The Committee recommends Kay Hite as its first choice, or Jan Harper as a qualified second choice. B. Approve the minutes of the March 14, 2018, Committee of the Whole meeting. ECONOMIC & PHYSICAL DEVELOPMENT Commissioner McMaster A. Approve the County of Shiawassee as a Member with other local governments and non-profit organizations in the Shiawassee River Water Trail Coalition for the purpose of regional-scale water trail management; and appoint Daniel McMaster and Phil Hathaway, respectively, as the County s delegate and alternate delegate as its initial representatives on the Coalition. B. Approve the minutes of the March 12, 2018, Economic and Physical Development Committee meeting. COUNTY FINANCE & ADMINISTRATION Commissioner Root A. Authorize the Shiawassee County Friend of the Court to hire a Support Caseworker II, Salary Grade 4, $33,010 - $40,373 to fill a vacancy. (Starting: $33,010 - $35,963) B. Authorize the Treasurer s Department to hire a Deputy County Treasurer II, Salary Grade 4, $33,010 - $40,373 to fill a vacancy. (Starting: $33,010 - $34,486) 2

C. Authorize the Department of Veterans Affairs to hire an Administrative Assistant, AFSCME Salary Grade 3, $30,722 - $37,565 to fill a vacancy. (Starting: $30,722) D. Authorize the Prosecuting Attorney to hire a part-time salaried Assistant Prosecuting Attorney, Salary Grade 10, $23.02 $29.03 per hour, for 24 hours per week to fill a vacancy. (Starting: $23.02 - $27.34) E. Approve the contract between the Shiawassee County and Shiawassee County Humane Society, Inc. for the services for the sheltering of animals taken into custody by the Shiawassee County Animal Control. F. Approve the 2018 Medical Marihuana Operation and Oversight Grant (MMOOG) in the amount of $27,667.00 and authorize the Sheriff s Office to purchase a 2018 Ford Police Interceptor Utility AWD in Med. Brown form Signature Ford in the amount of $29,942.00 to replace the current Police K9 vehicle and satisfy the grant requirements and to authorize Sheriff Brian BeGole to sign all documents. G. Approve the budget amendment 18-03 to fund the Medical Marihuana Grant to be reimbursed in 2018 to replace a K9 vehicle. H. Approve the Shiawassee County Sheriff s Office to purchase a 2018 Ford Police Interceptor Utility AWD in Med. Brown from Signature Ford in the amount of $29,942.00, and to authorize Sheriff Brian BeGole to sign all documents. I. Approve the use up to $25,000.00 from the Waste Fund, 230-230-700.000, to utilize in the Household Hazardous Waste Program, allowing the Health Department to conduct two hazardous waste collections in calendar year 2018, and authorize Larry Johnson, Health Director, to sign all necessary documents. J. Approve the use of up to $15,000.00 from the Waste Management Fund by the Shiawassee Conservation District to cover the costs of two electronics recycling events to take place in the spring and the fall of 2018 and authorize the Board Chair to sign all necessary documents. K. Approve up to $5,000.00 to build a permanent bathroom at the Geeck Road Park. L. Approve the reclassification of two positions in the County Administration Offices from Payroll Clerk and Accounts Payable Clerk to Accounting Associate/Finance Specialist, Salary Grade 6, $34,236 - $44,512. (Starting: $34,236) M. Approve the inclusion of an existing position, District Court Bailiff, at Pay Grade 5 in the classified county service. The job description was inadvertently not submitted for review in the wage study process and was therefore not analyzed nor included in the list of positions. The position is not vacant. N. Approve the minutes of March 12, 2018, Finance and Administration Committee meeting. 3

PUBLIC SAFETY & COURTS Commissioner Coscarelli A. Approve of the proposal from Byce & Associates, Inc. for the Shiawassee County Jail Feasibility Study in the amount of $12,500.00 but not to exceed $15,000.00 and to authorize Sheriff Brian BeGole to sign all documents. B. Approve Smart 911 Mass Notification Software. ($32,300.00, for three-year contract, including a $3,800.00 one-time setup fee, see enclosed Rave Wireless statement). C. Approve the purchase of conference tables and chairs for the Central Dispatch training room from DBI at a 66% discount rate through My Deals for a total of $28,004.97 to be taken out of line item 216-325-970.000. D. Approve the minutes of the March 13, 2018, Public Safety and Courts Committee meeting. HEALTH & HUMAN SERVICES Commissioner Root A. Authorize the Health Department to contract with Emergency Response Solutions International in the amount of $25 per hour for up to 320 hours from 03/01/2018 to 09/30/2018, and authorize Larry Johnson, Health Director, to sign all necessary documents. B. Authorize the Health Department to hire a Director of Environmental Health to fill a vacancy at Salary Grade 11, $52,686 - $68,473. (Starting: $52,686 - $58,614) C. Authorize the Health Department to hire a Health Educator at Salary Grade 7, $37,668 - $48,963. (Starting: $37,668 - $43,326) D. Authorize the Health Department to hire a WIC Clerk to fill a vacancy at Grade 2 of the SEIU Health Technical-Clerical salary range of $28,392 - $34,944. (Starting: $28,392) E. Authorize the Health Department to hire a Public Health Nurse II to fill a vacancy at Grade 9 of the SEIU Nurse salary range of $46,009 - $56,596. (Starting: $46,009 - $53,060) F.
