Minutes of Meeting Technical Committee on Emergency Medical Services NFPA 450 First Draft Meeting October 14 th and 15 th, 2014 Memphis, TN October 14 th, 2014 Members Present Kenneth Knipper- Chair Ken Holland-NFPA Staff David Bradley Chad Deardorff David Harris- Conference Call Jeffrey Lindsey Richard MacKinnon Kevin McGee- Conference Call Aarron Reinert The First Draft meeting on NFPA 450, Guide for Emergency Medical Services and Systems was held in Memphis TN on October 14 th and 15 th, 2014. Present were Chairman Kenneth Knipper, Staff Liaison Ken Holland and members of the Technical Committee. At 8:00 AM the meeting was called to order by Chairman Knipper followed by an introduction and roll-call of all Committee Members and those attending via teleconference. Minutes of the prior meeting were approved as written. Ken Holland, NFPA Staff Liaison, presented to the Technical Committee a general meeting and facilities overview, an NFPA process and proper conduct review presentation, as well as NFPA 450 revision cycle timeline. The committee began reviewing the submitted public inputs, reviewing the entire document, and developed first revisions to be submitted for ballot of the entire committee. Meeting adjourned on the first day at approximately 16:00.
October 15 th, 2014 The committee reconvened to continue their work on the review and development of first revisions on NFPA 450. Once the committee finished their work on the development of first revisions for NFPA 450 there was a brief discussion on the last meeting that was held in Las Vegas. Discussed was the final report that was published as well as the status of the Code Fund Request. Also discussed, just as a point of information, was the submission by the IAFF for a new project request on a Fire Based Community Healthcare Provider program. There is not action requested or required of this committee at this time on this submitted request. Dates and location of next meeting were also discussed. The committee was looking at the dates of Aug 11-12 or 18-19 in 2015 on the east coast, preferably Florida, for their next meeting. Motion to adjourn followed and approved by the committee. This document also provides a framework for designing and/or evaluating a comprehensive EMS system. Statement of Problem and Substantiation for Public Comment EMR seems to be a forgotten, but important level of care provided in rural communities. Many rural fire departments cannot afford to provide "full" ambulance type service. In some areas ambulance response times can exceed 30 minutes. Although the EMR program is a Dept of Transportation course of study, it is an important level of initial care that should be recognized and addressed.
