Citizen interest provides the Council and Agency with valuable information regarding issues of the community. Meetings are held on the 2nd and 4th Tuesday of every month. In addition, meetings are streamed live on our website at www.cityofsignalhill.org, and are televised at 7:00 am, 2:00 pm, and 7:00 pm daily on Charter Spectrum Channel 3, and Frontier FiOS Channel 38. Meetings begin at 6:00 pm with the conduct of any business permitted to be conducted in closed session by the Brown Act (Government Code Section 54950, et seq.), if any, and with the public portion of the meeting beginning at 7:00 pm. There is a period for public comment on closed session matters at 6:00 pm prior to the closed session. In the event there is no business to be conducted in closed session, the regular meeting shall begin at 7:00 pm. There is a public comment period at the beginning of the regular meeting, as well as the opportunity to comment on each agenda item as it arises. Any meeting may be adjourned to a time and place stated in the order of adjournment. The agenda is posted 72 hours prior to each meeting on the City s website and outside of City Hall and available at each meeting. The agenda and related reports are also available for review online and at the City Clerk's office and the Signal Hill Community Center on the Friday afternoon prior to the Council meeting. Agenda and staff reports are also available at our website at www.cityofsignalhill.org. During the meeting, the City Manager presents agenda items for Council consideration. The public is allowed to address the council on all agenda items. The Mayor may take agenda items out of order and will announce when the period for public comment is open on each agenda item. The public may speak to the council on items that are not listed on the agenda. This public comment period will be held at the beginning of the public portion of the meeting. You are encouraged (but not required) to complete a speaker card prior to the item being considered, and give the card to a City staff member. City Clerk and City Treasurer are compensated $405 per month.

(13) PUBLIC HEARINGS a. Introduction of Ordinance Amendment 17-01 Amending Title 15 Revising Regulations for Building and Construction Summary: The City Council will consider an amendment to the Signal Hill Municipal Code revising regulations for Buildings and Construction. The primary purpose of the Ordinance is to adopt and amend the 2016 editions of the California Building Standards Code. Recommendations: 1. Waive further reading and introduce an ordinance approving Ordinance Amendment 17-01 amending Title 15 of the Signal Hill Municipal Code entitled Building and Construction ; and 2. Authorize staff to submit the Building Code Ordinance to the California Building Standards Commission. b. One Year Extension of Conditional Use Permit 97-03 for Seven Consolidated Drill Sites Owned and Operated by Signal Hill Petroleum Inc. Summary: Signal Hill Petroleum Inc. (SHP) has a conditional use permit (CUP) for their seven consolidated drill sites. The CUP allows oil and gas production at the seven sites as well as storage, processing, and transport of products. The CUP is set to expire on June 30, 2017. SHP has requested a one year extension to allow them to continue their oil production activities uninterrupted while discussions with staff related to a long-term extension continue. Recommendation: Waive further reading and adopt a resolution approving a one year extension of Conditional Use Permit 97-03, covering seven existing consolidated drilling sites with oil and gas storage, processing, and shipping operations, and a gas turbine facility. (14) CITY MANAGER REPORTS a. Resolution Approving the Engineer s Report and Declaring Intention to Levy Assessments for Landscape and Lighting Maintenance District No. 1 Summary: Landscape and Lighting Maintenance District No. 1 was formed in 1992 to pay for the maintenance of common landscaped areas within the California Crown Tract. Annually, the City Council must initiate proceedings to renew the levy and collection of special assessments for the District. This resolution declares the Council's intention to levy and collect assessments, sets the Public Hearing for June 27, 2017, and approves the Engineer's Report. Recommendations: 1. Waive further reading and adopt a resolution declaring its intention to levy and collect assessment for Landscape and Lighting Maintenance District No. 1 for Fiscal Year 2017-18 and approving the Engineer s Report; and 2. Set the public hearing for June 27, 2017.
