Docket A: Economic Bill 4786 A Bill to Decrease Carbon From Fossil Fuels Line01: ARTICLE I: All businesses that emit more than 25,000 metric tons of Line02: carbon dioxide per year will be required to purchase carbon credits Line03: through a cap and trade system, where the cap will be reduced every Line04: year. Line05: Line06: The cap is the limit on the amount of pollution that can be released, Line07: measured in billions of tons of carbon dioxide per year. The cap and Line08: trade system is essentially a market for carbon allowances. Article I: In order to prevent the misuse of campaign finances for political gain, funding for 2. the Federal Election Commission will be increased by $100,000,000, so they can 3. monitor campaign spending. 4. Article II: Campaign finance refers to all funds raised to promote candidates, political parties, 5. or policy initiatives and referenda. 6. Article III: This bill will be implemented on October 1, 2017 7. Article IV: The Federal Election Commission is responsible for regulating federal 8. campaign finances. 9. Docket A: Domestic Bill 3211 A Bill to Reform Campaign Contributions Bill #321 A bill to reform campaign contributions Article I: Section 1: The tax-exempt status for independent-expenditure only committees will be removed and they will be placed in a new category titled political organizations. Section 2: A tax for political organizations will be created with a different tax based on expenditures per annum Subsection a: Organizations spending less than $1,000,000 will pay a tax of 0.0 % Subsection b: Organizations spending more than $1,000,000 but less than $20,000,000 will pay a tax of 15.0% on all expenditures past the first $1,000,000. Subsection c: Organizations spending more than $20,000,000 but less than $100,000,000 will pay a tax of 25.0% on all expenditures past the first $20,000,000 and a tax of 15% on the first $20,000,000. Subsection d: expenditures. Organizations spending more than $100,000,000 will pay a tax of 60.0% on all Section 3: All coordination between independent-expenditure only committees will count as expenditures for both. Subsection a: If an organization spends money and coordinates that spending with another organization then that expenditure will be counted as a separate expenditure by both organizations Article II: Organization is used synonymously with independent-expenditure only committee Expenditure is the amount of money spent by an organization on any function but maintenance of facilities and employment of staff. Article III: This bill will be implemented on October 1, 2017 Article IV: The Internal Revenue Service and the Federal Election Commission will oversee the implementation and enforcement of this bill. Docket A: International Resolution 8222 A Resolution to Strengthen Ties with Mexico Be it resolved, 01 Whereas: The United States and Mexico have a long and shared 02 history and culture; and 03 Whereas: The Mexican economy is rising and has an increasing 04 potential for trade; and 05 Whereas: A stronger Mexican economy has and will continue to 06 lessen immigration from Mexico to the United States. 07 Therefore: Be it resolved by this Student Congress here assembled 08 that: The United States will move to strengthen 09 economic ties with Mexico through increased trade with 10 and investments in Mexico. Docket A: Virginia Bill 8122 A Bill to Provide Increased Mental Health Resources in Virginia State Prisons Line 01 Article I: Line 02: Line 03: Article II: Line 04: Line 05: Line 06: Article III: Line 07: Line 08 Mental health screenings shall be conducted for all inmates in Virginia state correctional facilities. A mental health screening is defined as a process of gathering information about a person with the purpose of making a diagnosis if applicable. Inmates will be screened for depression, anxiety, bipolar disorder, and Post Traumatic Stress Disorder (PTSD). Line 09: Article IV: This Bill shall be implemented on January 1, 2018. Docket A: Economic Bill 7077 A Bill to Limit the Effects of Burning Fossil Fuels Bill 707 A Bill to Limit the Effects of Burning Fossil Fuels 1Article I. All contaminants listed under CCL 4 and any future CCLs will 2be placed under regulation. 3Article II. CCL 4 is the fourth Contaminant Candidate List created in 4 42016 by the Environmental Protection Agency. The Contaminant 5Candidate List is a list of chemicals and microbes, including those 6spread by burning fossil fuels, which the EPA believes could cause 7harm to people but are not regulated. These chemicals and microbes 8are found in drinking water. 9Article III. This piece of legislation will go into effect on October 1st, 102017. 11Article IV. The Environmental Protection Agency will oversee the 12enforcement of this bill. 13Article V. Any law in conflict with this piece of legislation will hereby 14be declared null and void. Docket A: Domestic Resolution 3420 Reducing Sentences for Nonviolent Drug Offenses Be it resolved, Line01 : Line02 : WHEREAS a disproportionate amount of the United States population is incarcerated Line03 : for drug-related misdemeanors; Line04 : Line05 : WHEREAS the current policies encourage a large prison population that Line06 : disproportionately targets African-American and Hispanic communities; Line07 : Line08 : WHEREAS the high prison population creates an immense amount of expenses, the Line09 : burden of which falls on taxpayers; Line10 : Line11: THEREFORE, BE IT RESOLVED by this student congress that prison sentences for Line12: those convicted of drug-related misdemeanors shall be re-evaluated with an effort Line13: to reduce prison sentences for nonviolent drug offenses. Therefore mental illness has become a severely undertreated problem in the state Line04: of Virginia; and Line05: Line06: WHEREAS: More than one in five adults in Virginia have a mental illness, mental illness is causing Line07: suicide to become the third leading cause of death of teenagers and young adults in Virginia, Line08: and more and more of the mentally ill are being imprisoned due to inadequate treatment Line09: facilities; and Line10: Line11: WHEREAS: Untreated mental illness is leading to unnecessary deaths, increased unemployment, Line12: and ever-increasing costs for an already over-taxed justice and correctional system. Line13: Line14: THEREFORE: BE IT RESOLVED by this Student Congress here assembled that state mental health Line15: services must be improved through increasing the budget of the Virginia Department of Line16: Behavioral Health and Developmental Services by 25%.
