BLACKHAWK HOMEOWNERS ASSOCIATION, INC Annual Meeting Minutes May 09, 2018 (Unapproved Minutes) 1. Call meeting to order The meeting started at 6:37 pm at the Prescott Community Church, 3151 Willow Creek Road, Prescott, AZ 86301. - The following Board of Directors members attended: Ray Schulte (RS), Marshal Bryant (MB); and Susan Drake (SD); Stan Kemp (SK); Bill Weber (BW) - The following Board of Directors members were absent: None - Four (4) homeowners attended the meeting: Laura & Bob Hampton; Lyle & Bunny Jones 2. Approval of minutes of 2017 Annual meeting RS read the minutes of the 2017 Annual Board Meeting. A motion was made, seconded and unanimously passed to approve the minutes, as written, of the 2017 annual meeting. The unapproved 2018 annual meeting minutes will be placed on the website but will not be approved until the 2019 meeting. 3. Results from ballots counted A voting quorum of 38 valid ballots from homeowners was received (33 ballots constitutes a quorum). All ballots were valid and were counted. 4. Election of Board Members There were three open Board positions for the 2018-2020 term. Ray Schulte received 38 votes; Stan Kemp received 37 votes; and Bill Weber received 36 votes. There were no other nominees or write-in votes. Ray Schulte, Stan Kemp and Bill Weber wrote in emails that they were willing to serve on the Board if elected. Marshal Bryant and Susan Drake will continue to serve on the Board for one additional year to complete their 2 year terms. 5. Treasurer s Report The financial reports and accountant s compilation were provided as handouts. Marshal Bryant, Board Treasurer, recapped the December 31, 2017 financial report and explained that, in the past, expenditures averaged about $8,500 per year. The $5,646 spent in 2017 was the lowest amount in 9 years. He provided copies of the Accountant s Compilation Report for 2017 prepared by CPA David A. Snyder. The April 30, 2018 financial report was also reviewed. See Attachments A & B for the financial reports. Marshal Bryant reported that the reserve fund is currently about $107,000. The intent and desired level of the reserve account was discussed. Attendees, when asked, indicated that they believed the current levels and assessment should be maintained to cover any extraordinary sewer system expenses. 6. Old Business A. Sewer Maintenance (Stan Kemp) Stan Kemp reported that he had put together the sewer system plans and history so that this information is available. The system is currently in good repair. 7. New Business A. Welcome New Residents -- Ray Schulte announced the following new residents who moved into the Blackhawk community since the last annual meeting: Included are: - Lot 24 857 S. Lakeview Cindy & Robert Walters Closed in Aug. 2017 - Lot 25 839 S. Lakeview Thorsten Lockert Closed in Sept. 2017 - Lot 63 681 Golden Hawk Glen & Kaye Peterson Closed in Nov 2017 - Lot 27 793 S. Lakeview (Vacant) Gary Stogsdill & Lenka Studnicka Closed in Jan 2018 B. Reserve Account The reserve account was discussed during MB s Treasurer s Report (Item 5). C. Annual Garage Sale Realtor Mike Plane announced that he is willing to sponsor the Blackhawk Annual Garage Sale Event again this year. The sale will be held Friday and Saturday, June 29 th and 30 th from 8:00 AM to 2:00 PM. The Garage Sale Event will be listed on Craigslist and the local newspaper. If you re interested in participating in this year s event, please email Mike Plane at azhomes.mplane@gmail.com. 8. Open Forum (Public comments on issues not included in the Agenda) A. Lyle Jones: - Asked where the reserve account funds are kept. The money, which must be kept liquid and in a safe account, is deposited in Wells Fargo Bank: $92K in savings and $14K in checking. Alternatives will be reviewed should interest rates improve. - Any plans to repave Broken Spear? RS will check with the City. B. Bob Hampton: - Thanked RS for being responsive to any issues brought to his attention. - Mentioned the poor visibility when turning at the corner where Golden Hawk meets Smoke Tree making that intersection dangerous. RS will advise the City to see if something can be done (e.g., like replacing the mirror that used to be there). - Warn home owners to keep all doors locked and garage doors closed. Their autos were pilfered in their garage when they left the door open for about 10 minutes. - They continue to have a rain drainage issue because the neighbors do not wish to help pay to correct the problem. This is not an HOA issue but must be handled by the homeowners involved. C. Bunny Jones: - Mentioned the variety of animals coming into the neighborhood including wolves!!!