b. Award of Contract for the Painting of Exterior Landscaping Walls and Wrought Iron Fencing at California Crown Project, No.120 Summary: On May 31, 2017, the City received bids for the Painting of Exterior Landscaping Walls and Wrought Iron Fencing at California Crown Project, No. 120. Staff is recommending an award of contract to Corner Keystone Construction Corporation. Recommendation: Authorize the City Manager to award a contract for the Painting of Exterior Landscaping Walls and Wrought Iron Fencing at California Crown Project, No. 120, to Corner Keystone Construction Corporation in the amount of $22,700, in a form approved by the City Attorney. c. Authorization to Release Request for Proposals for Landscape Maintenance Services for Landscape and Lighting Maintenance District No. 1 Summary: Staff is seeking authorization to issue a Request for Proposals for landscape maintenance services for the private properties serviced by Landscape and Lighting Maintenance District No. 1 (LLMD). These properties (approximately 95 homes) are generally bounded by Temple Avenue on the west, Orizaba Avenue on the east, Moonstone Drive on the south, and Sunset View on the north. Recommendation: Authorize the Public Works Department to issue a Request for Proposals for landscape maintenance services for the LLMD. d. Energy Efficient Upgrade of Street Lights Summary: Staff has completed its evaluation of energy efficient street light conversion options and is recommending entering into an agreement with Southern California Edison to convert all street light fixtures to LED. The conversion is estimated to produce energy cost savings of $287,700 over a 20- year period. Recommendation: Authorize the City Manager to execute the necessary application and agreement for conversion of Southern California Edison owned street lights to LED through the California Public Utilities Commission approved LS-1 Option E program. (15) CONSENT CALENDAR The following Consent Calendar items are expected to be routine and non-controversial. Items will be acted upon by the Council at one time without discussion. Any item may be removed by a council member or member of the audience for discussion.
a. Implementation of Procurement Card Services Summary: City Council directed staff to transition all banking services to Wells Fargo. One of the last services to transition is the City s procurement (purchasing) card system. Staff is recommending entering into an agreement with Wells Fargo Commercial Card Services to provide procurement card services. Recommendation: Authorize the City Manager to enter into an agreement with Wells Fargo Commercial Card Services to provide procurement card services, in a form approved by the City Attorney. b. Approve Purchase of Ford Fusion Energi Plug-In Hybrid Summary: Staff is seeking authorization to purchase a new alternative fueled City pool car (2017 Ford Fusion Energi Plug-in Hybrid) to replace an existing Ford Escape that has reached the end of its useful service life. Staff is proposing to purchase this new car from the National Auto Fleet Group under an existing National Joint Powers Alliance contract. Recommendation: Authorize the Fleet Services Division to purchase one new 2017 Ford Fusion Energi Plug-in Hybrid under National Joint Powers Alliance contract 120716-NAF for an amount of $32,597. c. Contract Services Agreement with Signal Hill Rotary Club Summary: The Signal Hill Rotary Club has expressed an interest in continuing to provide assistance to the City s Brown Bag Food Distribution Program. Staff is seeking City Council approval of a Contract Services Agreement that outlines the details of the Rotary s involvement and the City s expectations. Recommendation: Authorize the City Manager to execute a one-year Contract Services Agreement between the City and the Signal Hill Rotary Club to provide assistance to the Brown Bag Food Distribution Program in a form approved by the City Attorney. d. Claim for Loss of Wages Summary: The City has received a claim for financial reimbursement from Alexander Barber for loss of wages. Recommendation: Deny the claim of Alexander Barber. e. Claim for Damages Summary: The City has received a claim for financial reimbursement from Terri Marsh for damages. Recommendation: Deny the claim of Terri Marsh.
f. Warrant Register Dated June 13, 2017 Summary: The Warrant Register is a listing of all general checks issued since the prior warrant register and warrants to be released upon City Council approval. Recommendation: Authorize payment of Warrant Register dated June 13, 2017. g. Minutes of the Following Meetings Regular Meeting of May 23, 2017, Adjourned Regular Meeting of May 31, 2017, and Special Meeting of June 1, 2017. Recommendation: Approve.
