Kimberly Owens was not present at the meeting. 4. Second Reading Policy IHAA; English Instruction Laws of 2006 added additional sections to A.R.S. Article 3 English Language Education for Children in Public Schools. The basic requirement of participation in an English language instruction program for English language learners was contained in A.R.S. 15-751 to 15-754 taken from Proposition 200. The added statutes established a task force to select program models for structured English immersion. The full force of the statute, along with the regulatory language of A.C.C. R7-2-306 adopted by the State Board of Education, has now become effective. Policy IHAA; English Instruction has been changed to include the addition of a legal reference and two (2) cross references to existing policies. Regulation IHAA-R reflecting the statutory and regulatory requirements found in A.R.S. 15-755 to 15-757 and A.A.C. R7-2-306 is provided as information only. Recommendation: That the Governing Board approve the second reading of Policy IHAA; English Instruction. 5. Second Reading Policy GCRD; Tutoring for Pay and Policy LDA; Student Teaching and Internships House Bill 2566 amended A.R.S. 15-534 to require that any person contracted by the state or in a teacher preparation program shall obtain a fingerprint clearance card prior to participating in field experience in which services will be provided directly to students. Policy GCRD; Tutoring for Pay includes the addition of a paragraph, a legal reference, and a cross reference to an existing policy. Policy LDA; Student Teaching and Internships includes the addition of a paragraph and a legal reference. Recommendation: That the Governing Board approve the second reading of Policy GCRD; Tutoring for Pay and Policy LDA; Student Teaching and Internships.
