He has since attended a Minneha Township meeting and spoke with Wichita City Representative Jim Howell; no action was taken. Mayor Lawrence stated it was time to see what the City can do without owning the road. 6. Acceptance of Agenda Item 14.1 Prairie Creek Phase 3 Water and Sewer Bids; at the request of the developer will be tabled and item 14.2 Prairie Creek Phase 3 Stormwater Bid tab is on the bench. 7. Awards 7.1 2016 Life Safety Achievement Award Deputy Fire Chief Roosevelt stated the Fire Department received this award recognizing zero (0) loss of lives in 2016. 8. Presentations Andover Rotary Club 8.1 Andover Rotary Club Mark Owens and Grant Garwood gave a presentation providing information about the history, goals, and projects of the Andover Rotary Club. They then presented a check to the City in the amount of $1,460 (one-thousand four-hundred sixty) from beer sales proceeds at the concert held in Central Park on June 17, 2017; they requested the funds be spent for park improvements. 9. Consent Agenda 9.1 City Council Minutes October 10, 2017 9.2 Appropriation Ordinance B-19-17 $1,022,576.06 9.3 Receive & File Reports AFR Breakdown - September 2017 AFR Overlapping - September 2017 Police Statistics - September 2017 9.4 Non Elected Personnel Changes - Fire Dept Chris Matson, Fire Department position change from Lieutenant to Training Specialist/Captain, with a pay change from $17.48 per hour to $59,000 per year, effective October 23, 2017. Jeremy Tuxhorn, Fire Department status change from part-time to full-time, with a pay change from $12.62 to $12.25 per hour, effective October 22, 2017. 9.5 Non Elected Personnel Changes - Recreation Dept Katie Cork, Recreation Department new hire as Event Director, at $24.04 per hour, effective October 23, 2017. 9.6 Cereal Malt Beverage License Renewal Casey's General Store, 2036 N. Andover Road (off premise consumption) 9.7 Emergency Mass Notification System Services agreement with Everbridge, Pasadena, California, from November 2017 through November 2019 in the annual amount of $8,999 9.8 Cyber Liability Insurance BCS Insurance Co., Oakbrook Terrace, Illinois, in the amount of $2,960 9.9 2016 Street Rehab Project Cornejo & Sons, Wichita, Change Order adjusting final quantities in the credit amount of $37,602.43.
9.10 2017 Street Rehab Project request to seek bids Street maintenance beginning in 2017 and completed in 2018. Motion by Estes, second by Nelson. Approve the consent agenda items 9.1 through 9.10. 10. South Andover Rd Four Mile Creek to SW 120th 10.1 Project bids for improvements Les Mangus presented the low bid received by the Kansas Department of Transportation on Thursday, October 18. KDOT considers the agreement satisfactory and believes contracts should be awarded to the low bidder. Motion by Geisler, second by Hale. Accept the bid from Cornejo and Sons Inc., Wichita, in the amount of $3,691,851 for the South Andover Rd. Four Mile Creek to SW120th St. improvements and authorize the Mayor to sign the Authority to Award Contract Commitment of City Funds. 11. 159th St KTA Bridge Project 11.1 Three Party Agreement for Preliminary Engineering Les Mangus explained the agreement between the City of Andover, Kansas Department of Transportation and Transystems, Wichita, provides preliminary engineering, right-of-way acquisitions and utility relocations. The agreement outlines the relationship between the entities as it pertains to the design of the bridge. Motion by Geisler, second by Estes. Approve the three party agreement for preliminary engineering services with the City of Andover, Kansas Department of Transportation, and Transystems as presented. 12. Andover Road Streetlights 12.1 Purchase of Pole Brackets & Banners Les Mangus provided information regarding the brackets and holiday banners for installation on the new street light poles on Andover Rd. between US-54 and 13th St. Motion by Estes, second by Tabor.
Authorize the purchase of forty-five (45) Bannersaver brackets from Bannersaver, Traverse City, Michigan in the amount of $6,173.51 and twenty (20) holiday banners from Print me a Sign, Andover, in the amount of $720. 13. WAMPO Planning Walkable Places Grant 13.1 WAMPO Agreement Les Mangus explained this agreement provides the purpose of the Walkable Places Program, Wayfinding Policy and Conceptual Plan and the responsibilities of each entity. Motion by Estes, second by Geisler. Approve the WAMPO Planning Walkable Places Grant Agreement as presented. 14. Prairie Creek Phase 3 14.1 Water and Sewer Bids This item was tabled at the request of the developer. 14.2 Stormwater Improvement Bids Brent Wooten, Baughman Co., provided the bid tab from bids opened earlier in the day. Five (5) bids were received; Mies Construction, Wichita, $417,886.70; Dondlinger Construction, Wichita, $477,500; Bergkamp Construction, Wichita, $422,000; Pearson Construction, Wichita, $475,800; and Unruh Excavating, Moundridge, $329,747. Motion by Nelson, second by Geisler. Accept the low bid from Unruh Excavating for the Prairie Creek Phase 3 Stormwater Improvement project, in the not to exceed amount of $329,747, and authorize the Mayor to sign the contract. 15. South Andover Road Annexation 15.1 An ordinance annexing a portion of Andover Road to the City of Andover, Kansas. This ordinance brings both north and south lanes of Andover Road from Harry Street south to the city limits at 135th Street; alleviating the different jurisdictions currently responsible for several sections of the road. Motion by Geisler, second by Estes.
Adopt an ordinance annexing certain portions of Andover Road. 16. Recess the City Council meeting and call to order a meeting of the Public Building Commission Motion by Tabor, second by Geisler. Recess at 7:45 p.m. 17. Reconvene the City Council meeting 7:49 p.m. 18. Executive Session 18.1 Consultation with the City Attorney Motion by Nelson, second by Geisler. Ordinance number 1654 was assigned. At 7:55 p.m. recess into an executive session for a preliminary discussion relating to the acquisition of real property pursuant to K.S.A. 75-4319(b)(6). The open meeting will resume in approximately ten (10) minutes. The meeting will include the governing body, assistant city administrator, public works director and city attorney. Motion by Geisler, second by Hale. At 8:05 p.m. to come out of executive session and return to the open meeting. No action taken as a result of the executive session. 19.
