The Consent Appraisal Committee meeting of the Board held on 27.12.2012. Following members of the Consent Appraisal Committee were present: 1. Shri. J. S. The minutes of the 1 st sitting of 8 th Consent Appraisal Committee (CAC) meeting of 2012 held on 24.12.2012 circulated under Board s letter No. MPCB/AS (tech)/cac/b- 7596 dated 27.12.2012 were confirmed. Industry shall provide adequate land for disposal of effluent by 30.06.2013and submit BG of Rs. 5/- lakhs towards the compliance of the same. 4. Industry shall submit BG of Rs. 5/- lakhs for O & M of pollution control system so as to achieve consented standards. --- Revert back. JD(WPC) to study the issue considering all aspect of the scheme about treatment & disposal of effluent at outlet of CETP. Emphasis also to be given on whether to permit LSI/MSI in MIDC area where CETP exists, including impact on CETP scheme. 1 M/s. Maharashtra State Power Generation Co. Representatives of company made presentation before the Committee. Representatives informed that they are replacing the 2x 140 MW 2 nd sitting of 8 th CAC meeting of 2012 dated 27.12.2012-2 -

They also assured that there will be no increase in pollution load as all pollution control systems are based on advanced technology. Committee cleared to the representatives that the EC under the provisions of EIA notification, 2006 and RRZ policy of 2009 are two separate issues. It was decided industry shall get the assessment done on no increase in pollution load especially w.r.t. Particulate matter, SO 2 & NOx & Zero discharge from NEERI and then based on the report from NEERI, if necessary, the case shall be referred to RRZ committee with presumption that no RRZ clearance is required as they are carrying out modernization and expansion with no increase in pollution load. 31.3.2015 It was decided to grant 1 st consent operate for expansion & amalgamation of existing consents. 3 M/s. Regarding circular for validity of consent to establish for a period upto commissioning of unit or 5 years whichever is earlier the validity shall be considered from the date of consent issued such as date of consent- 05.01.2013 maximum validity for C to E- 05.01.2018. In case of C to E, 5 years period shall be calculated from the date of original consent and not from the date of amendment issued. 5.
